The fee schedule identifies those types of service charges and permissible license fees that may be charged on a user basis to recover city- associated costs as directed by the City Council in an effort to reduce reliance upon the property tax. The intent is that the user who benefits should pay the ultimate cost of the service provided. Current Circumstances: Attached is the proposed 2003 City of Prior Lake Official Fee Schedule that lists all license fees and service charges. Fees proposed for increase are indicated in the table below alongside their present amount: 1. 2. There are very few changes proposed in the fee schedule because we have been fairly aggressive in raising our permit and service fees the past two years as evidenced by adopting the most current UBC schedule for building permits and restructuring our recreation program fees, particularly in the area of athletic field use. EMPLOYER ALTERNATIVES RECOMMENDED MOTION: REVIEWED BY: Attachments: A park dedication fee study is presently underway but is not available at this time. Once the study is complete, a modification to the 2003 Fee Schedule may be necessary . The MCES sac charge increase of $75.00 is required by the Metropolitan Council Environmental Services. The fee helps pay the capital costs of construction of the Metropolitan sewer interceptor system. This rate has increased incrementally by $50- 75 each year for the past 15-20 years. Skate Park fees were new this summer and were established on an interim fee basis. The Parks Advisory Commission reviewed program fees during their December meeting and proposed the amounts referenced in the above table (see attached recreation dept. memo). As indicated, the non-resident fees are actually proposed to be reduced at the recommendation of the PAC. Council and Planning Commission minutes that are mailed out twice monthly are proposed to increase from an annual charge of $40.00 to $75.00 to cover the increased costs associated with postage and administration. The remaining city fees are fairly typical and fall in the range of what other cities charge according to the most recent Association of Metropolitan Cities' "Municipal License & Permit Fee Survey" conducted every two years. The following altematives are available to the City Council: 1. Adopt the 2003 City of Prior Lake Official Fee Schedule as presented. 2. Approve the 2003 City of Prior Lake Official Fee Schedule subject to specific Council amendments. 3. Delay action on the fee schedule if the Council requires additional information.
