Introduction The purpose of this agenda item is to request Council approval of three recommendations for Scott County to consider for appointment to the Prior Lake Spring Lake Watershed Board. Historv. The three-year term of Roger Wahl, a Prior Lake resident serving on the Prior Lake Spring Lake Watershed Board of Managers expires on June 1, 2010. Under Minnesota Statutes 1030.311 (attached) the City may solicit the names of persons to serve on the Board and recommend at least three for County Board consideration. While the County has final appointment authority, it must choose from among the candidates submitted by the cities or townships who comprise the service area of the Watershed. The list must be submitted at least 60 days (April 1 ) before the Manager's term of office expires in order to be considered. Current Circumstances We advertised for candidates for this Watershed Board opening. Seven persons submitted applications as shown below. Council liaison Mayor Myser, staff liaison Ross Bintner and I made up the interview committee. Shown below is a matrix which identifies the interview committee members, applicants interviewed and committee recommendations to the City Council. Vacancies Recommendation * As per asterisk All seven applicants' possessed impressive credentials (see attached applications). All of the candidates for County consideration have an understanding of the role and history of the Watershed Board. The Mayor and I have spoken with Mr. Wahl about the Committee's recommendation. We also spoke with representatives of the County, Savage, Shakopee, Spring Lake Township and Sand Creek Township. FINANCIAL IMPACT: The City and Watershed are mutually interdependent in accomplishing their water-related goals and objectives. ALTERNATIVES: 1. Adopt a resolution approving the recommendations for appointment as submitted by the interview committee which will be forwarded for County consideration. 2. Adopt the resolution with amendments. 3. Our water shed is a valuable asset and needs to be managed and protected by concerned local resistants of Prior Lake. I would like to serve if possible. My wife and I live in the Wilds Golf Community and have three grown children and three grand-children. We enjoy golf and walks in the surrounding parks. It is great to live here. I graduated from the University of St. Thomas with a Bachelors degree in Environmental Studies and Theology. My focus area was Environmental Stewardship and Sustainability issues. Over the years I have written many proposals or analyzed proposals that have been submitted to us. Again because of my broad background, I am able to look at all the components of a proposal and determine how well the proposal fits into the goals and direction of the organization. 3. Excellent writing skills. Over the years I have written a number of articles and proposals. Most recently I prepared three sections of a book being prepared by a colleague of mine from the Netherlands for a major work he is doing for Elsevier Press.
