PRESENTATION OF CR 21/ MAIN AVENUE / TH 13 FEASIBILITY STUDY
Introduction
The purpose of this presentation is to present the findings and recommendations
of the CR 21/Main AvenuelTH 13 Feasibility Study to the City Council for
comment and direction.
Historv
The City has contracted with Bolton & MenklHoisington Koegler to prepare a
feasibility study regarding options and funding for the CR 21/Main AvelTH 13
improvements.
The City held community involvement meetings on May 21 and August 20, 2009
to discuss the issues related to this project and potential options as part of the
feasibility study. Between 15 and 20 interested business owners attended each
meeting.
On September 8, 2009 City Staff present the draft findings to the City Council.
As a long term solution the City Council was generally supportive of the bridge
(grade separation) design option at Main Avenue conditioned on the City
receiving funding assistance from other sources including County, State and
Federal government. The Council expressed concerns about pedestrian safety
long term of the design option that has an At-Grade only crossing at Main
Avenue.
Also in 2009 the City Council accepted reports for the Arcadia Avenue/CR 21
and Main/RidgemontITH 13/CR 44 intersections. The Arcadia project is
scheduled to begin design and right-of-way acquisition this year with construction
next year. The Arcadia Project is the initial phase of the CR 21 Downtown Prior
Lake improvements. These improvements are necessary to maintain access to
the downtown as traffic volumes are projected to nearly triple from roughly
11,000-12,000 vpd over the next 20 to 30 years. Currently during periods of
peak traffic westbound cars backup from TH 13 through Main Avenue and
eastbound backup from Main Avenue to east of TH 13. The opening of the CR
21 Extension project in 2012 is expected to accelerate this increase, but the
extent of the increase is not known yet.
Current Circumstances
The report has been completed and is ready for City Council review. However,
based on current funding issues, Staff feels it is appropriate to review the report
with the City Council again prior to considering adoption.

The report recommends a long term design that constructs a bridge (grade
separation) for vehicles and pedestrians at CR 21 and Main Avenue to connect
the north and south sections of downtown. The recommendation includes
several phases of improvements to occur before bridge construction. However
the total costs for this option, including improvements on TH 13 and at Pleasant
Street, are significant and in excess of $14 million for roadway/bridge (excluding
streetscaping) portion of improvements.
The report also considers an At-Grade pedestrian crossing which closes traffic to
right in right out only at Main Avenue. This is the lowest cost option for the
roadway improvements (excluding streetscaping) at just over $7 million. The
primary issues with this option is that it does not address long term pedestrian
and connectivity issues between the north and south areas of downtown.
It should be noted that, as part of the original CR 21 Corridor Study, alternatives
outside of the existing CR 21 alignment were not pursued do to cost associated
with impacts to residential properties. An alternative alignment would send CR
21 south to Pleasant Street having it reconnect with the existing CR 21 at Duluth.
The primary issues with this alternative were the impacts to properties requiring
full acquisition of about 20 residential properties. However, when compared with
the costs of a bridge option it may warrant further consideration. This option
does create a much more connected downtown and a greater potential for re-
development.
In 2009, the City Council accepted reports for the Arcadia Avenue/CR 21 and
Main/RidgemontITH 13/CR 44 intersections. The Arcadia project is scheduled to

The City's current transportation plan identifies several non-City Street projects
over the next ten years including all of those noted above. These projects have
been included in the program based on capacity and safety needs. As part of
preparation of the current Capital Improvement Program, it is necessary to
potentially reprioritize the non-City Street Funding priorities based on financial
considerations. The following table shows the programmed improvements in the
2010-2019 Transportation Plan:

very low service level. The County is
monitoring the roadway for future capacity
improvements.
CR 21/Main 2018 $1.3 million The programmed improvements are for the
Ave! Pleasant and Main At-Grade improvements
TH 13 only. This project is necessary to meet
capacity issues on CR 21 as noted in the
Arcadia proiect.
Other potential projects to be considered in the future include the CR 21/170th /
CR 87 Intersection improvements and CR 21 Duluth to Grainwood including the
Wagon Bridge.
ISSUES:
Conclusion
The City Council needs to provide direction regarding the long term options for
improving CR 21 to address safety and connectivity issues in downtown.
Additionally the City Council should provide any direction as it relates to the
transportation priorities for the City based on funding limitations.
Future acceptance of the CR 21 report does not obligate the City Council to any
future improvements. It does however help guide and program future
improvements. The long term preference for either an At-Grade or Bridge option
at Main Avenue / CR 21 will dictate design elements of improvements at Arcadia
Avenue / CR 21 and Pleasant Street / TH 13.
FINANCIAL
IMPACT:
The City Council is not approving or directing any improvements tonight so there
is no financial impact. However City Council comments will be incorporated into
the draft Transportation Plan which is part of the Capital Improvement Program.
ALTERNATIVES:
1. Provide staff with direction with regard to CR 21 and transportation priorities.
RECOMMENDED Alternative NO.1.
