PROPOSALS AND AWARDING THE CITY'S STANDARDIZED CONTRACT
FOR THE 2011 AND 2012 IMPROVEMENT PROJECT DESIGN SURVEY
AND GEOTECHNICAL SERVICES FOR THE 2011 AND 2012
IMPROVEMENT PROJECTS
Introduction
The purpose of this agenda item is to accept proposals from professional
services firms related to surveying and geotechnical exploration for the 2011
and 2012 Improvement Projects.
Historv
On June 21, 2010, the City Council passed Resolution #10-059 authorizing the
preparation of the Feasibility Report for the 2011 and 2012 Improvement
Project. The Feasibility Report will address street reconstruction in the Boudin's
neighborhood. In particular for the following streets: Boudin Street, Denese
Street, Grayling Circle, Lois Avenue, Natalie Road, Rutgers Road, Timothy
Avenue and Watersedge Trail.
In anticipation of these projects the City of Prior Lake must perform surveying
and soil analysis. City staff has asked the consultants proposing on these items
to provide costs for both the 2011 and 2012 projects. If deemed appropriate,
these consultants could complete the 2012 surveying and soil analysis during
the same mobilization this year. This also provides the City with the advantage
of previewing the 2012 reconstruction area for the design of the 2011 project.
Since these projects are adjacent, details at the connection points can be
analyzed to a greater extent.
Current Circumstances
The Engineering Department has already begun the preparation of the
Feasibility Report for the 2011 and 2012 Improvement Project. The surveying
and geotechnical exploration will provide the details necessary to provide a
more detailed report.
Surveying
The City is making a major software conversion in 2010 to Autocad 3D from the
previously used Eaglepoint software. Bolton & Menk is already under contract
to help the City with the conversion process. Part of the conversion will be
helping to set up this project including setting up the CAD layering files and new
standards for field symbols. In order to assure that the field data is properly
imported and to provide a seamless transition to the new software, the City

requested a proposal from Bolton & Menk for surveying and base mapping.
Bolton & Menk provided a quote in the amount of $29,500 to complete the
topographical survey and base mapping. City Staff believes that this price is
acceptable based on the unique challenges of this project. The survey cost
based on the Bolton & Menk proposal amounts to less than 1 % of the estimated
construction cost for the project. Based on industry standards and past City
projects preliminary survey work is typically between 1 % and 2% of construction
costs. Because these are professional services, additional proposals are not
required due to the special nature of professional services provided for in state
statute and the City Purchasing Policy.
If the City chooses to solicit additional proposals from other companies, the
costs could be lower for the preliminary survey and base mapping, but the
transition of the data to be used by Bolton & Menk to help the City set up the
new software will likely require additional time and expense to convert the data
to the appropriate symbols and Autocad 3D layering. City staff believes that it is
critical to get this work done as quickly and efficiently as possible to allow for a
March bid date. Lost time on the data importing may mean a later bid date and
possibly a higher bid. The time expense to convert the data from one
company's standard to another's may end up costing the City as much or more
than any savings realized by a competitive proposal situation.
Staff does not foresee the same issues with construction staking and therefore
the City will solicit competitive proposals for that work as part of project
construction.
Geotechnical Exploration
Staff has requested proposals from three firms for geotechnical exploration.
They include: American Engineering Testing, Braun Intertec, and Stork Twin
City Testing. Each of these firms has previously completed work for the City of
Prior Lake. The proposals received are tabulated below:

The proposals received were each analyzed and City Staff is recommending
that Stork Twin City Testing be selected to perform the 2011 and 2012
geotechnical exploration for the City of Prior Lake. Stork Twin City Testing
recently performed the construction testing for City utilities on the 2009
reconstruction project. The pricing proposed by Stork Twin City Testing is
similar to the Brooksville Hills geotechnical exploration. Stork was the awarded
that work in 2007 for the Brooksville Hills neighborhood and performed well.
Staff believes that Stork's familiarity with this work allows them to substantially
underbid their competition.
Conclusion
The City has worked with Bolton & Menk and Stork Twin City Testing on
previous projects and is comfortable with the proposals provided. City Staff
recommends that Bolton & Menk and Stork Twin City Testing be selected for
professional service support for the 2011 and 2012 Reconstruction Project.

ISSUES:
Surveying services for a project of this size are beyond the scope of what the
City can provide in house with limited personnel and equipment. The consultant
can provide the digital survey in a more expedient manner which in the end
allows this project to be bid earlier in the year for possibly a better bid price.
The City does not have the expertise or equipment to complete the geotechnical
services in-house.
FINANCIAL
IMPACT:
The surveying and geotechnical exploration will be funded through the
Construction Fund for these two projects.
AL TERNATIVES:
The alternatives are as follows:
1. Approve two resolutions (1) Awarding the City's Standardized Contract for
Professional Services with Bolton and Menk for 2011 and 2012
Improvement Project Design Survey (2) Awarding the City's Standardized
Contract for Professional Services with Stork Twin City Testing for 2011 and
2012 Improvement Project Design Geotechnical Services.
2. Deny this item for a specific reason and provide Staff with direction.
3. Defer this item until a specific date in the future.

MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The Mayor and City Manager are authorized to execute the City's Standardized Professional Services
Agreement with Bolton and Menk for a not to exceed amount of $29,500.00.
3. Funding for these engineering services will be drawn from Account #501-48371-505.
