Consider Approval of a Resolution Authorizing Safe and Sober Com-
munities Funding for the Period of Oct 1, 2010 to Sept 30, 2011.
Introduction
The Prior Lake Police Department is seeking approval to participate with
the Minnesota Department of Public Safety in a Safe & Sober grant.
Historv
The Safe & Sober Communities project is a federally funded program ad-
ministered through the Minnesota Department of Public Safety (DPS), ded-
icated to addressing issues of traffic safety through highly publicized over-
time enforcement campaigns. The key objectives of these campaigns are
to reduce impaired driving and speeding, the traffic accidents that result
because of those violations, and to increase seat belt usage in our com-
munities. The Safe & Sober project consists of five overtime waves of en-
forcement and public education at peak driving times of the year -
Thanksgiving, Christmas, Memorial Day, the 4th of July, and Labor Day.
Current Circumstances
This year's grant application will once again include all the law enforcement
agencies in Scott County. Through the use of the grant funding, the de-
partments will be able to participate in the campaigns while maintaining
regular patrol functions. Officers will be paid to work extra shifts at their
respective overtime rate through the grant.
The Shakopee Police Department is the lead agency for administering this
grant and the Shakopee Chief of Police, Jeff Tate, is designated as the fis-
cal agent and administrator for the grant.
The grant provides funding for the officer's overtime. The City's contribu-
tion includes clerical and administrative support, as well as the use of de-
partment equipment - squad cars, computers, etc. Additional contributions
would be any associated prosecution costs, including court time for officers.
1. Approve a resolution authorizing participation in the Safe & Sober
Communities project for the period October 1, 2010 through September
30,2011.

A RESOLUTION AUTHORIZING EXECUTION OF A GRANT AGREEMENT WITH THE
MINNESOTA DEPARTMENT OF PUBLIC SAFETY FOR THE SAFE & SOBER
COMMUNITIES PROJECT

WHEREAS, the City of Prior Lake desires to guard the safety of the citizens by improving
traffic safety and participating in the Safe & Sober Communities grant program:
and
WHEREAS, under the provisions of the Highway Safety CT (P. L. 89-563), the Minnesota
Department of Public Safety has received federal funding to promote traffic
safety: and
WHEREAS, a partnership with all the law enforcement agencies in Scott County has been
formed to jointly address traffic safety using federal funding: and
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Manager is hereby authorized to enter into a grant agreement with the Minnesota
Department of Public Safety for the project entitled Safe & Sober Communities during the
period October 1, 2010 through September 30, 2011.
3. The City Manager is hereby authorized to execute such agreements as are necessary to
implement the project on behalf of the Prior Lake Police Department.
4. Shakopee Chief of Police Dan Hughes is hereby authorized to be the fiscal agent and to
administer the Safe & Sober Communities grant.
