HomeMy WebLinkAbout9C - Water Tower Repairs - u MEETING DATE: AGENDA # PREPARED BY: AGENDA ITEM: DISCUSSION: CITY COUNCIL AGENDA REPORT January 6, 2003 9C Bud Osmundson, P.E., Public Works Director CONSIDER APPROVAL OF A RESOLUTION ACCEPTING THE BIDS AND AWARDING THE CONTRACTS FOR THE CLEANING, REPAIRING AND PAINTING OF THE TWO WATER TOWERS, CITY PROJECT NO. 03-01 Histo", At the November 18, 2002 regularly scheduled meeting, the City Council approved the plans and specifications and authorized the advertisement for bids for the cleaning, repairing, and painting ("reconditioning") of the city's two water towers. Previously, on October 21,2002, the City Council had approved the hiring of KLM Engineering, Inc. to prepare the plans and specifications and perform the construction inspection for the project. The purpose of this agenda item is to accept the bids and award a contract to the lowest responsible bidders for the cleaning, repairing and painting of the two towers. Issues - The specifications and the bid proposal were structured so as to allow the City to award a separate contract to the responsible low bidder for each water tower reconditioning project. The oldest tower, the 750,000 gallon reservoir on Tower Street, was specified to be done in the spring of 2003, and the 1,000,000 gallon Crest Avenue tower was specified to be completed in the fall of2003. Bids were received and opened on December 23, 2002 at I pm. A total of four bids were received for the Tower Street water tower reconditioning. The low bid was submitted by Classic Protective Coatings, Incorporated in the amount of $528,527. The engineer's estimate for this project was $503,000. We received five bids for the Crest Avenue tower reconditioning. The low bid was submitted by Champion Coatings, Incorporated in the amount of $469,000. The engineer's estimate for this project was $532,000. The bids are itemized on the attached resolution. Both low bid contractors have extensive experience in the cleaning, repairing, and painting of water towers and are recommended for award of contracts. The Crest Avenue project will begin in late August 2003 and be completed by November 1, again if the weather is amenable to construction and painting. Both bids have a line item that the City will pay the contractor if an emergency arises that would require that the water towers be put back in service, which is included in the bid proposal and low bid amount. If an emergency does not arise then we do not have to pay the contractor that amount and the total cost will be lower. FISCAL IMP ACT: Budf.!et Impact Sufficient funds are set-aside in the City's Capital Improvement program to perform the reconditioning of the two water towers. The total amount of the two low bids is $997,527. The engineer's estimate was $1,035,000. The CIP estimate was $1,140,000. The Water and Sewer Utility (Operating) Fund is the source of the funding for the two towers since this is a maintenance item of existing capital equipment. ALTERNATIVES: The alternatives are as follows: 1. Approve a Resolution accepting the bids and awarding the contract for the Cleaning, Repairing, and Painting of the City's Tower Street water tower to Classic Protective Coatings, Inc. in the amount of $528,527, and the City's Crest Avenue water tower to Champion Coatings, Inc. in the amount of $469,000. 2. The Mayor and City Manager are hereby authorized to enter into the City's standard contract with Classic Protective Coatings, Inc. of Menomonie, Wisconsin in the name of the City of Prior Lake for the Cleaning, Repairing, and Painting of the Tower Street water tower in the amount of$528,527.00. 3. The Mayor and City Manager are hereby authorized to enter into the City's standard contract with Champion Coatings, Inc. of Lakeville, Minnesota in the name of the City of Prior Lake for the Cleaning, Repairing, and Painting of the Crest Avenue water tower in the amount of$469,000.00. 4. Funds for this work shall be drawn from the Water and Sewer Utility Fund in an amount not to exceed $997,527. 5. The City Manager is hereby authorized and directed to return to all bidders the deposits made with their bids once the contracts have been signed. Passed and adopted this 6th day of January 2003.
