CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING
ADVERTISEMENT FOR BIDS FOR THE 2010 SEWER SLIP-LINING
PROJECT
Introduction
The purpose of this agenda item is to seek City Council authorization to
advertise for bids for the 2010 Sewer Slip-Lining project.
Historv
Annually the City of Prior Lake uses a process called slip-lining to repair
existing sanitary sewers. This method allows the City to repair sewers without
excavating the street or yard areas. A resin liner is installed within the existing
clay sewer pipes. This liner provides pipe integrity, increased flow capacity
while providing a watertight sewer line. The lining of existing sewers using this
method is extremely cost effective and important to the City's preventative
maintenance program. These repairs substantially extend the life of the sewer
system while reducing inflow and infiltration in to the City's sanitary sewer
which can increase wear on lift station pumps and increases the City's costs
for sewage treatment by the Met Council.
Current Circumstances
The 2010 Sewer Utility Fund Budget includes $150,000 for sewer slip-lining.
City Staff proposes to line 4,639 feet of 8" sanitary sewer located in Brooksville
Hills, Red Oaks and Red Oaks easement area. Additionally, staff has included
180.25 lineal feet of lining as an alternate on Racine Street, which would
potentially be added as part of the utility improvements servicing the proposed
Willowbrook Cooperative Development. (Senior Coop Living proposed at West
and CR 21.)
The proposed repairs are necessary and important to maintaining the integrity
of the City's sanitary sewer system and reducing costs associated with
groundwater infiltration into the City's system.
Failure to continue to line sewers will result in the need for substantial repairs
that will require costly excavation in existing City Streets and increased
sewage treatment costs from the Met Council. While the exact life expectancy
of lined sewers is unknown the City expects them to last 50 years or more if
the correct methods are used.

FINANCIAL
IMPACT:
The use of sewer lining reduces City costs for sewer repairs to about 1/3 of
tradition excavation methods. Slip lining also reduces inflow and infiltration
which can affect the costs of sewer effluent treatment. The City has budgeted
$150,000 in the Sewer Utility Fund for lining repairs in 2010.

A RESOLUTION AUTHORIZING THE ADVERTISEMENT FOR BIDS FOR THE 2010 SEWER
SLIP-LINING PROJECT

WHEREAS, Maintenance of the City's infrastructure is a vital function of the City; and
WHEREAS, The City sanitary sewer system is inspected in accordance with the City's Sewer
Maintenance Policy to determine the condition of pipes and which pipes need to be
repaired or lined; and
WHEREAS, The lining of existing sewers is a priority as it reduces wear on City infrastructure and
costs associated with treatment of sewage by the City; and
WHEREAS, The lining of sewers is more cost effective than excavation and replacement of sanitary
sewers; and
WHEREAS, The City proposes to line sewers located in Brooksville Hills, Red Oaks, Red Oaks
easement and an alternate of Racine Street if the proposed Willowbrook Cooperative
Development occurs.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council approves the Specifications for the 2010 Sewer Slip-Lining Project and authorizes
the CITY to advertise for bids for the 2010 Sewer Slip-Lining Project.
3. The funding for the Sewer Slip-Lining Project will be drawn from the Utility Fund Account #601-
49005-501 .
