AGENDA ITEM: PRESENTATION ON ALTERNATIVE SITES FOR POLICE STATION I CITY
HALU COMMUNITY CENTER. (David Kroos)
DISCUSSION: History: On November 18, 2002, the City Council received a proposed process
and tirneline to consider the proposal to construct a new Police Station I City Hall
/ Community Center (see attached). The City Council approved the proposed
process and tirneline which is intended to thoroughly consider the issues
surrounding this topic and afford the opportunity for public input.
On December 2, 2002, the City Council received a report frorn David Kroos of
Boarman, Kroos, Vogel Group outlining the results of the space needs analysis
originally prepared in 1993 and updated in 2002. That report identified that the
new Police Station / City Hall / Comrnunity Center would need to be constructed
between 43,000 and 48,000 square feet to meet comrnunity needs. To comply
with City ordinances and provide sufficient parking, the site for the new facility
would need to be 4 to 5.5 acres.
Current Circumstances: Accordingly, Mr. Kroos was asked to look at seven
potential sites in Prior Lake. The sites to be examined included (1) the existing
site, (2) the existing Post Office site; (3) the Priordale Mall site; (4) the C.H.
Carpenter site; (5) the old Norex site; (6) the Snell property; and (7) the Lakefront
Park site. To evaluate each site, Mr. Kroos identified 10 criteria. Attached is a
copy of the report Mr. Kroos prepared. He will provide the results of his analysis
at the January 6th meeting.
Conclusion: The City Council should hear the site analysis report and determine
how it wishes to proceed.
ISSUES:
Since the site analysis study was undertaken, other sites have been suggested.
A realtor has identified one of three sites at the intersection of CSAH 42 and
Crest Avenue (northeast quadrant). The old Shepherd of the Lake Church site
was also suggested. Finally, the three acre parcel on Tower Street next to Ponds
Edge Learning Center was proposed.
Since these sites were identified will after the study was underway, they have not
been analyzed. The City Council could request that some or all of these sites be
evaluated. The City Council could ask for additional evaluation of the sites which
were included in the analysis.

Receive the site analysis study.
Direct Mr. Kroos to conduct additional analysis as the Council deems
appropriate.
Direct that the cost cornponents of the project be aggregated and

CONSIDER APPROVAL OF REPORT REGARDING PLANNING PROCESS
AND TIMELlNE FOR CITY HALL I POLICE STATION I COMMUNITY CENTER.
History: In 1993, nine years ago, the Prior Lake City Council and staff initiated a
Cornprehensive Space Needs Analysis. That analysis was initiated because it
had become apparent to City officials that, even then, the existing facilities were
not adequate to serve the City's needs, and certainly would be insufficient to
serve a cornrnunity whose ultirnate population could be in the range of 40,000
persons.
Both because an objective study was desired, and because the necessary
expertise was not available on staff, the Boarman, Kroos, Vogel Group was
retained to conduct the Space Needs Analysis. The conclusions of that study
were that the City's existing facilities were inadequate to serve our growing City.
The Study recornrnended the construction of four facilities in the following order:
Fire Station, Maintenance Center, Public Library and City Hall I Police Station.
Since the cornpletion of that study, the comrnunity has proceeded to upgrade key
City facilities. In 1995, Fire Station No. 1 was built following a successful
referendurn. In 1997, the Maintenance Center was constructed, financed through
a cornbination of reserve funds, and the issuance of water revenue bonds. In
1999, the Library Resource Center was cornpleted through financing provided by
the 1997 Park and Library Bond Referendum.
As predicted by the 1993 Space Needs Study, and obvious to any observer, Prior
Lake continues to grow at an escalating rate. Scott County is the 12th fastest
growing county in the nation, and the fastest in the northern tier. The growth in
Prior Lake is analogous.
Current Circumstances. Recognizing that this decade old need for a new City Hall
/ Police Station is only becoming greater with time, and in response to the May
2002 direction frorn the Long-Range Planning Cornmittee to build a new City Hall /
Police Station and Community Center rneeting rooms, the staff asked the
Boarrnan, Kroos, Vogel Group to update the Space Needs analysis for2002. The
2002 Space Needs Analysis was shared with the City Council earlier this year.
Attached is a Prior Lake American article on the subject.
The revised Space Needs Analysis confirms the need for a building space of
48,000 square feet, including 20,000 square feet for City Hall, 20,000 square feet
for a Police facility, and 8,000 square feet for cornrnunity center rneeting roorns.

Conclusion: The purpose of this merno is to identify a process and timeline to be
used to exarnine the need for a City Hall I Police Station I Cornmunity Center,
identify costs, sites, funding sources, and irnpacts, and ultirnately deterrnine
whether to proceed with the construction of this project.
ISSUES:
The proposed process to exarnine the advisability of constructing a new City HOlII I
Police Station I Cornrnunity Center is set forth below. The space needs analysis
has been updated using current standards in office sizes, building costs and
project staff needs. The inforrnation contained in this analysis should be shared
with the City Council and public during the rnonth of December.
The Space Needs Analysis defines the size of the parcel needed to house the
City Hall I Police Station I Cornmunity Center, Olnd provides a thurnb nail estirnate
of project costs. The Long-Range Planning Cornrnittee identified both the need for
this new facility and specific guidelines for its location. Using these criteria and
others, Boarrnan Kroos Vogel Group is in the process of analyzing seven sites in
Prior Lake as the location for building a City Hall / Police Station I Cornrnunity
Center. When completed, this site analysis should be shared with the public and
with the City Council. I anticipate that the site analysis will be done in January
2003.
The Space Needs Analysis, coupled with the site analysis, will provide the
financial projection needed to prepare a report on the proposed method of
financing the new facility and the impact on the taxpayer. This inforrnation is
expected to be cornpleted for distribution late in January.
With the space, site and financial analysis cornplete, it would be appropriate to
spend the rnonth of February sharing this information with the public through 10 to
15 presentations to a wide variety of cornrnunity groups, the Wavelength, and
Inside City Hall. In early March, a public information hearing is proposed so the
Council can solicit input on this subject (in addition to the input which will be
received at the many public presentations). The public inforrnation rneeting is
scheduled for March 3, 2003.
Following thOlt meeting, the Council could provide direction to the stOlff to cornplete
additionOlI research. Any additional information could be cornpleted and returned
to the Council at its March 17'" meeting. The Council could then decide whether or
not to proceed with the construction of the City Hall I Police Station I Cornrnunity
Center on March 17'h or April 7'h.
It is irnportant that sufficient time be incorporated in the process to allow the pUblic
to becorne inforrned and offer input. This project timeline is intended to
accornplish these goals.
ALTERNATIVES: (1) Motion and Second to approve the proposed project process and tirneline
as recornrnended.
(2) Motion and Second to approve the proposed project process and tirneline
with arnendrnents.
(3) Take no action and provide staff with further direction.
RECOMMENDED
MOTION: As the Council deems appropriate.
