1. STUDY BACKGROUND
The Scott County Highway Department lead a planning-level study to evaluate the potential
realignment of a portion of County State-Aid Highway (CSAH) 12 between CSAH 17 and
Northwood Rd in the City of Prior Lake. The study was held in close cooperation with the
City of Prior Lake Public Works and Community Development, Three Rivers Park District,
Arcon Development, Prior Lake - Spring Lake Watershed District, and Scott County
Community Development. Figure 1 illustrates the study location.

CSAH 12 is an east-west Collector that connects CSAH 17 and TH 13 along the north
side of Spring Lake, It carries an annual average daily traffic (AADT) of approximately
2350 vehicles per day and is the only roadway corridor traveling between Spring Lake
and Prior Lake. The 2020 forecasted volume for CSAH 12 is 3400 vpd. The posted
speed limit varies between 35 mph and 45 mph through the study area. The undivided, 2-
lane rural roadway consists of a 24-foot bituminous surface with 2-foot gravel shoulders,
The primary objective of the study was to identify an improved alignment of CSAH 12
that facilitates the future development of the Spring Lake Regional Park. This new
alignment needed to be consistent with the park's master plan while meeting the needs of
various stakeholders. The goals and objectives of each stakeholder were used to develop
the following evaluation criteria:

The study included three Project Advisory Committee (PAC) meetings which involved
representatives from each ofthe organizations identified above. Contact information for
PAC representatives are included in Appendix B along with meeting minutes from each
PAC meeting. A public open house was also held to gather public input and present the
PAC recommended CSAH 12 alignment at Spring Lake Regional Park. A summary of
the Open House Meeting is included in Appendix C,
2. RECOMMENDED ALTERNATIVE
The Project Advisory Committee (PAC) recommended a CSAH 12 roadway alignment that
best achieves the goals and objectives of each stakeholder. The recommended alignment
generally includes a 35 mph design speed, within an 80-foot wide right-of-way corridor,
while achieving approximately 13,0 acres of parkland adjacent to Spring Lake. The
recommended alignment also minimizes impacts to residential properties and wetlands.
Figure 2 illustrates the recommended CSAH 12 alignment.

The proposed 40-foot wide, 2-lane roadway will include a bituminous surface, concrete curb
& gutter, and storm sewer, An 8' bituminous walk and 5' concrete walk will also be included
along the north and south sides of CSAH 12, respectively. The roadway section will be
widened to provide right and left turn lanes at a future city collector street intersection located
within the Arcon Development property. A plan and profile view of the recommended
realignment is included in Appendix D.
The recommended alignment achieves the objectives of Three Rivers Park District while
avoiding impacts to many of the park's natural features. Approximately 13.0 acres of
parkland will be achieved between Spring Lake and the proposed CSAH 12 corridor. An
additional 3.5 acres of lakeshore property could be achieved for park use through City park
dedication by Arcon Development. (Additional discussion with Arcon Development, City of
Prior Lake, Scott County Community Development, and Three Rivers Park District is needed
to determine the details of this potential land transaction.) No wetland impacts are
anticipated within the park property to achieve the recommended CSAH 12 alignment and
profile, An underpass within the park property is also achievable.
The recommended alignment is consistent with Arcon Development's plans for the 70-acre
property immediately west of the county parkland. The proposed CSAH 12 roadway will
follow the base of an eighty-foot bluff and will impact the northern edge of a wetland within
the Arcon property, The roadway impacts to the developer's property are minimal since most
of the development will occur above the bluff. In addition, the remaining portion of the
developer's property below the bluff will be utilized for a number of public and private uses
including city park dedication, CSAH 12 wetland mitigation, private common area for
development boat docking, and combined CSAH 12/development storm water management
pond. A summary of the storm water management and wetland mitigation needs is included
in Appendix D.
The recommended alignment has minor impacts to two residential properties east of the
county parkland and one property on the west side. The impacts include a total of

approximately 1100 square feet of new county road right-of-way from the two properties east
of the parkland and approximately 6000 square feet of new county road right-of-way from the
one property west of the parkland, The right-of-way needs will not impact the current use of
these properties. The impacts are necessary to maintain the county road design speed and
achieve sufficient parkland area along Spring Lake for future park development. Several
roadway options were evaluated that would not result in impacts to these residential
properties, however these options resulted in approximately 4.3 to 6.4 acres less in lakefront
park property and required additional wetland impacts. One-on-one coordination with the
impacted property owners will occur during the preliminary roadway design to minimize the
impacts to their properties and address property owner concerns.
3. STAKEHOLDER OBJECTIVES
The Project Advisory Committee (PAC) for the CSAH 12 Realignment Study consists of
representatives from each of the following organizations:

Arcon Development
During the first PAC meeting, representatives were given the opportunity to summarize their
organization's interest in CSAH 12 and prioritize their objectives for the realignment. These
interests and objectives are summarized below:
3.1 Scott County Highway Department - The reconstruction ofCSAH 12 is included in the
County Capital Improvement Plan for 2006. The Highway Department desires to
maintain a design speed of 35-40 mph on CSAH 12 and to maintain the current
connectivity between TH 13 and CSAH 17. This includes maintaining the current
location of the CSAH 12 and CSAH 17 intersection in order to preserve a potential future
extension ofCSAH 12 to CR 70 and ultimately to TH 169. An urban, two-lane roadway
is planned to accommodate the existing and future traffic volume levels.
3.2 Scott County Community Development - The Scott County Community Development
is responsible for A) Representing the interests of Scott County as landowner of Spring
Lake Regional Park, B) Planning and Zoning in Spring Lake Township, C) Implementing
Comprehensive Plan policies protecting the natural resources within Scott County, D)
Monitoring the Joint Powers Agreement between the County and Three Rivers Park
District for the planning, construction, operations, and maintenance of regional parks
within the County.
3.3 Three Rivers Park District - Three Rivers Park District is responsible for planning,
construction, operations, and maintenance of regional parks in Scott County under a Joint
Powers Agreement. The plan for Spring Lake Regional Park includes development of up
to 17 acres between CSAH 12 and Spring Lake. The park development in this area will
primarily include picnicking and pedestrian activity, Swimming and boat lake access is

not included in the park master plan. The plan calls for no vehicle access from CSAH 12,
rather an underpass to connect the lakefront park area with the remaining 300 acres of
parkland is desired. Vehicle access to the park will be accommodated from CSAH 82,
The underpass will facilitate two-way vehicle and pedestrian park user traffic, as well as
park maintenance and emergency service vehicles. One or two underpasses may be
needed, pending final design and the ability to meet Three Rivers Park District design
and safety standards, The County, with the development of Spring Lake Regional Park,
will vacate Howard Lake Road; therefore, a north-south city collector route will be
planned west of the park property to connect CSAH 12 and CSAH 82. There is currently
no funding identified for park development and its construction year is also unknown.
3.4 City of Prior Lake Public Works and Engineering - The City of Prior Lake is
primarily concerned with the current conditions of CSAH 12. The poor pavement
conditions, lack of pedestrian facilities, and relative travel speeds on CSAH 12 will need
to be addressed when CSAH 12 is reconstructed. The City of Prior Lake is also
interested in extending sanitary sewer and water main along CSAH 12 through Spring
Lake Regional Park to accommodate development west of the park property. The City is
responsible for transportation planning for future collector roadways and pedestrian
facilities in the Urban Expansion Area as well as utility planning/engineering.
3.5 Prior Lake - Spring Lake Watershed District - The Watershed District is encouraging
each ofthe organizations to consider new and innovative ways to achieve water quality
and infiltration requirements of the District. The proximity of the roadway
reconstruction, Arcon development, and regional park development to Spring Lake
makes these projects excellent candidates for water quality demonstration projects.
3.6 City of Prior Lake Community Development - The City is responsible for overseeing
the development of the Arcon residential development located immediately west of the
Spring Lake Regional Park. The Community Development will lead the coordination
effort with Arcon Development and coordinate the study recommendations as well as
potential land swaps and property dedications with the developer. The City is responsible
for Comprehensive Planning for the Urban Expansion Area upon which time it becomes
a part of the corporate City limits,
3.7 Arcon Development - Arcon is developing 70 acres ofland into single-family
residential properties. The developer is interested in beginning construction prior to the
reconstruction of CSAH 12 and therefore would like to have the new alignment for
CSAH 12 identified prior to his construction. The developer is flexible on the location of
CSAH 12 within his property. Arcon is working with the City and County to plan for and
facilitate the extension of the road through the park to bring City sanitary sewer and
water service to the development property prior to the 2006 reconstruction schedule.

4. ALTERNATIVE DEVELOPMENT AND EVALUATION
There were five original roadway realignment options considered by the Project Advisory
Committee (PAC). Each of the options is illustrated and described below, An evaluation
matrix comparing each ofthe options with the project objectives is included in Appendix A.

Option A was designed to avoid impacts to residential properties located east of the county
park property as well as minimize roadway curvature and maintain a 40 mph design speed,
This results in approximately 6,6 acres of county park property located between CSAH 12
and Spring Lake as well as approximately 0,7 acres of wetland impacts within the park and
Arcon development property.
The PAC found this option undesirable since it would not yield sufficient land for park
development,

Option B was designed to increase the parkland area achieved under Option A while still
avoiding impacts to the residential properties located east of the park, This results in
approximately 8.7 acres oflakefront county parkland as well as approximately 0.6 acres of
wetland impacts.
Similar to Option 1, the PAC found this option undesirable since it would not yield sufficient
land for park development.

Option C was designed to increase the parkland achieved under Options A and B without
avoiding impacts to residential properties east ofthe park, This option results in
approximately 13,9 acres of lakefront county parkland as well as approximately 0.5 acres of
wetland impacts, This option would also require the acquision of three residential properties.
The PAC detennined the magnitude of the residential property impacts were unacceptable for
the resulting benefits for the roadway and parkland area.

Option 0 was designed to maximize the amount of county lakefront parkland and avoid
residential property impacts by utilizing an alignment that follows a portion of Howard Lake
Rd and crosses the parkland and residential development property above the bluff. This
options yields approximately 31,5 acres of lakefront parkland, however includes substantial
impacts to a DNR-protected wetland located within the county parkland.
The PAC determined that such an environmental impact could not be justified and would not
be permitted by the DNR and other environmental agencies, The PAC agreed to no longer
consider options that resulted in impacts to the DNR-protected natural lake.

Option E was originally developed by Three Rivers Park District over twenty years ago. The
option yields approximately 18,6 acres of lakefront parkland, however includes impacts to the
DNR-protected natural lake as well as approximately].3 acres of other wetland impacts, It is
likely that this option was originally created without the knowledge of natural features
boundaries.
Similar to Option D, the PAC agreed to not consider options that resulted in impacts to the
DNR-protected wetland.

From the five original options, the PAC agreed to pursue options that combined the attributes of
Options Band C while minimizing residential and wetland impacts, Based on this direction,
three additional realignment options were designed and evaluated, While these three options
appear very similar, their impacts are considerably different. They are illustrated and described
below:
Figure 8 - Option 1 Alignment
Option I includes a 40-mph design speed and results in approximately 13.7 acres oflakefront
county parkland and 0,7 acres of wetland impacts. This option would require the acquision of
three residential properties located east of the county parkland.
Figure 9 - Option 2 Alignment
Option 2 includes a 40-mph design speed and results in approximately 13,\ acres of lakefront
county parkland and 0.5 acres of wetland impacts. This option also would require the
acquision of three residential properties located east ofthe county parkland,

Option 3 includes a 35-mph design speed and results in approximately 13,0 acres of lake front
county parkland and 0.3 acres of wetland impacts. This option would not require the total
acquision of any residential properties; rather approximately 1100 sqft would be required
from two properties located east of the county parkland. The slower design speed allows
tighter horizontal curves and more flexibility in design,
The PAC agreed to this option as the recommended option since it maximizes the lakefront
parkland area while maintaining an acceptable roadway design speed and minimizes
residential and environmental impacts.

5. IMPLEMENTATION PROCESS
The interrelationship of CSAH 12 reconstruction/realignment project, Arcon residential
development project. and the Spring Lake Regional Park development results in the need for
continuous coordination between the interested stakeholders, particularly to accommodate
each projects desired construction schedule, To assist in this process, the Project Advisory
Committee (PAC) agreed to the following course of action:
Step 1 - Arcon Development will prepare and submit a Concept Plan to the City for
consideration. The City will include the County and Three Rivers Park District in the
concept plan review. The concept plan will address the responsibilities for CSAH 12
realignment, city utilities extension, shared stonn water pond, park dedication, and any other
land swap needs. City of Prior Lake Planning will facilitate the process including preliminary
discussion of City cost participation in CSAH 12 improvements.
Step 2 - The City will facilitate continued discussions with the County related to potential
park property acquisition of ball field land and potentially part of the Arcon property.
Step 3 - Upon review of a concept plan, Three Rivers Park District will begin revisions to the
master plan. The City and County will provide input and assist in detennining net gain/loss
in resource value, Cost participation in CSAH 12 realignment will be detennined as well.
Three Rivers will facilitate the process to achieve Met Council approval of the Spring Lake
Regional Park Master Plan revision.
Step 4 - The County Highway Department will prepare and present the CSAH 12
Realignment Study Report to the City Council and County Board for approval.
Step 5 - Arcon Development will prepare and submit a Preliminary Plat for review and
approval by the Planning Commission and City Council. City and County will include cost
participation responsibilities in their respective capital improvement plans.
Step 6 - The County will provide guidance and review of an accelerated construction
schedule for a portion of the CSAH 12 realignment to accommodate the developer's need for
city utilities. The developer will complete a portion of the roadway grading and construction
during construction of the residential development. The City will coordinate the accelerated
design and construction of CSAH 12 with the County and developer. Combined CSAH
12/Development stonn water management and wetland mitigation ponds will be constructed
with the residential development project.
Step 7 - CSAH 12 Reconstruction is scheduled for 2006. The realignment of CSAH 12
through Spring Lake Regional Park will be completed at that time or before. An underpass to
facilitate pedestrian and vehicle traffic within the park properly will also be included in the
reconstruction of CSAH 12.
Step 8 - Spring Lake Regional Park will be developed when funding is identified and
secured, sometime after the construction of the CSAH 12 realignment.

I. Project Objectives - Chris Chromy asked that each party state their objectives with the
CSAH 12 realignment project.
Ed Hasek stated that he was representing Arcon Development, who is developing 70
acres immediately west of the park property. The property will be develop with low-
density (single-family) homes. Ed explained that Arcon is interested in the future plans
for CSAH 12 and the park so they can plan their development accordingly. However,
they would like to start developing later this year.
Jim Eggen from Prior Lake - Spring Lake Watershed outlined the watershed's policies
and what would be expected for stonn water management. Jim also encouraged each of
the groups to consider new and innovative ways to achieve infiltration requirements such
as porous pavements. The Watershed believes these projects are excellent candidates for
water quality demonstration projects.
Greg Ilkka from Scott County explained the County's parameters which CSAH 12 can be
realigned, Greg verified that the County would like to see a 35-40 mph design speed for
a two-lane urban roadway. Greg further explained that CSAH 12 is of greater importance
as an east-west county collector, particularly with the potential of pairing with County Rd
70 to the west and ultimately connecting to TH 169. As a result, CSAH 12 will be
realigned within the study area only and will connect with CSAH 17 at its current
intersection.
Bud Osmundson from City of Prior Lake highlighted the City's interests in CSAH 12.
Bud sited the condition of the existing roadway as a primary concern. Bud also explained
there are pedestrian issues that will need to be address with the design. Specifically, the
relative travel speed of vehicle and adequate sidewalks and crossings need to be
addressed by the design. Sue McDermitt stated the City's standards should be applied,
specifically a concrete walk on one side and bituminous walk on the opposite side of the
roadway.
Gina Mitchell of Scott County summarized Three Rivers Park District's interests as she
understood them. Spring Lake Regional Park will be developed into an active park
similar to Clearly Lake. The park plan is in the very preliminary stages and no funding
has been identified for park development. The park is interested in realignment of CSAH
12 to provide area for a lakefront park on Spring Lake. The lakefront park would mainly
be picnicking rather than swimming due to water quality issues. CSAH 81 (Howard
Lake Rd) will be utilized as the park's entrance from CSAH 82 and no access to park is
desired from CSAH 12. Rather, a grade-seperated connection across CSAH 12 is desired
to connect the park to the lakefront. Howard Lake Road would no longer be used as a
through route. As a result, a north-south city collector street should be planned on the
Arcon development property to connect CSAH 12 and CSAH 82.
2. Alignment Alternatives - Chris Chromy presented five conceptual alignments for CSAH
12 in order to generate discussion from the group. The group agreed that any concept
that significantly impacts the DNR-protected wetland in the park should be avoided. It
was discussed that the benefits gained through such an alignment would not justifY the
environmental impacts as well as the anticipated construction costs and permitting issues.
The group also discussed the need to climb the bluff within the park. Because the
proposed alignment of CSAH 12 will meet its current alignment prior to CSAH 17, the
group did not feel it was worthwhile to explorer alignments that included climbing the
bluff within the park, only to corne back down to meet the current alignment.
ACTION:
Bolton & Menk, Inc. will develop alignment alternatives that include realignment
through the park and developer properties, and avoid the DNR-protected wetland
and bluff area,
3. Schedule - The next meeting was scheduled for January 15,2003 at I :30 p.m. at the Prior
Lake Maintenance Facility. The agenda will include discussions on refined alignment
options including preliminary grades, wetland impacts, and storm water management
needs. The group will attempt to select a preferred alternative at this meeting,
A second meeting will be scheduled for the week of January 27, 2003 or February 3,
2003 to present the preferred alternative and discuss next steps in the design process.

1. The group reviewed the minutes from the previous meeting held on January 2, 2003 and
agreed the minutes capture the general discussion.
2, Park District Objectives - Chris Chromy reported that he met with Don Deveau from
Three Rivers Park District on Monday, January 13 , 2003. According to Don, the park
district had discussed the need for approximately 17 acres of land between CSAH 12 and
the lakeshore to develop a picnic area. The picnic area would include general picnicking
as well as a pavilion equipped with a small kitchen and restroom facilities.
The park district is interested in discussing a land swap with Arcon Development. Don
explained that any land swap would require a revision to the park master plan. Because
the park district accepted a grant to pay a sanitary easement several decades ago, the Met
Council may need to approve any revision to the master plan, If this is the case, Don
expects that process would be at least 6 months in duration. Don agreed to look into the
land swap requirements in more detail.
ACTION: Gina Mitchell will coordinate with Three Rivers Park District to
investigate and report the policies and procedures to accommodate a land swap. More
specifically;
. Are their any issues with the county moving the highway right-of-way within the
park?
· Are their any issues with ponding easements being located on the park property?
· What are the procedures to facilitate a potential land swap agreement between the
Stemmer property, the City, and the County park land?
· Identify access to private properties along CR 81 if connection to CSAH 12 is
removed,
3. Roadway Alignment Concepts - Chris Chromy presented three similar roadway
realignement concepts for the group to consider. Chris also presented a summary of each
concept that highlighted each concept's design criteria, wetland and right-of-way
impacts, and developable lakefront acreages. The group unanimously selected concept 3
since it minimized impacts to residential properties on Spring Lake Road and included
the least amount of wetland impacts while still providing an acceptable amount of park
lakefront acreage. Chris distributed copies of each concept considered and the design
summary comparison.
Larry Frank asked if the western storm water management pond could be moved to a
different location. Larry explained that Arcon has plans to use the lakefront property as a
outlot for the residential subdivision where homeowners could dock their boats. Steve
Albrecht and Ed Hasek discussed the potential of a combined pond to provide rate control
and water quality for the county roadway and residential subdivision, Sue McDermitt
and Bud Osmundson agreed that one pond would be more desirable than two, A location
for the pond was discussed and the group agreed to pursue a combined pond. Infilitration
requirements for the residential subdivision will need to be dealt with separate from the
combined pond.
Larry Frank and Ed Hasek said they would begin prepare a revised concept plan for their
property. They both agreed the selected alignment was workable with their plans. Ed
and Chris Chromy will be in contact to identifY future intersection locations and storm
water management needs for a common pond and include them in the roadway concept
plan.
ACTION: Arcon Development will be work on a revised concept plan to include the
selected CSAH 12 alignment and identifY future intersection locations and storm water
management needs for a common pond.
4, Schedule - Gina Mitchell agreed to contact the park district to gather further information
on the policies and procedures for the land swap. Once Gina is able to make contact with
the park district, she and Chris Chromy will schedule the next meeting so that the park
district is able to attend, It is anticipated that will occur in early February 2003.
The agenda will include a presentation ofthe roadway concept plan for the preferred
alignment. The concept plan will identifY roadway geometry, a preliminary profile,
storm water management area, and intersection locations. The agenda will also include a
discussion on implementation strategies for the roadway plan, developer plan, and park
plan including land swap procedures,
ACTION: Gina Mitchell will contact Three Rivers Park District to determine their
availability to attend the next meeting. Chris Chromy will schedule the next meeting for
early February at a time that Don Deveau is able to attend.

I. The group reviewed the minutes from the previous meeting held on January 15, 2003 and
there were no comments.
2. Chris Chromy reviewed the design criteria for the alignment selected by the group at the
January 15,2003 meeting. Chris summarized the potential right-of-way and wetland
impacts for the selected alignment and reported the estimated lakefront parkland acres
achieved.
Chris explained changes had been made to the storm water management strategy that
includes a new location of a shared pond for the county highway and Arcon development.
This was done at the request of Arcon to meet their desire to include a lakefront outlot for
their homeowners association. Steve Albrecht explained the shared pond would provide
water quality and rate control forCSAH 12 and the portion of the Arcon development
that currently drains south toward Spring Lake. He reminded the group that Arcon would
need to meet infiltration requirements separately.
Chris also explained the second county highway storm water management pond would
still be located near the intersection ofCSAH 12 and Howard Lake Rd, however it would
be placed in a location that would still allow Howard Lake Road to remain open. Several
private properties have access to Howard Lake Road and removing the Howard Lake
Road intersection with CSAH 12 would be premature. It is still the long-term plan to
have those properties receive access through the city street system once development
reaches those properties from the east. At that time, the intersection of Howard Lake
Road and CSAH 12 will be closed.
3. Don DeVeau summarized Three Rivers Park District's objectives with Spring Lake
Regional Park. Don explained the park district has a draft master plan for the park and it
will need to be updated once agreements can be made for the realignment. The park
supports the CSAH 12 realignment efforts and ideally would like to see 17 acres of
parkland adjacent to the lake. Don D. recognizes the constraints in achieving 17 acres
and believes the park plan has enough flexibility to work in as little as 12 acres.
Don D, explained that Spring Lake Regional Park has been accepted as a regional facility
in the Metropolitan Council Region Plan. As a result, changes to the master plan will
need Met Council approval. Don D. explained that an all-inclusive submittal would need
to be prepared for Met Council. Issues such as net gain/loss of parkland, road right-of-
way, pennanent easements, land swap deals, etc. would need to be addressed with the
submittal. Don D. explained that any property with pennanent easements would not be
considered as a match for parkland. Don further explained that the Met Council would be
looking at the total impact on park resources, not just the amount of land gained or loss.
Minimizing wetland impacts, including the park underpass, lakefront property, tree
preservation, etc. will all be considered as park amenities.
Three Rivers park district will revise the Spring Lake Regional Park master plan and
prepare the submittal for Met Council. Don D. explained, once all issues have been
addressed, it would take several weeks to revise the master plan and prepare the Met
Council submittal. Once prepared, the master plan revision submittal will be presented to
the Three Rivers Park Board for approval. They meet every four weeks. It will then be
submitted to the Scott County/Three Rivers advisory board, which meets on a quarterly
basis. Upon the advisory board approval, the master plan revision submittal would be
presented to Met Council for approval. Met Council approval should be fairly quick
since Don D. would closely coordinate the submittal preparation with Met Council staff.
Don D. explained that he would begin work now to start documenting existing conditions
within the park. He asked that the County stake the proposed alignment so that a Three
Rivers Park District forester could begin a natural resource inventory include a tree
survey. Dan Jobe agreed to have the centerline staked, Chris Chromy asked how much
does the public know about the realignment efforts, particularly the residential properties
on Maple Grove Lane. Ed Hasek said he believes Larry Frank has made those property
owners aware of the plan.
ACTION: Scott County Highway Department will stake the centerline ofthe
proposed realignment. Arcon Development will verify that property owners on Maple
Grove Lane are aware of the CSAH 12 realignment efforts prior to the county staking.
Three Rivers Park District will begin identifying natural resources in the area,
including an overview of the vegetation along the new alignment.
4. Gina Mitchell asked for the status on the city purchasing of land from the county for a
ball field complex on the north side of Spring Lake Regional Park. Bud Osmundson
explained it was his understanding that there is still City interest. Gina asked whether or
not this should be included in CSAH 12/Spring Lake Regional Park discussion. The
group agreed there was potential to tie the deals together, particularly if Arcon would
include a portion of their lakefront property as part of their park dedication to the City.
The City, in turn, could convey that lakefront property to the county park as part of the
deal for the ball field property, The City and developer agreed to consider this approach.
Ed Hasek asked if the existing county roadway right-of-way would be vacated to the
adjacent property owners, Dan Jobe felt that it would be since he believes it is
proscriptive right-of-way only. Ed explained, with the vacated county right-of-way and
vacated Maple Grove Lane that a sizeable park dedication could be made. Chris Chromy
eXplained he estimated approximately 3.5 would lie between Spring Lake Regional Park,
and the wetland on the Stemmer property, including the vacated right-of-way. Ed asked
if the wetland property could be conveyed under park dedication. Don Rye explained
that wetlands are not credited for parkland under the City's park dedication policy,
however could be convey as property to the City. The group agreed the wetland would
serve as a good natural boundary between the park and the homeowners lakefront outlot,
particularly if wetland mitigation would occur between Spring Lake and the Stemmer
property wetland. Ed explained that he has not talked with Larry Frank specifically on
this issue of exactly what land might be proposed for park dedication.
5. Ed Hasek presented a revised concept plan that represents the selected CSAH 12
realignment. Ed asked for input on how to deal with access to the properties on Maple
Grove Lane. Chris Chromy and Dan Jobe explained that the County would prefer to have
them access through the Arcon development, however recognized that they could access
to CSAH 12 if needed. Chris further explained that, while the County may be willing to
accept access for those properties, they would prefer not to have is a though street. Sue
McDermitt informed Ed that a cui de sac will be required and each property would need
to abut the cui de sac. To avoid the road from becoming a through street, it was
discussed that there may be a need for part of the cui de sac to be on the park property, If
proposed, this would need to be part of the overall submittal to Met Council on the
master plan.
6. Chris Chromy raised the construction timing issue. Chris explained County Road 12
project is not scheduled until 2005 or 2006 in the County CIP. Bud Osmundson stated
the City's position is to have the city utilities within the new CSAH 12 alignment. Bud is
hoping to reach an agreement with Arcon and the County to get the realignment portion
ofCSAH 12 built in 2004 and the remaining portion in 2005 or 2006. Ifan agreement
cannot be reached, the City's position will be that the development is premature and will
need to wait until 2006. Dan Jobe stated the County Highway Department would be open
to discussion on getting a portion ofCSAH 12 in 2004. Ed Hasek said he believes Larry
Frank recognizes the timing issues. Gina suggested that at a minimum, improvements
related to grading and installation of utilities through the park to the Arcon development
should be reviewed. The costs of which would need to be negotiated between the City,
County, and developer.
7. Gina Mitchell asked the group what the process should be to iron out the remaining
issues between the interested parties. Bud Osmundson stated that he would need to bring
the issue before a City Council workshop to discuss City participation in utility extension,
Bud explained that the City would like input in the Spring Lake Regional Park master
plan update. Don Rye asked that Arcon present a serious proposal through the concept
plan process in order to get things started. Ed Hasek responded that Arcon is pleased
with the progress and potential for a CSAH 12 realignment and that he felt they would be
ready to prepare a concept plan. The City is currently working on their 2004 budget, so it
would be important for Arcon to submit a plan soon, -Don Rye explained that the city
would include the County and Three Rivers Park District in the concept plan review
process. Don De Veau stated that an approved concept plan would likely be sufficient for
him to prepare the master plan update and submittal. Once the Met Council has approved
the park master plan update, Arcon will prepare a preliminary plat and continue with the
city's development process. Chris Chromy summarized the process discussed and the
group agreed it would be a good process to follow,
Step I - Arcon Development will prepare and submit a Concept Plan to the City for
consideration. The City will include the County and Three Rivers Park District in the
concept plan review. The concept plan will address the responsibilities to for CSAH 12
realignment, city utilities extension, shared storm water pond, park dedication, and any
other land swap needs. City of Prior Lake Planning will facilitate the process to achieve
City Council approval of the Arcon Concept Plan and preliminary discussion of City cost
participation in CSAH 12 improvements.
Step 2 - The City will facilitate continued discussions with the County related to
potential park land acquisition of ball field land and potentially part of the Arcon
property ,
Step 3 - Upon approval of a concept plan, Three Rivers Park District will begin revisions
to the master plan. The City and County will provide input and assist in determining net
gainlloss in resource value, Cost participation in CSAH 12 realignment will be
determined as well. Three Rivers will facilitate the process to achieve Met Council
approval ofthe Spring Lake Regional Park Master Plan revision.
Step 4 - Arcon Development will prepare and submit a Preliminary Plat consistent with
the Concept Plan and Master Plan revision, City and County will include cost
participation responsibilities in their respective capital improvement plans.

Infiltration ReQuirements**:
Ifrequired, infiltration requirements for the roadway impervious surface would be as
follows:
Road length = 5,850-ft
Road width = 41.33-ft
Trail width = 8-ft
Sidewalk width = 5-ft
Impervious Area = 7.30 acre
Infiltration volume (112" runoft) = 0.30 ac-ft (13,250 cu.ft.)
"Depending on soils and existing seasonal high water table the Prior Lake-Spring Lake
Watershed District does allow for exemption of road projects from the infiltration
requirement. The preliminary road and pond locations appear to meet the Watershed
District infiltration exemption requirements. However, a final exemption review will be
required by the Watershed District once final alignment and pond locations are
determined.
Miscellaneous Water Resource Information:
There is an unnamed DNR basin on the north side of CSAH 12 and west of Howard Lake
Road. The DNR protected wetland number is #70-185. The OHW elevation is 916.6.
See the attachment for additional wetland information along the roadway corridor.

WETLAND INFORMATION
CSAH 12
IMPROVEMENT PROJECT
Following is information regarding six wetlands associated with that portion of the
CSAH 12 road realignment project through Spring Lake Regional Park. A formal
delineation has not yet been perfonned on these wetlands. The infonnation provided is
from data gathered either from on-site visits or other available information.
Wetland I
This wetland is listed as a PEMCd/PSS I/PUBOx (Palustrine Emergent Seasonally
Flooded ditchedJPaJustrine Scrub-Shrub Broad-Leaved DeciduousIPaJustrine
Unconsolidated Bottom Intennittently Exposed Excavated) wetland on the National
Wetland Inventory (NWI) map, which would correspond to a Type 3 wetland. The
wetland plant community is dominated by reed canary grass.
On the west side of the wetland a basin has been excavated which has standing water
in it. The land adjacent to the east and west sides of the wetland are currently being
fanned. Woods surround the northern boundary. The outlet for this wetland is to the
south, through a culvert, under Spring Lake Road into Spring Lake.
The Scott County Soil Survey lists the soil type as being Ga, Olencoe silty clay loam,
which is a hydric soil.
Wetland 2
This wetland is not listed on the NWI map. It is a rather small wetland that appears to
have been fonned after fill for the road embankment was placed. It is a Type 2
wetland that is dominated by reed canary grass. There is no apparent outlet for this
wetland and it has a fairly small watershed.
The Scott County Soil Survey lists the soil type as being HaB, Hayden loam, 0-6
percent slopes.
Wetland 3
This wetland is not listed on the NWI map. The wetland vegetation is dominated by
reed canary grass with the surrounding plant community consisting of a variety of
trees. This basin is in the middle of the Spring Lake Regional Park and outlets to the
east toward wetland #5 through a culvert underneath a trail in the park. The slope of
the land on the north and south sides of the basin are quite steep.
The Scott County Soil Survey lists the soil type as being Oa, Olencoe silty clay loam,
which is listed as a hydric soil.
Wetland 4
This wetland is not listed on the NWI map. This wetland lies adjacent to Spring Lake
Road on the north side. The wetland vegetation is dominated by reed canary grass
and would be considered a Type 2 wetland. The road on the south side acts as a benn
with undeveloped land to the north, east and west sides.
The Scott County Soil Survey lists the soil type as Wb, Webster-Glencoe silty clay
loam, which is listed as a hydric soil.
Wetland 5
This wetland is identified on the NWI map as a PEMFd/PEMCd (Palustrine Emergent
Semipennanently/Seasonally Flooded-ditched), Type 3 wetland. This wetland is
listed on DNR's Protected Water Inventory (PWI) map as protected water #185p.
This is the largest of the six wetlands and has open water in the southern half of the
wetland and is dominated by reed canary grass in the northern portion. This wetland
has an outlet in the southeast corner, which drains into Spring Lake through a culvert
under the road.
The Scott County Soil Survey lists the soil type as PbA, peat, which is listed as a
hydric soil.
Wetland 6
This wetland is identified on the NWI map as a PEMFd/PEMCd (Palustrine Emergent
Semipennanently/Seasonally Flooded-ditched), Type 3 wetland. This is an open
water wetland that is separated from Upper Prior Lake by Northwood Road. There is
a culvert under Northwood Road that serves as an outlet for the wetland.
Surrounding land use consists of homes on the south side, Northwood Road on the
east and undeveloped property on the north and west sides.
The Scott County Soil Survey lists the soil type as PbA, peat, which is listed as a
hydric soil.
