ACTIVITY FOR 2009
Introduction
The purpose of this report is to review the impact of grants received by the City
in 2009.
Historv
The City staff has always made an attempt, as time permitted, to find grant
opportunities for special projects. We have also been fortunate enough to
receive donations and assistance from the SMSC and several different
community organizations. However, we did not begin to more aggressively
search for grant opportunities until Spring, 2008.
Current Circumstances
Since May, 2008, we have submitted applications for 20 grants, totaling more
than $3.6 million. The grants ranged in amounts from $1.6 million to less than
$3,000. To date, 10 of the applications have been approved for a total award
of $659,603. Projects that did not receive grant funding were delayed until
funding becomes available.
Grant funds allow the City to leverage its existing program dollars. Since May,
2008, the City has been able to complete several projects for about 25% of the
total cost. The City was able to leverage $227,133 of its funds to complete
$886,736 worth of projects.
Grants are not the only source we use to leverage our dollars. Each year,
community service organizations in the City fund specific programs or assist
specific departments. For example, the VFW contributed $1,983 to the Fire
Department for equipment, while P.L.A.B.B.A. purchased the windscreen
fabric for the baseball fields at Memorial Park.
Scott County also aggressively pursues Federal grant funding for highway
projects. This, in turn, has saved the City a great deal of money in our local
share. CR 21 will be more than 80% funded through ARRA dollars, reducing
the City's local match substantially.

Finally, the SMSC partners with the City in many areas. The SMSC provided
advance funding for the CR 83 reconstruction project; this allowed the project
to be completed in 2009 rather than in 2015, and saved the City about 60% in
costs. The SMSC also provides the City about $360,000 each year for police
and fire services.
The attached spreadsheet identifies the various funding the City received in
2009.
The use of grant funds is beneficial to the City, but it is still important to be
cautious about these applications. Most grant programs require a local match,
either in dollars or in kind. Before proceeding, it is important to determine if
the local match is available. Also, writing grant applications takes a great deal
of time, and usually involves staff from several different departments. Again, it
is important to be sure the grant is worth the staff time it takes.
The staff will continue to search out grant opportunities that will allow us to
leverage our existing dollars to complete the projects and programs consistent
with the 2030 Vision and Strategic Plan.
The financial impact of any grant depends on the local match requirements,
and on ongoing program costs. To date, we have been able to leverage our
dollars and complete projects for about 25% of the cost.
