CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING A PUBLIC
HEARING TO AMEND RESOLUTION 00-119 ESTABLISHING AN
ECONOMIC DEVELOPMENT AUTHORITY IN THE CITY
Introduction
The City Council has determined that it desires to change the composition
of the Prior Lake Economic Development Authority.
Historv
The Enabling Resolution that created the Economic Development Authority
("EDA") establishes its membership at five (5). Currently the five (5) City
Council members serve as the EDA Commissioners.
Current Circumstances
The City Council desires to change the composition of the EDA to provide
for: two (2) Council members to serve as EDA Commissioners and for the
City Council to appoint three (3) members to the EDA from among the
residents and business owners in the City. Minnesota Statute Section
469.094 provides:
All modifications to the enabling resolution must be by written
resolution and must be adopted after notice is given and a public
hearing conducted as required for the original adoption of the
enabling resolution.
The City Staff is requesting authorization to publish notice that a public
hearing ( attached) will be held to amend the Enabling Resolution of the
EDA to provide for a five (5) member EDA Commission comprised of: two
(2) members appointed from the City Council and three (3) members
appointed from residents or business owners in the City.
Conclusion
The council should determine if they wish to proceed to revise the
composition of the EDA.
The City Council has added twelve new objectives to the 2030 Vision and
Strategic plan relating to economic development. In a recent work session
the Council seemed to be of the opinion that an EDA composed of two
Council members and three citizens would be most capable of promoting
economic development in the community. Consequently, the staff has
prepared a hearing notice so that the Enabling Resolution changing the

EDA composition can be approved following public input at a public
hearing.
FINANCIAL
IMPACT:
The financial impact is mitigated by the fact that there would continue to be
five EDA members although they may decide to meet more often annually
to achieve the City Council's objectives. We will also be recommending
that the per diem for EDA members be the same as received by the City
Council which is $50, rather than the currently provided $75.
ALTERNATIVES:
1. Authorize publication of the public hearing notice as part of the consent
agenda.
2. Remove the item from the consent agenda for additional discussion.

NOTICE OF PUBLIC HEARING
Notice is hereby given that the Prior Lake City Council will be conducting a public hearing on Tuesday,
September 7, 2010, commencing at 6 p.m. or as soon as possible thereafter in the City Council
Chambers of the Prior Lake City Hall at 4646 Dakota Street.
The purpose of the public hearing is to solicit resident input regarding a proposal to amend the enabling
resolution of the Prior Lake Economic Development Authority #00-119.
As presently constituted, the Prior Lake Economic Development Authority is composed of five members
all of whom are current Prior Lake City Council members.
The proposal is to revise the composition of the Prior Lake Economic Development Authority to include
five persons, two of whom are City Council members and three of whom are residents or business
persons in Prior Lake who are at least eighteen (18) years old.
Minnesota Statutes Section 469.094 provides:
