U "W: Prior Lake, MN 55372-1714 "rlNNEsoi~ CITY COUNCIL AGENDA REPORT MEETING DATE: AGENDA #: PREPARED BY: AGENDA ITEM: DISCUSSION: ISSUES: FEBRUARY 1,2010 7E JANE KANSIER, BUILDING AND TRANSPORTATION SERVICES DIRECTOR PRESENTATION ON THE MARSCHALL ROAD TRANSIT STATION Introduction Lezlie Vermillion, Scott County Deputy Administrator, Lisa Freese, Scott County Transportation Program Manager, and other Scott County representatives will present a proposal to the City Council for the potential acquisition and development of the former Denny HeckerlShakopee Dodge property, located at 1615 Weston Court in Shakopee as a future transit site. The purpose of this agenda report is to receive City Council feedback on whether it is interested in partnering with Scott County, the City of Shakopee and the Metropolitan Council in the acquisition of this site for transit use. Current Circumstances Scott County and the Metropolitan Council have been discussing the possibility of purchasing the now vacant Shakopee Dodge site as a future transit station. If purchased, this site would allow for indoor storage of the County bus fleet, serve as administrative offices for Scott County Transit, and serve as a future park and ride site for approximately 400 vehicles, The current building would offer the advantage of an indoor waiting area and other amenities for transit riders, which are not available at our current sites. The use of the property for transit purposes was discussed by the Transit Review Board over the last year (2009). Councilor Erickson, who is the 2010 City representative to the TRB, was not the 2009 representative, so he did not participate in the previous discussions. MNDOT and the Metropolitan Council have indicated there may be money available for a possible purchase; however it would be expected that the cities of Shakopee and Prior Lake would contribute transit funds to the project, along with Scott County. Before spending more time on this they have asked that the City Council discuss this proposal. On January 5, 2010, the County staff attended the Shakopee City Council meeting to discuss this proposal. The Shakopee City Council indicated its support for further investigation. The Unified Transit Management Plan, adopted by the City of Prior Lake in 2006, identified the need for additional park and ride sites in Scott County. The Metropolitan Council's 2008 Park and Ride specified the need for additional park and ride spaces in the 169 corridor by 2030. One of the sites was identified on Marschall Road and 169. Another future site is located in the Prior Lake annexation area at the intersection of TH 13 and CR 282. www.cityofpriorlake.com :Phon~952A47..9S00. / Fax 952.447.4245 Although the need for additional park and ride spaces may not be immediate, the intent now is to take advantage of a potential opportunity to purchase land for future use. FINANCIAL IMPACT: The Metropolitan Council is working on funding sources for this site. Scott County has also committed to providing resources. Any part of this package will most likely require some contribution by both the City of Shakopee and the City of Prior Lake, similar to the partnership the cities have in constructing and operating Southbridge Crossings Transit Station and Eagle Creek Transit Station. The extent of our contribution is yet to be determined. The funding source for the City of Prior Lake contribution would be the Transit Fund reserves, which is currently about $1.7 million. RECOMMENDED The Council should discuss and give direction regarding whether it is interested in ACTION: partnering with Scott County, the City of Shakopee, and the Metropolitan Council in the acquisition of this site for transit use. The Council is not being asked to make any commitment to funding at this time; rather, the staff is seeking direction as to whether or not more time should be spent on this issue. itb 2
