CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING AN AMENDMENT
TO THE PARKS PORTION OF THE 2010 TO 2014 CAPITAL IMPROVEMENT
PROGRAM FOR THE RELOCATION OF AN EXISTING PICNIC SHELTER
Introduction
The purpose of this agenda item is to seek Council approval of a resolution
authorizing the relocation of a picnic shelter. The shelter is currently located
adjacent to the bituminous trail that connects County Road 21 to Blind Lake Trail.
(See graphic: The bituminous trail is just west of Fire Station #1.)

In 1996 a 14-foot wide by 26-foot long picnic shelter was constructed adjacent to the
bituminous trail that connects County Road 21 to Blind Lake Trail. Since the
construction of the shelter, many new homes have been built in the Wilderness
Ponds Development, causing major erosion problems and safety concerns around
the shelter. In order to keep the shelter in its current location, the City will need to
spend $2,500 to $3,500 to repair the trail and make drainage improvements.
However due to the shelter's current location there will always be the potential for
damage due to drainage as the surrounding properties will continue to drain to this
area.
After the construction of the shelter in 1996, Wilderness Pond and Deerfield Parks
were developed. As part of the amenities in these two neighborhood parks, a play
structure and picnic shelter was installed in both sites. Both Wilderness Pond Park
and Deerfield Park are accessible by trails and sidewalks and within walking
distance of both developments. Because of the close proximity of these two
neighborhood parks, staff feels this shelter, which offers no other amenities, is being
under utilized.
Approximately 75 letters were sent to residents on Wyndham Court, Wellington
Court, Windsor Lane and Blind Lake Trail explaining the possibility of the relocation
of the shelter. Only one resident responded with a concern about reestablishment of
the plants after the shelter is moved. Staff met with the resident on site and ex-
plained our restoration efforts after the removal of the structure.
At the November 19, 2009 Parks Advisory Committee (PAC) meeting, they reviewed
and recommended relocation of the picnic shelter to Watzl's Beach.
At the December 7,2009, City Council meeting the City Council considered the fol-
lowing options for relocation of the shelter:
1. Consider moving the shelter to Watzl's Beach. Currently there is not shelter
at this beach. The shelter would provide an opportunity for the users of the
beach to seek shade from the sun at the beach. Should the City decide to
pursue a marina at this location, this would provide an additional amenity.

2. Consider moving the shelter to Northwood Meadows Park. The Capital Im-
provement Program (CIP) has Northwood Meadows Park scheduled to re-
ceive a shelter in 2012. Moving the shelter to this park would reduce future
CIP costs by $10,000 - $15,000. Northwood Meadows Park has been identi-
fied as a potential future location for City recreation department summer pro-
gramming based on demographics and location.
3. Consider moving the shelter to Howard Lake Park. Howard Lake Park is cur-
rently not scheduled to receive a park shelter; however, the park is currently
utilized by Prior Lake Athletics for Youth (PLAY) for summer tee-ball pro-
grams.
4. Consider moving the shelter to South Shore Park. As part of the 2003 Or-
derly Annexation Agreement the City is required to construct a shelter in this
park. The City Council approved the construction of a picnic shelter at its
October 5, 2009 meeting for this park. Based on the small size of the park
and its use, the relocation of this shelter could meet the park's needs. Mov-
ing the shelter to this park would reduce CIP costs by $10,000-$15,000 and
preserve those funds in the Capital Parks Fund for other park improvements.
At the December 7 meeting, the City Council voiced support for relocation of the
shelter to Watzl's Beach as they believed it would provide the most benefit to the
greatest number of residents. The Council felt, however, that the PAC should con-
sider the other alternatives discussed above and make a recommendation to the City
Council to amend the 2010-2014 CIP to include the relocation for 2010 if they be-
lieved it was appropriate to relocate the shelter.
Current Circumstances
At their December 17, 2009 meeting, the PAC reviewed all of the options and
concurred that the shelter should be relocated to Watzl's Beach. The PAC has
recommended that the 2010-2014 CIP be amended to include relocation of the
shelter to Watzl's Beach with funding to be provided from the 2010 Parks Division
Budget.
ISSUES:
In order for staff to relocate the picnic shelter, it will need to be dismantled. The roof
is proposed to be removed and hauled intact. The remaining structure (railings and
structural posts) will be removed separately and reconstructed. Once the main
frame is in place the roof will be placed back on as one unit. In the spring of 2010, a
new concrete floor will be installed under the shelter.
FINANCIAL
IMPACT:
The existing picnic shelter was constructed with a wood floor deck. Staff recom-
mends installing concrete for the floor at the new location. A concrete floor requires
less maintenance than wood, is easier to clean and is consistent with the other shel-
ters throughout our park system. The cost to move the structure is as follows:

The expenditures for the shelter relocation will be drawn from the 2010 Parks Main-

A RESOLUTION AUTHORIZING AN AMENDMENT TO THE 2010-2014 CAPITAL
IMPROVEMENT PROGRAM FOR THE RELOCATION OF A PICNIC SHELTER

WHEREAS, Since the construction of this shelter, many new homes have been built in the
Wilderness Pond development causing major erosion problems and safety
concerns around the shelter due to drainage; and
WHEREAS, At its November 19, 2009 meeting the Parks Advisory Committee recommended
relocation of the shelter to Watzl's Beach.
WHEREAS, At its December 7,2009 meeting the City Council requested the Parks Advisory
Committee to consider the merit of alternate locations and to follow the process
of entering park projects into the Capital Improvement Program (CIP).
WHEREAS, At its December 17,2009 meeting the Parks Advisory Committee concurred with
its original recommendation that since Watzl's Beach is utilized seven days per
week throughout the summer months and currently has no shelter, the shelter
should be moved to Watzl's Beach, and that the CIP should be amended in the
amount of $3,094.00 in 2010 to cover the cost to move the shelter.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. Staff is authorized to amend the 2010-2014 CIP to relocate the shelter from its current
location to Watzl's Beach for a cost not to exceed $3,094.00.
3. Funding for this project will be drawn from the Parks Maintenance budget Account No.
45200-530.
