CONSIDER APPROVAL OF A RESOLUTION ACCEPTING QUOTES AND
AUTHORIZING FUNDS FOR RESTORATION AND FINAL COMPLETION OF
THE CR 21 WATERMAIN REPLACEMENT PROJECT
Introduction
The purpose of this agenda item is to seek approval from the City Council to
authorize funds for restoration and final completion of the CR 21 Watermain
Reconstruction Project.
Historv
During the winter of 2008-2009, the City experienced several breaks in the CR
21 watermain between Eau Claire Trail and Quincey Street. The City Council
ordered a Feasibility Report to examine the condition of the watermain and
options for its repair or replacement. The Feasibility Report was presented to
the City Council on June 15, 2009, Based on the condition of the watermain
described and depicted in the Feasibility Study, it was determined that breaks
would most likely continue if the watermain was not replaced.
On June 15, 2009, the City Council authorized SRF to negotiate easements on
the City's behalf for construction of the watermain on the northern boulevard of
CR 21. The proposed project impacted three parcels. On August 17, 2009,
the City Council approved the plans and authorized advertisement for bids for
the project.
On September 8,2009, the City Council approved a resolution accepting bids
and awarding the City's standardized construction contract for the CR 21
watermain improvements.
The watermain was put into service on November 18, 2009 and experienced
an initial failure which was repaired February 2010, The watermain has been
in full service since February 8, 2010,
Current Circumstances
Restoration of the CR 21 right-of-way and private properties has already been
specified as part of the permits and agreements approved for the project.
Because the watermain construction was completed in fall and winter the final
restoration could not be completed concurrently. City staff obtained quotes
according to the City Purchasing Policy to complete the remaining restoration
throughout the entire project area. The following are the lowest quoted
alternatives:

The City portion of the work to be completed above includes the traffic control
rental, abandonment of disconnected water infrastructure and restoration of
easement areas including tree replacement.
Based on the quotes received, City Staff recommends that a total of
$100,200.00 be authorized to complete the required final restoration for the
CR 21 Watermain Replacement Project. These purchases will be completed in
accordance with the City's Purchasing Policy.
ISSUES:
Final restoration is required as part of the easement agreements and permits
the City obtained for construction of the watermain. In order to minimize
erosion and complete the requirements of those agreements, the City should
proceed with restoration as soon as possible.
Because this project involves several specialty services and includes the City's
primary easUwest water system connection and an important transportation
corridor the City has acted as the general contractor coordinating
subcontractors and overall construction.
FINANCIAL
IMPACT:
The required funding is available in the Water Utility fund for the
reconstruction of the CR 21 Watermain. To date the project has the following

The CR 21 watermain between Eau Claire Trail and Quincy Street is a major
connection piece of the City's water infrastructure; and
Breaks that occurred during the 2008-2009 winter season revealed damage that if left
unrepaired would most likely continue to fail annually resulting in considerable cost to
the City; and
On June 15, 2009 the City Council accepted a Feasibility Study for the repair and
reconstruction of the CR 21 watermain and authorized Staff to pursue relocation of the
watermain to the northern boulevard of CR 21 utilizing directional drilling; and
SRF was authorized to proceed with easement acquisition on the City's behalf; and
On August 17, 2009 the City Council approved the plans and specification and
authorized the advertisement for bids; and
On September 8, 2009 the City Council accepted bids and awarded contracts for the
construction of the County Road 21 water main; and
City staff obtained the following quotes according to the City Purchase Policy:

WHEREAS,
City staff recommends authorization of the funds for completion of the County Road 21
water main improvements.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council authorizes City staff to expend an amount not to exceed of $100,200,00 in
accordance with the Purchasing Policy for completion of the repairs and restoration for the County
Road 21 water main improvement project
3. Watermain reconstruction costs will be recorded in the Water & Sewer Fund (#601-49400-530),
