Prior Lake, MN 55372-1714 CITY COUNCIL AGENDA REPORT MEETING DATE: APRIL 19, 2010 AGENDA #: 10D PREPARED BY: STEVE ALBRECHT, DIRECTOR OF PUBLIC WORKS AGENDA ITEM: DISCUSSION: CONSIDER APPROVAL OF RESOLUTIONS UPDATING THE CITY'S MUNICIPAL STATE AID SYSTEM Introduction The purpose of this agenda item is for the City Council to approve updates to the Municipal State Aid Status. History In 2009 the Municipal State Aid (MSA) Office was directed by the State Aid Screening Board which consists of City Engineers to review the status of non- existing roadways designated in cities. They were directed to work with cities to remove State Aid designation from non-existing routes that appear unlikely to be constructed and reallocate that mileage accordingly within the City's system. Current Circumstances The City of Prior Lake currently generates annual MSA roadway funding based on the maintenance and construction needs of 18.68 miles of roadway within the City and the City's population. The City of Prior Lakes 2010 MSA allocation is $238k and $443k for maintenance and construction respectively. Included in the MSA mileage is 5.52 miles of roadways that are planned for the future. As part of a review of the City's mileage, staff determined that it is unlikely that 2.17 miles of roadway identified as non-existing would ever be constructed as City streets or are unlikely to be constructed to MSA standards. Staff is recommending that the following MSA System Routes be revoked: Route Street Len th Miles 112-010 Chatonka Beach Avenue 0.43 117-010 Martindale St. Future 1.18 128-010 Wilds Path Future 0.56 Total Milea a Revoked 2.17 Route 112-010 has been in our system for 25 years and not been constructed and has been requested to be removed until plans to construct the roadway are in place. Based on the final configuration of the CR 21 Extension, Route 117-010 will not be constructed. Route 128-010 is on SMSC property and is unlikely to be constructed by the City as a State Aid Route. www. cityofpriorlake. com Phgne 952.447.9800 /Fax 952.447.4245 Staff recommends that the following streets be designated and established as State Aid Streets: Street Se ment Descri tion Dakota Street TH 13 to Arcadia Arcadia Avenue Dakota Street to Colorado Colorado Street Main Avenue to Duluth Avenue Ea le Creek Avenue CR 21 to Fish Point Road North Berens Road McKenna Road to CR 21 Fish Point Road CR 21 to Cottonwood Lane Adelmann Street CR 21 to Cottonwood Lane Cottonwood Lane Fish Point Road to Cottonwood Lane The above designated streets account for approximately 2.06 miles with a final determination to be made as part of the needs analysis. Conclusion The Council is requested to approve the attached resolutions to comply with the MSAS requirements for State Aid updates. ISSUES: Failure to revoke and reallocate these routes could result in the mileage being revoked and the City's State Aid funding being reduced for 2011. Any revoked mileage and existing mileage balance should be re-designated to ensure the City receives the maximum available funding. FINANCIAL The modifications may change the actual funding amount slightly pending a IMPACT: roadway needs analysis to be completed later this year. Failure to revoke the segments could result in a freeze on the City's account or funding for the specific roadways. ALTERNATIVES: 1. Approve a resolution revoking MSAS Status for Routes 112-010, 117-010 and 128-010. 2. Approve resolution designating MSAS Status for Dakota Street, Arcadia Avenue, Colorado Street, Eagle Creek Avenue, Fish Point Road, Adelmann Street, Cottonwood Lane and North Berens Road. 3. Deny the resolution and direct staff to provide specific information. 4. Take no action. RECOMMENDED Alternative #1. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. That the non-existing Municipal State Aid Streets described above, to-wit; be, and hereby are, revoked as Municipal State Aid Streets of said City subject to the approval of the Commissioner of Transportation of the State of Minnesota. 3. The City Manager is hereby authorized and directed to forward two certified copies of this resolution to the Commissioner of Transportation for his consideration.
