U ~ Prior Lake, MN 55372-1714 I't1 I\rlNNESO~~ CITY COUNCIL AGENDA REPORT MEETING DATE: AGENDA #: PREPARED BY: AGENDA ITEM: DISCUSSION: ISSUES: FINANCIAL IMPACT: APRIL 5, 2010 5C ROSS BINTNER, WATER RESOURCES ENGINEER CONSIDER APPROVAL OF A RESOLUTION ACCEPTING SCOTT WATERSHED MANAGEMENT ORGANIZATION ("SWMO") GRANT TO FUND AN IRON ENHANCED POND SAND FILTER Introduction The purpose of this agenda item is to request that the City Council authorize receipt of a grant from the SWMO and approve a proposal from the University of Minnesota for analysis and testing of the system. Historv Last year the City Council awarded a bid to complete maintenance on six of the approximate 135 storm water ponds. At its January 4, 2010 meeting the City Council directed staff to apply for grants funding from local watershed organizations. The Prior Lake Spring Lake Watershed District (PLSLWD) Scott Watershed Management Organization (SWMO) both chose to fund the grant proposal and on January 19, the City Council accepted grant funding from the PLSLWD. Current Circumstances The SWMO has now also approved the City and University of Minnesota grant request for $20,185. The bulk of the grant dollars go towards field analysis, testing, and professional services associated with monitoring the system (all of which will be the responsibility of the University). The remaining balance of the grant of $1,777.50 goes towards the iron enhanced sand filter construction for one pond. The iron enhanced sand filtration system has been constructed and a testing proposal from the University, consistent with the grant application, is attached. Testing is scheduled to take place during May and June. Conclusion After accepting grant funds from both watershed organizations the study will begin. Grant funding from the Scott WMO and PLSLWD and in-kind effort from the University will fund 100% of the assessment study. The City will invoice the PLSLWD and WMO for work completed on the study and pass grant funds through to the University. No additional costs result from this action. The City will pass grant funds through to the University of Minnesota from both the SWMO and PLSLWD for purposelof the Study. Additional project costs already approved with the PLSLWD Grant acceptance will be paid from the Water Quality Fund (602-49420-530). U ~ Prior Lake, MN 55372-1714 I't1 I\rlNNESO~~ RESOLUTION 1 Q-xxx A RESOLUTION ACCEPTING SCOTT WATERSHED MANAGEMENT ORGANIZATION GRANT FUNDING FOR AN IRON ENHANCED POND SAND FILTER Motion By: Second By: WHEREAS, MN Statute 465.03 requires that cities accept donations for the benefit of its citizens in accordance with the terms prescribed by the donor; and WHEREAS, The City of Prior Lake has constructed an innovative iron enhanced sand filtration system and will assist the University of Minnesota (University) as it studies and tests the efficiency of the new system; and WHEREAS, The 2009 Water Quality Pond Maintenance Project (City Project #09-013) includes the creation of two sand benches suitable for this practice; and WHEREAS, The Scott Watershed Management Organization has approved innovative water management grant funding for this project totaling 50% of eligible expenses of $1,777.50 and another $16,407.50 for the University of Minnesota to study and analyze the efficiency of using iron enhanced sand filtration; and WHEREAS, The City has already accepted funding from the Prior Lake Spring Lake Watershed District in the amount of $1,777.50, and will receive another $16,407.50 from the District;, and; WHEREAS, The City will pass grant funding through to the University for the study, and; NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The City of Prior Lake accepts grant funding from the Scott Watershed Management Organization in the amount of $1,777.50 to be deposited in the Water Quality Fund (602-33533).
