CONSIDER APPROVAL OF RESOLUTION MAKING APPOINTMENTS
TO THE TRAFFIC SAFETY ADVISORY COMMITTEE.
Introduction
The purpose of this agenda item is to request Council approval of interview
committee's recommendations for appointments to the Traffic Safety
Advisory Committee,
Historv
The bylaws of the Traffic Safety Advisory Committee call for the Committee
to have at least three but not more than 5 resident members. Michelle
Rebholz was appointed to serve for a term from November 1, 2009 to
October 31,2011. Ms. Rebholz' two-year term is atypical, but was
established for one time to assist in having appointments occur in a
staggered schedule rather than having all members being newly appointed
at the same time.
Current Circumstances
Ms. Rebholz offered her resignation on April 18, 2010 due to relocation of
her residence. The loss of this member brings the committee below the
minimum number of members called for in the bylaws. We are therefore
proceeding to fill the vacancy now rather than waiting until October,
Applications to fill the vacancy were solicited in the Prior Lake American,
the City's Website and the Newswire, Applications were received from Jeff
Evens, Gordon Klingbeil and Craig Anglin. Interviews were conducted with
all three persons by Council liaison Keeney, City Manager Boyles, and staff
liaison to the Committee, Public Works Director Albrecht,
The committee concurred that the City is fortunate to have three well
qualified candidates. Mr. Evens works for the city of Shakopee and is a
member of their Traffic Safety Committee. Mr. Anglin retired from the Apple
Valley Police Department four years ago. During part of his career he was
a member of their Traffic Safety Committee. Mr. Klingbeil recently retired
from his police career at the City of Hopkins and has worked extensively
with traffic safety matters over his career. All three are Prior Lake residents,
The bylaws requirement of soliciting applications and interviewing
prospective members was followed. The interview committee believes the
City has an excellent opportunity to appoint three well qualified persons to
the Traffic Safety Advisory Committee. If this recommendation is approved,
the committee will have the full complement for the first time and will be

better able to avoid the situation we have today where, because of a
resignation, the committee cannot meet as it cannot achieve the bylaws-
provided quorum. The Committee is recommending the terms of the
appointments be through October 31,2011, which was the expiration date
for the term of Ms. Rebholz. This would be a partial term for each of the
three applicants and, as per the bylaws, will not count toward the maximum
three term limit. When this appointment expires in 2011, all of the
applicants would be eligible to reapply and serve three full terms. The two
existing Committee member appointments expire in 2012 so appointments
would then correspond with our policy of having only part of each
committee up for appointment in anyone year.
FINANCIAL
IMPACT:
There is cost of staff time in supporting advisory committees. This cost is
offset by the value of having citizens active in local government affairs.
AL TERNATIVES:
1. Adopt the resolution approving the recommendation for appointment as
submitted by the interview committee.
2. Adopt the resolution with amendments,
3. Take no action and direct the staff accordingly,

Website; and

Four years ago I retired aher a 27 year law enforcement career with The City of Apple Valley. I retired as a Captain but
have years of experience as a Patrol Officer, Sergeant and Investigator. During my career I spent countless hours
addressing community traffic issues from several angles; assessment, design, controls, education and enforcement. I
also represented the Police Department on the Traffic Safety Advisory Committee for several years. As a result I have
first hand experience in this area,
I have a Masters Degree in Public Safety Education and Administration from the University of St Thomas and a
Bachelors Degree from Saint Cloud State University.
I currently self-employed as private investigator, specializing in pre-employment background investigations for small
business and small government. I am also an adjunct faculty member at Rasmussen College.
I also volunteer time at our church and the Ronald McDonald House in Minneapolis. I have served on various
committees at a common interest property we own in north central Minnesota. I most recently sat on the Board of
Directors for this association and was President of the Board for one year.
What skills do you possess which will be beneficial in serving on this advisory committee?
My background and experience uniquely qualifies me for this appointment. I was involved indirectly with formation
of and later directly with the operation of such a committee in Apple Valley. I understand how critical traffic safety is
to community comfort and how important it is for the City to make sound traffic decisions,
During my career I have attended many training sessions and workshops that focus upon traffic safety, roadway
design and driver behavior.
I am well versed in Minnesota Traffic Law and have a general knowledge of MN DOT regulations.
I am also acutely aware of competing pressures to resolve neighborhood traffic concerns.
I am able to work effectively in a group environment holding diverse views and competing interests by both leading
and participating in the discussion as needed. I tend to think my willingness to hear ideas of others and respectful
nature works well in this setting.

We moved to Prior Lake in the spring of 2009. I have an interest in serving the community and have scanned the
local papers for just this sort of opportunity, I would like to serve upon a committee that enables me to bring my
experience, knowledge and talents to the task.
In many communities, traffic is a large concern of citizens, elected officials and staff and as such can consume a great
deal of their time. An effective Traffic Safety Advisory Committee has an immense impact identifying the best
response to concerns and assisting elected officials and staff in the process.
In this era of extremely tight budgets and staff reductions, it is more critical than ever that citizen volunteers step up
to assist their community. My skills and qualifications will put to good use on this committee.

Patrol Sergeant - In this position I provided supervisory duties to day shift team of
officers as well as jail facilities, records and dispatch center. As a part of this
position, I reviewed reports, conducted jail inspections, accepted citizen complaints as
well as responding to emergency calls and high profile cases. Part of my
responsibilities in the patrol sergeant position also included maintaining vehicle
fleet management, purchasing, repairing and maintaining a police force fleet of 16
vehicles. Hopkins businesses hold an annual Raspberry Festival each year. For
the past several years I have worked closely with Hopkins area businesses as a police
department liaison in police support and coordinate appropriate police presence
at all festival related functions.
PatrollField Training Officer - As patrol/field training officer my focus was
Community policing within the city limits of Hopkins; interaction with the
public and enforcing Minnesota law. The field training officer duties also
included training, supervising and ensuring proper police practices are utilized.
Investigator - My focus was criminal investigation of complaints/reports from
general public regarding burglary, crimes against persons, arson, homicide, etc.
through to the prosecution and testimony phases.
Reserve Coordinator -Responsibilities included scheduling, supervising and
training reserve police officers and volunteers for the City of Hopkins.
Crime Prevention Officer - Primary focus was being visible within the community
and participating in various programs in the Hopkins Schools and City events, etc,
to increase awareness for crime prevention and safety of the public.
