HomeMy WebLinkAbout5G - Health Officer 2010 AGENDA ITEM: DISCUSSION: Introduction The purpose of this agenda item is to request Council consideration for appoint- ment of a health officer. Histol"'{ The City Council bylaws Section 301 provides that, "the first regularly scheduled meeting in January shall be referred to as the annual meeting. Regular business may be conducted at this meeting and the following organizational business is required unless deferred by the City Council for a specific reason." The bylaws go on to provide, "Section 301.9 Designate a Health Officer." A health officer was not appointed on January 4, 2010 because a recommendation was not submitted. To satisfy the bylaws, an appointment should be made. Current Circumstances Park Nicollet Clinic used to name a physician to act as the City's health officer on a time and materials basis. Park Nicollet advised us that they would no longer provide a health officer. As a result, I contacted the SMSC, Shakopee, Savage and Scott County to determine if we could work together to fulfill this need. The SMSC does not have qualified individuals. Shakopee and Savage do not name health officers. Scott County advised me that Dr. Michael Wilcox is the County health officer. I contacted Dr. Wilcox asking if he would be willing to be desig- nated the City's health officer. He agreed and confirmed that his fee is $100 per hour. Conclusion The Council should decide if it wishes to appoint Dr. Wilcox as the City's health officer for 2010. ISSUES: To the best of my knowledge, we have rarely, if ever, utilized the services of a health officer. So the appointment really satisfies the requirements of the by- laws. Given that there is no legal requirement to make this appointment, we may wish to consider deleting this requirement from the bylaws as part of the next review. FINANCIAL IMPACT: ALTERNATIVES: $100 per hour in the event that Dr. Wilcox is called upon for City health officer functions. 1. Authorize the appointment of Dr. Michael Wilcox as the City's health officer for 2010 at the cost of $100 per hour. 2. Take no action. RECOMMENDED Alternative #1.
