CONSIDER APPROVAL OF A RESOLUTION ACCEPTING QUOTES
FOR THE PURCHASE AND INSTALLATION OF A PLAY STRUCTURE,
PERGOLA AND APPURTENANT EQUIPMENT AT STONEBRIAR PARK
Introduction
The purpose of this agenda item is to seek City Council authorization for
the purchase and installation of a play structure and appurtenant
equipment at Stonebriar Park.
Historv
As part of the Stonebriar PUD the Developer provided $35,400 along with
land for construction of a play structure and pergola.
Each year, the City Council adopts the Capital Improvement Program (CIP)
which involves funding for various improvement projects. The 2010-2014
CIP proposed construction of the Stonebriar pergola in 2010 and play
structure in 2011. On May 17, 2010 the City Council received a report with
regards to Stonebriar Park. Based on that presentation the City Council
directed that the play structure and pergola be constructed this year rather
than delaying the construction of the play structure to 2011. The funding is
available and there are costs savings associated with completing both
improvements at the same time. The 2011-2015 CIP has been modified
accordingly.
In accordance with State and City purchasing requirements, staff is seeking
authorization for the following:
· purchase and installation of a play structure from Flagship Recreation
· purchase of materials for the pergola construction
· purchase of appurtenant equipment, including benches, fencing and a
trash receptacle.
Current Circumstances
Stonebriar Park is a new park receiving playground equipment for the first
time. The play structure to be installed will meet the Americans with
Disabilities Act (ADA) accessibility standards and Consumer Product
Safety Commission (CPSC) guidelines. The new playground equipment
will be modular, meet the most current safety standards, provide improved
accessibility and will be durable and attractive.
In addition to the play equipment a small pergola, benches, a trash
receptacle and fencing will also be installed.

Conclusion
A total of three quotes were received for the play structure and are listed
below:

The lowest responsible quote is from Flagship Recreation for the
Landscape Structures equipment. The City has purchased Landscape
Structures equipment and installed it in four of our parks. Staff is satisfied
with the past performance of both the equipment and the installer.
To help reduce costs, City staff will provide construction services for this
improvement project. The Parks maintenance staff will complete all
grading and preparation work including installing the wood carpet resilient
surface, drainage tile, preparing subgrade for curb and sidewalk and
completing all landscapes and installation of benches and garbage
receptacles.
In addition to the installation of the play equipment; a small pergola,
approximately 350 feet of chain link fence and a bituminous trail connecting
the existing trail to the proposed play equipment will be constructed.
The total estimated cost to complete the play equipment, construct the
pergola and install the bituminous trail and chain link fence is as follows:

The play structure is designed to serve children aged two to five. Kids
aged five to 12 have the option to utilize an existing play structure designed
for that age group across the street at Willows Park.
ISSUES:
The play structure that Flagship Recreation proposed to supply and install
meets the City of Prior Lake's requirements for children aged two to five.
Additionally, Flagship Recreation's design of the play equipment meets the
most current ADA accessibility standards and CPSC guidelines.
FINANCIAL
IMPACT:
There is $35,400 allotted for play equipment and park development for
Stonebriar Park. The total estimated project cost including the play

equipment, resilient surface, curb, sidewalks, chain link fence, material for
the pergola and miscellaneous items will not exceed $35,310.
All purchases will be completed in accordance with the City of Prior Lake's
Purchasing Policy.
The required funds are available in the Capital Park Fund.
ALTERNATIVES: 1. Approve a resolution accepting the quote in the amount of $20,060
from Flagship Recreation for play equipment and authorizing staff to
expend an amount not to exceed $15,250 for appurtenant equipment
and materials.

On May 17, 2010 the City Council directed that Staff plan to complete all of the Stonebriar
Park improvements in 2010 including the pergola and play structure; and
The City Council is committed to providing safe, accessible play equipment and other park
amenities in accordance with the comprehensive park and trail plan; and
Playgrounds provide for physical and mental stimulation and are considered a high priority
in the development of the Prior Lake park system; and

City staff will complete all other peripheral items utilizing current staff and is requesting to

border, for a total cost not to exceed $15,250; and

WHEREAS The Developer of Stonebriar provided $35,400 and land for construction of the park by the
City.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. Staff is authorized to purchase play equipment from Flagship Recreation for a cost not to exceed
$20,060.
3. Staff is authorized to purchase materials to complete the park as itemized herein in accordance with the
City's purchasing policy in an amount not to exceed $15,250.
4. The funding shall come from the Capital Park Fund, Account # 225-45142-530.
