DISCUSSION: Introduction The purpose of this agenda item is for the city council to consider a request by the Police Department to purchase three squad cars. The vehicles were previously considered and funded within the 2010 budget. Historv. Like most metropolitan communities, the City purchases police vehicles through a State of Minnesota Cooperative Purchasing contract. Under this arrangement, the State prepares specifications, which reflect the needs of the police agencies, and competitively bids for their procurement. Once the bid is awarded, the participating cities purchase their vehicles using the State bid pricing. This process satisfies state purchasing laws and provides the opportunity to achieve economies of scale. Our experience has shown that primary police vehicles operate optimally from a cost and safety perspective for approximately 18 months. After their 20 hour a day "police life" is over, the City utilizes the used squads for building, engineering and code enforcement inspections and to meet peak summer staff transportation needs before they are auctioned off. In 2009 the Police Department only replaced two Crown Victoria Police Interceptors despite the fact that a Dodge Charger was also authorized for purchase. An order was placed, however when Dodge filed for bankruptcy the city was notified that the production of police vehicles would not resume until the end of 2009. For budgetary reasons we decided to push that order back to 2010 and will be receiving the 2010 Charger at 2009 pricing. Current Circumstances For more than 25 years, the Michigan State Police has conducted extensive evaluations of the performance capabilities of each new model year's police vehicles as part of its annual procurement process. Since 1981, the National Institute of Justice (NIJ) through its National Law Enforcement and Corrections Technology Center has sponsored these tests through a partnership with the Michigan State Police. By disseminating these results to State and local law enforcement agencies, NIJ helps theses agencies select vehicles that maximize their budgets and ensures that evaluated vehicles provide reliable and safe www.cityofpriorlake.com F: '\C;OJI n f<''P(,[tsvRh~lf(~?,jMo7a~~,QQj "(.;.l5q~~~2.44 7 .4245 ISSUES: FINANCIAL IMPACT: and ensures that evaluated vehicles provide reliable and safe performance under the increased demands of police service. For the purposes of the Michigan State Police evaluation, "police-package" vehicles are those that are designed and manufactured for use in the full spectrum of law enforcement patrol service, including pursuits. The "police-package" vehicles tested for 2010 include the Ford Police Interceptor, the Chevrolet Impala, and the Dodge Charger. Typically the three oldest vehicles in service would be replaced each year. This is, however, subject to reevaluation by the department and maintenance personnel as a newer vehicle may be experiencing a higher number of repair issues than an older vehicle or may be assigned to a 'service' type function and a squad in use for responding to emergency situations would take priority for replacement. The three units presently slated for replacement are all 2006 models that have 90,016,71,064, and 77,055 miles respectively. Other factors included in the equipment needs analysis for all city vehicles includes: Refurbishina: The squads are driven a high number of miles and hours annually. Refurbishing requires all new mechanical and suspension systems and would not provide the reliability and safety necessary to meet emergency needs. Lease/Rental: There are no squad lease programs available due to the high annual usage. Zero Value Ooeration: Because of the emergency nature of these vehicles it is not recommended by staff to drive these vehicles until mechanical failure occurs. Alternative Fuel Analvsis: At this time there are no pursuit certified squads available utilizing alternative fuels. Staff continues to monitor opportunities and testing being done by other agencies. Eauioment Utilization: The police department rotates the nine care patrol fleet to maximize vehicle life and use. Eauioment Partnershios: These vehicles are used up to twenty hours per day, 365 days a year so partnerships are not feasible. Used Eauioment Ootion: The used squads available are typically high mileage and in a similar condition to the squads the City is rotating out of service and are therefore not a viable option. Under the State Cooperative Bid the new Crown Victoria Police Interceptors for 2010 are $21,965.32 (Wolf Motors in Jordan has agreed to match) each and the Charger, equipped to our specifications is $22,530.85 for a total of $66,461.49. The Department budget contains $72,000.00 for the purchase of three patrol vehicles. 10 Even though the Charger is $565.53 more than a Crown Victoria Police Interceptor we believe we will recover that money in the resale of the 2006 Charger (this will be the first used Charger we send to auction). ALTERNATIVES: 1) Adopt the Resolution authorizing the purchase of three squad cars for a total cost not to exceed $66,461.49. 2) Deny approval and direct further action. Prior Lake, MN 55372-1714 RESOLUTION 10-XX A RESOLUTION APPROVING THE PURCHASE OF SQUAD CARS MOTION BY: SECOND BY: WHEREAS, the police budget for 2010 provides for the acquisition of three replacement police squads; and WHEREAS, bids have been solicited and received by the State of Minnesota Cooperative Purchasing Program for full-sized 2010 Ford Crown Victoria Police Interceptor and Dodge Charger squad cars. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA that: 1) The recitals set forth above are incorporated herein. 2) The Police Department is authorized to purchase three squad cars using the State of Minnesota Cooperative Purchasing Contract. 3) Staff is directed to place an order for the purchase of three police vehicles in an amount not to exceed $66,461.49. 4) Funding is approved contingent upon the passage of the 2010 budget and funds will come from the 2010 General Fund.
