AUTHORIZING THE MAYOR AND CITY MANAGER TO EXECUTE THE
CITY'S STANDARDIZED CONSTRUCTION CONTRACT FOR THE 2010
CIPP SANITARY SEWER LINING PROJECT
DISCUSSION: Introduction
The purpose of this agenda item is to seek City Council acceptance of bids
and authorization for the Mayor and City Manager to execute the City's
Standardized Construction Contract with Visu-Sewer Clean and Seal, Inc.
for the 2010 CIPP (Cured in Place Pipe) Sanitary Sewer Lining Project.
History
On March 15, 2010, the City Council approved a resolution authorizing
advertisement of bids for the 2010 CIPP Sanitary Sewer Lining Project.
The project was advertised in both the Prior Lake American and the
Construction Bulletin.
Current Circumstances
The City received three bids for the 2010 CIPP Sanitary Sewer Lining
Project.

The bids were solicited as an indivisible project. In other words the City
cannot select the best bidder under each category and subdivide the
project into three to get the best prices.
Conclusion
City staff has checked current industry pricing and believes the proposed
bid costs are fair. City staff has considerable experience working with
Visu-Sewer on sanitary sewer repairs and televising and believe it is a
reputable and experienced contractor.
ISSUES: In order to preserve the useful life of the sanitary sewer lines the City has a
schedule for televising lines to check for cracks or other signs of
deterioration. The City uses a technique that involves lining the sanitary
sewer on the inside with a material that provides additional structural
integrity to the sanitary sewer while sealing leaking joints and improving

flow efficiency. Ignoring compromises in the structural integrity of the pipe
is not an option. Failure to continue to line sanitary sewers could result in
substantial repairs that will require costly excavation in existing City streets
and increase sewage treatment costs from the Met Council. While exact
life expectancy of line sewers is unknown, the City expects them to last 50
years or more if the correct methods are used.
FINANCIAL The use of sewer lining reduces City costs for sewer repairs to about one-
IMPACT: third of traditional excavation methods. The City has budgeted $150,000 in
the Sewer Utility Fund for lining repairs in 2010. The funds to cover the
lining expenses shall come from the Sewer Utility Fund (601-49005-501)
for a total cost of $115,509.20.
ALTERNATIVES: 1. Approve a resolution accepting the bids and authorizing the Mayor and
City Manager to execute the City's Standardized Construction Contract
with Visu-Sewer Clean and Seal, Inc. for the 2010 CIPP Sanitary Sewer
Lining Project.

A RESOLUTION ACCEPTING BIDS AND AUTHORIZING THE MAYOR AND CITY MANAGER TO
EXECUTE THE CITY'S STANDARDIZED CONSTRUCTION CONTRACT WITH VISU-SEWER CLEAN
AND SEAL, INC. FOR THE 2010 SANITARY SEWER LINING PROJECT

WHEREAS, Maintenance of the sanitary sewer infrastructure is a vital function of the City; and
WHEREAS, The City televises its sanitary sewer lines to check for cracks or breaks in the lines; and
WHEREAS, The City advertised for bids for sewer lining services to repair compromised sanitary
sewer lines; and
WHEREAS, The City received bids from the three vendors listed below. Visu-Sewer Clean and Seal
Inc. has submitted the lowest responsible bid.

NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council approves this resolution accepting bids and authorizing the Mayor and City Manager
to execute the City's Standard Construction Contract with Visu-Sewer Clean and Seal, Inc. for the 2010
Sewer Lining Project in the amount of $115,509.20.
3. The funding for the sewer lining project will be drawn from the Utility Fund Account #601-49005-501.
PASSED AND ADOPTED THIS 17th DAY OF MAY 2010.
