Introduction The purpose of this agenda item is to request that the Council approve a resolution supporting an application by SCALE to participate in the Google Fiber for Communities Project. Historv Early in February, Google emailed a request for information to communities throughout the nation (see attached). The request stated Google's intent to select a small number of trial locations around the country to build and test ultra- high speed broadband networks with speeds more than 100 times faster than most of us have available today. Service is to be provided at a competitive price. The area to be served should have a population between 50,000 and 500,000. Specific things they have in mind to test include: . Next Generation Software Applications . New Deployment Techniques including products and installation. · Open Access Network so multiple providers can use this infrastructure. Following receipt of the email, two Prior Lake residents in separate emails encouraged the City to get involved. Shakopee received the request and reviewed it with their cable communication commission. I contacted Barry Stock to see if he was interested in Savage and Prior Lake applying together. He suggested the entire County. Ultimately the administrators from all cities met to discuss the pros and cons of a SCALE application. They concluded there are many good reasons to support a joint application. SCALE is anticipated to act on the joint application on March 12. Current Circumstances A PowerPoint has been prepared (attached) to provide additional information about this project. The application deadline is March 26, 2010. Perry Mulcrone with the Scott County IT department is preparing the application. To be sure, there are many questions about this project that cannot be answered right now. Since Google is soliciting the proposals, they are also making the rules. That is why the request at this time to SCALE and all of the cities is limited to support for preparation and submittal of an application. If we are selected, we will be in a position to negotiate a contract which will be responsive to our questions. The fact of the matter is the questions will not be answered until a later phase of the project. Our safeguard is that if we are selected, a contract will be prepared and presented to the city councils for execution. That contract will address the unanswered questions. If SCALE were to prevail, the benefit of a high speed broadband system throughout Scott County would differentiate us from the rest of the country. The system would be beneficial both from a residential and economic development perspective. FINANCIAL IMPACT: Only the cost of preparing the application is staff time. ALTERNATIVES: 1. Adopt the attached resolution authorizing submission of the application. 2. Take no action and lose the opportunity to participate. RECOMMENDED Alternative #1. U ;:r::: Prior Lake, MN 55372-1714 ~ ~lNNESO~l'- RESOLUTION 10-xxx A RESOLUTION SUPPORTING THE APPLICATION BY SCALE TO GOOGLE'S REQUEST FOR INFORMATION (RFI) FOR THE "FIBER TO HOME" (FTTH) PROJECT Motion By: Second By: WHEREAS, Google, a multi-billion dollar company, has proposed to undertake an unprecedented investment in an open architecture, "Fiber to the Home" experiment that is intended to make Internet access better and faster for everyone; and WHEREAS, Google plans to test ultra-high speed broadband networks in one or more trial locations across the country; and WHEREAS, Google is asking interested communities of 50,000 to 500,000 residents to provide them with information by March 26, 2010 through a Request for Information (RFI), which they will use to determine where to build a Fiber to the Home (FTTH) network; and WHEREAS, The FTTH networks will deliver Internet speeds more than 100 times faster than what our citizens have access to today (over one gigabit per second); and WHEREAS, The ultra-high speed broadband networks are proven and successful economic development tools as well as positive educational and quality-of-life amenities to residents; and WHEREAS, SCALE (the Scott County Association for Leadership and Efficiency) will be developing a formal response to the Google RFI on behalf of its member communities; and WHEREAS, With over 300 miles of a regional fiber ring already in place, our technically savvy population, our ready project team and the existing culture of partnership, our larger community is poised to become a leading contender for Google's FTTH venture; and WHEREAS, Our City along with the other members of SCALE, have demonstrated years of working together in collaborative efforts for the benefit of all citizens. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The City Council of Prior Lake hereby supports the SCALE application to Google's RFI for the FTTH project and authorizes the SCALE Project Team to respond on the City's behalf as part of this SCALE collaborative. Universal, ultra high-speed Internet access will make all this, and more possible. We've uroed the FCC to look at new, and creative ways to get there in its !:'lational Broadband Plan - and now we're announcing an experiment of our own. We'll deliver Internet speeds more than 100 times faster than what most Americans have access to today with 1 gigabit per second, fiber-to-the-home connections. We'll offer service at a competitive price to at least 50,000, and potentially up to 500,000 people. As a first step, we're putting out a Request for Information (RFI) to help identify interested communities. We welcome responses from local government, as well as members of the public. Our goal is to experiment with new ways to help make Internet access better, and faster for everyone. Here are some specific things that we have in mind: Google reserves the right to modify any of these dates. Any changes wiil be published on this website. Next generation apps: We want to see what developers and users can do with ultra high-speeds, whether it's creating new bandwidth-intensive "killer apps" and services, or other uses we can't yet imagine. New deployment techniques: We'll test new ways to build fiber networks; to help inform, and support deployments elsewhere, we'll share key lessons learned with the world. Openness and choice: We'll operate an "open access" network, giving users the choice of multiple service providers. And consistent with our past advocacy, we'll manage our network in an open, non-discriminatory, and transparent way. Like our WiFi network in Mountain View, the purpose of this project is to experiment and learn. Network providers are making real progress to expand and improve high-speed Internet access, but there's still more to be done.
