CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING
APPROVAL OF REPAIRS TO SOUTHBRIDGE CROSSING TRANSIT
STATION
Introduction
The purpose of this agenda item is to authorize funds for repair and
replacement of pavers and landscaping at the South bridge Crossing
Transit Station.
Historv
The Southbridge Crossing Transit Station was built in 2007. Two of the
original features of the facility included permeable pavers in the bus lanes
and bioretention swales (rain gardens) along the perimeter of the site.
These features were intended to help manage stormwater runoff in an
environmentally-friendly manner.
Current Circumstances
Since its construction, there have been two problem areas in the
South bridge Crossing Transit Station:
1. The pavers in the bus lane are sinking. They have already been
replaced once, and the problem is reoccurring.
2. The plantings in the bioretention swales have been overtaken by
weeds.
It is not clear whether these failures are a result of bad design or improper
construction. The County has contacted the original contractors, but they
have indicated they will not replace the pavers or plantings since the
warranties have expired.
Conclusion
In any event, the warranties have expired and the problems need to be
fixed. The solution is to replace the bus lane portion of the pavers with
concrete, and to replant the bioswales and use a fabric liner to help prevent
the weeds.
Part 1 of the project involves the replacement of a 10' wide by 310' long
area of pervious brick pavers with 8"dowel jointed non-reinforced concrete.
The pervious pavers in this location have settled due to high axle loading

from the starting and stopping of the buses in the loading area. They were
originally installed in 2007 and replaced by the installing contractor in 2009
because of the settling of the pavers. Based on our history, replacement
and repair of this area will be necessary every 12-18 months at a cost of
$6,500 per year. Replacing the pavers with concrete pavement will result
in significantly lower maintenance over the next 15 years.
Part 2 of the project is the replacement of dead plants and trees in the rain
gardens. The existing bioswales are choked with weeds and the mulch has
completely decomposed. This project will remove all weeds and dead
plants, install edging, landscape fabric, plants, sod and mulch. The new
landscape fabric will help to reduce maintenance costs and allow the new
plantings to flourish.
Scott County staff solicited at least three quotes for the cost of the work.
The total cost is about $50,000. Based on our Joint Powers Agreement,
the City of Shakopee is responsible for 60% of this cost and the City of
Prior Lake is responsible for 40% of the cost. We have also discussed this
matter with the Metropolitan Council, and our NTD funds are eligible for this
use. While the initial costs will be funded through our transit reserves, our
costs will be reimbursed by the Metropolitan Council.
FINANCIAL
IMPACT:
Funding for this project has no impact on the City's general fund budget.
All project costs are taken from the Transit Fund. The reserve funds will be
reimbursed by NTD funds.
ALTERNATIVES:
There are three alternatives for the City Council to consider:
1. Adopt a resolution authorizing repairs to the Southbridge Crossings
Transit Station Project.
2. Deny this item for a specific reason and provide staff with direction.
3. Table this item to a certain date in the future.
RECOMMENDED A motion and second to adopt a resolution authorizing repairs to the

A RESOLUTION AUTHORIZING APPROVAL OF REPAIRS TO SOUTHBRIDGE CROSSING TRANSIT
STATION

WHEREAS, The City Council recognizes the value of providing quality, cost-effective transit services for
the Prior Lake community; and
WHEREAS, The City's 2030 Vision and Strategic Plan identifies addressing transit needs as a goal in
providing a better quality community; and
WHEREAS, The City values its partnership with Scott County and other Scott County communities; and
WHEREAS, Since August, 2005, consistent with the Unified Transit Management Plan adopted by Scott
County and the communities within Scott County, the City, County, Metropolitan Council
and Shakopee have been working toward development of the Southbridge Crossing Transit
Station; and
WHEREAS, The City has entered into a Memorandum of Understanding and Cooperative Agreements
outlining the project and the roles and obligations of the parties and authorized funding for
this purpose; and
WHEREAS, At least three quotes have been solicited for this work; and
WHEREAS, Funding for this purpose is available in the Transit Fund balance; and
WHEREAS, The City staff recommends approval of this project.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The staff is authorized to proceed with the repair work to Southbridge Crossing Transit Station.
3. Funding for the final payment shall come from the Transit Fund Account #603-49804-530.
