CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING PREPARATION
OF PLANS AND SPECIFICATIONS FOR 2010 STREET RESURFACING
PROJECT
Introduction
The purpose of this agenda is for the City Council to authorize staff to prepare
the plans and specifications for the 2010 Street Resurfacing Project which
includes Lords Street, Edgewater Circle, Fairbanks Trail, Quaker Trail, Rustic
Road, Maple Trail, Glendale Avenue, Oakland Beach Avenue, Kneafseys Street,
Cove Avenue, Shady Beach Trail, Bayview Circle, Crossandra Street and
Fremont Avenue.
Historv
In 2009 in an effort to quickly address deteriorating streets the City Council
approved a new program in the Capital Improvement Program (CIP) to keep
streets safe and useable until they can be reconstructed. Currently the City has a
10+ year backlog of neighborhood street projects that are worthy of immediate
reconstruction. The 2009 Transportation Plan, adopted as part of the CIP,
proposes the resurfacing of several streets to extend the useable life a minimum
of 10 years to allow the City to catch up with the backlog of deteriorating
neighborhood streets. The Council was very clear in directing that only streets
where existing watermain and sanitary sewer systems are adequate, or can be
operated with minor repairs to meet the life of the resurfacing, should be
considered for this program.
The street resurfacing project involves making spot utility repairs which include
replacement of valves and hydrants that are no longer functioning properly along
with any needed drainage repairs. The streets and infrastructure in the project
area was originally constructed in the 1970's. Once utility repairs are made the
existing roadway is milled and leveled to provide a surface for the new 1 ~-inch
bituminous overlay surface. Because the subgrade of the road is not being
reconstructed, this is a far less expensive construction method. However this
resurfacing is not meant to be a long term repair as the useable life for this type
of activity is about 10 years. Within a couple of years of the resurfacing cracks
will begin to appear in the new surface where subgrade issues currently exist.
In addition to the streets identified for the resurfacing program, staff is
recommending that Crossandra Street and Fremont Avenue be included as they
have been identified for resurfacing as part of the annual street maintenance
overlay program.
Current Circumstances
The action requested tonight is to seek authorization to prepare plans and
specifications for the resurfacing project and does not commit the City Council to
completing the project. In order to allow for bidding in March, it is necessary to

proceed with authorization for preparation of plans and specifications. The
following project schedule is proposed:
. January 19th - City Council Authorizes Preparation of Plans and
Specifications
. February 16th - City Council Approves Plans and Specifications and
Authorizes Advertisement for Bids
. April 5th - City Council Accepts Bids and Considers Award of
Construction Contract
· June/July - Re-surfacing Project Completed
ISSUES:
As part of the 2010 Budget and CIP Preparation the preparation of plans and
specifications was identified to be completed in-house by Public Works Staff.
Conclusion
Staff recommends that the Council approve a resolution authorizing staff to
proceed with preparation of Plans and Specifications for the 2010 Resurfacing
Project.
Existina Street Condition
Existing streets in the Martinson Island (Lords/Edgewater), Shady Beach Trail
and Rustic Road neighborhoods are over 30 years old and failing. These streets
have significant degradation that affects the safety of and usability by the public.
Based on the current transportation plan and available funding these streets are
not scheduled for full reconstruction until after 2019.
Preoaration of Plans and Soecification Aooroval
Tonight's action does not obligate the Council to complete the project. By
preparing the plans now, the City will be in a favorable position to bid the project
in March. Historically February and March are the most desirable months to bid
projects; typically result in the lowest prices and allow the projects to be
scheduled for early completion. During this period the maximum number of
contractors are typically lining up their initial projects for the year and bid on them
much more competitively. More competition typically results in the best prices for
the City. Additionally these projects also receive scheduling priority. Delay in
proceeding with preparation of the plans and specifications at this time could
delay biding to beyond this period and result in higher costs.
Existina Utilities
The utilities in these streets have been evaluated and staff believes that with
replacement of valves, hydrants and minor sanitary and storm sewer repairs the
useable life of the utility infrastructure can be extended until the streets are
reconstructed.
Assessments
The CIP does not propose to assess residents for this project. The City's
Standard of Practice over the last 10 years with overlays has not been to assess
them to benefiting properties. City staff believes that this is a maintenance item
and that assessment should be reserved for full reconstruction of streets. Some
surrounding communities assess anywhere from $500 to $1,200 for street
overlays; however, those communities typically have much lower street
reconstruction assessments.

FINANCIAL
IMPACT:
The City has budgeted $700,000 for roadway resurfacing and $100,000 for
necessary utility repairs for the project in the 2010 CI P. Funding for the overlay
of Crossandra Street and Fremont Avenue has been included in the 2010 Street
Department Budget.
As discussed above, tonight's action does not obligate the City to complete the
work. Rather this action allows staff to proceed with the necessary steps to
prepare the project for bidding. Staff has scheduled a Transportation Workshop
with the City Council for February 16, 2009 to discuss the Transportation
component of the CIP and the projected impacts on the budget for 2011. This
meeting will allow the City Council to evaluate budget impacts and transportation
priorities prior to authorizing bidding of this project. This project would ultimately
be funded through the issuance of Street Reconstruction Bonds for a period of
ten years with the debt service payments for this project beginning in 2011.
For favorable bidding conditions the City typically sells bonds in May which
allows the City to have funding necessary to pay for construction and has
historically provided favorable interest rates.
The City's CIP currently identifies the following transportation projects for
construction or design in 2010:
. CR 42 and McKenna Road Intersection Signal
. Street Resurfacing Project
. CR 21/Arcadia Avenue Intersection Design and ROW Acquisition
(2011 Construction)
· CR 12 Phase III Reconstruction
. CR 21 Extension from CR 42 to CR 16
The City Council has previously approved construction of the CR 42 McKenna
Signal and the project is currently scheduled and under contract. The City
Council has also entered into Cooperative Agreements with Scott County for the
CR 21 Extension Project and CR 12 Reconstruction Project. These projects are
now financial obligations that the City is required to fund. The only projects not
obligated or "locked-in" funding wise for 2010 are the Resurfacing Project and
CR 21/Arcadia Intersection Projects. In order to allow the Council flexibility in
considering the City's debt service for 2011 Staff has scheduled the
aforementioned workshop prior to bidding of either of these projects.

A RESOLUTION AUTHORIZING PREPARATION OF PLANS AND SPECIFICATIONS FOR THE 2010
STREET RESURFACING PROJECT

WHEREAS, The 2010-2014 Capital Improvement Program (CIP) identifies the Street Resurfacing
Program for construction in 2010; and
WHEREAS, The streets in the Shady Beach Trail, Lords/Edgewater, Rustic/Maple neighborhood
streets have deteriorated to the point where their usability has been compromised; and
WHEREAS, Due to budget constraints the City does not plan to reconstruct these streets until after
2019; and
WHEREAS, Rather than reconstructing these streets the City will utilize its Street Resurfacing
Project to extend the useable life of these streets until they can be reconstructed; and
WHEREAS, Staff has reviewed the existing utilities and determined that with minor repairs they can
be maintained over the life of the resurfacing project; and
WHEREAS, The 2010 Budget includes funds for overlay of Crossandra Street and Fremont Avenue
and therefore those streets should be included in the Street Resurfacing Project; and
WHERAS, In order to provide the opportunity for the City to bid this project during the
recommended period it is necessary to prepare the plans and specifications at this
time.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. Staff is authorized to prepare the plans and specifications for the 2010 Street Resurfacing Project.
