AND CITY MANAGER TO EXECUTE THE CITY'S STANDARDIZED
CONTRACT FOR PROFESSIONAL SERVICES FOR THE COUNTY ROAD 12
PROJECT CITY UTILITY CONSTRUCTION
Introduction
The purpose of this agenda item is to accept a proposal for professional
services related to construction staking and as-built preparation for the City
utilities on the County Road 12 project.
Historv
The City Council approved a Cooperative Agreement for the County Road 12
Project on April 16, 2007 and amended the Cooperative Agreement on
December 7, 2009 for the current phase of construction. Utility construction will
begin soon and in preparation for the work the City needs to arrange for the
construction staking of the City utility improvements proposed with this project.
Bolton & Menk Inc. was selected by the City of Prior Lake and Scott County in
2002 to complete project design engineering and surveying services.
Current Circumstances
The County Road 12 project includes City watermain and sanitary sewer
upgrades. These upgrades will require construction staking and ultimately as-
built drawings. The City's agreement with Scott County does not include
surveying services related to the project utility construction.
Bolton & Menk has provided a quote for the work in an amount of $17,928 for
the construction staking and as-built preparation for the City utilities on this
project.
The City of Prior Lake is not equipped or staffed to perform construction staking
on this project.
The City has the following options for completion of the required surveying
services:
1) Contract with the Project Engineers, Bolton & Menk for completion of the
required work in the amount of $17,928.
2) Solicit proposals from other survey companies.
Staff believes option NO.1 is the most cost effective for the City. Historically the
City has encountered issues when using firms not involved in the actual design
and original survey. These issues have typically increased costs to the City as
any issues with the origil1al sur:vey or design are not the responsibility of the

construction survey company to rectify at no cost. The pricing provided for the
staking and as-built drawings (2.4%) is appropriate for the work proposed.
FINANCIAL
IMPACT:
The staking and as-builts for this project will be funded through assessments
and tax levy. Staking and as-builts are necessary components of the indirect
cost computation for these projects.
AL TERNATIVES:
The alternatives are as follows:
1. Approve a resolution authorizing the Mayor and City Manager to execute the
City's Standardized Contract for Professional Services with Bolton & Menk
for construction surveying services for the County Road 12 Project City
Utility Construction.
2. Table the Resolution for a specific reason.
3. Deny the Resolution.

RESOLUTION AUTHORIZING THE MAYOR AND CITY MANAGER TO EXECUTE THE CITY'S
STANDARDIZED CONTRACT FOR PROFESSIONAL SERVICES FOR THE COUNTY ROAD 12
PROJECT CITY UTILITY CONSTRUCTION

WHEREAS, Construction staking is necessary to properly install City infrastructure; and,
WHEREAS, Construction staking is needed for the City utilities proposed on the County Road 12
Project; and,
WHEREAS, The City does not have the in house expertise or equipment to complete these services.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. Bolton & Menk is hereby selected to provide Construction Staking Services for the City utilities on
the County Road 12 construction project for a base price in the amount of $17,928.00.
3. The Mayor and City Manager are authorized to execute the City's Standardized Professional
Services Agreement with Bolton & Menk on behalf of the City.
4. Funding for these engineering services will be drawn from the Construction Fund Account #501-
48369-505.
