CONSIDER APPROVAL OF A LETTER WITH RECOMMENDATIONS REGARDING
THE SCOTT COUNTY HIGHWAY DEPARTMENT DRAFT 2004.2008 CAPITAL
IMPROVEMENT PROGRAM
The purpose of this agenda item is to request the City Council approve a letter with
recommendations regarding the Scott County Highway Department (SCHD) Draft 2004-
2008 Capital Improvement Program (CIP). A letter, map, and Draft 2004 - 2008 SCHD
CIP received from the County is attached for your information. This is the final chance to
offer comments in the County process of adopting a 2004 - 2008 SCHD CIP.
The attached Draft 2004 - 2008 SCHD CIP includes many projects that are in or affect
Prior Lake listed as follows. This year the County has also included a list of significant
Transportation Studies that have been initiated or are being proposed. Both the
Improvement Projects and Studies are marked with a check on the attachments.
Improvement Projects:
. CH 21 from CH 27 to Dakota County line in 2004
. CH 82 from CH 21 to CH 83 in 2004
. CH 44 from Prior Lake to CH 27 in 2004
. CH 42 between Boone & Louisiana (TH 13 area) in 2005
. CH 12 from State TH 13 to CH 17 in 2006
. CH 44/TH 13/Main Ave. intersection in 2006
. CH 21 from CH 42 to CH 16 in 2007
. CH 21 corridor improvements from CH 82 to CH 87
Transportation Studies:
. CH 21 EIS from CH 42 to CH 18/ TH 169
. CH 21 Highway design & ROW needs from CH 87 to CH 82
As you are aware, City Staff is working on many of these projects with County Staff and
consultants at the present time. You may remember that we sent a letter to the County
in June 2003 with comments regarding the proposed 2004 - 2008 Draft CIP. The letter
identified the City's funding concerns and requested moving some of the projects back a
year. In response to our request, the County has moved many of the projects to
accommodate the City's funding concerns.
Staff will provide an oral overview of the projects and their status at the Council meeting.
After City Council discussion on the proposed SCHD CIP, Council should direct staff to

make changes, if needed, to the attached letter, which summarizes the City's concerns
identified by staff, and direct staff to send the letter.
FISCAL IMPACT: Budaet Impact
The County is considering over $50 million in improvements to roads identified in the
proposed 2004 - 2008 just affecting the City of Prior Lake. The City's share of these
improvements listed is about $10 million; including many utility improvements, which
have been identified in the City's CIP. The City's funding for the road portion of the
County projects is coming mainly from the Municipal State Aid funds and the City's
Collector Street fund. The projects are economically feasible, but will take a huge bite
out of these fund balances.
Please remember that the estimates done at this time are only ballpark figures and could
change significantly as the design of the projects take shape and better estimates are
completed.

The alternatives are as follows:
1. Approve the attached letter with comments regarding the Scott County Highway
Department Draft 2004 - 2008 Capital Improvement Plan as presented or with
modifications.
2. Table or deny this agenda item for a specific reason.

Dear Mr. IIkka:
Thank you for the opportunity to add our input to the Scott County Highway Department planning
efforts. At the October 20 City Council meeting, the SCHD Draft 2004 - 2008 CIP was discussed and
the following comments are submitted.
. We appreciate your cooperation in accommodating the City's funding concerns previously
identified. We will continue to work closely with the County Staff on all of the County projects
identified within Prior Lake.
· The corridor improvement projects on CH 21 identified in 2008, including the CH 21/TH
13/Main Avenue intersection, will have a significant impact to Prior Lake, and need to be
studied closely and cooperatively with the City prior to implementation of major improvements.
· We will continue to work with your staff on the City funding alternatives for the CH 82
project.
In summary the City of Prior Lake supports the County efforts in improving the highways in the County
as identified in the Draft 2004 - 2008 CIP. If you have any questions regarding these matters, please

Dear Mr. Osmundson:
Enclosed is the Draft Scott County 2004-2008 Highway Capital Improvement Program (CIP) which was
recently discussed with the County Board in a workshop session. Please review the draft and provide any
comments to us by November 1st. The final CIP will be presented to the County Board for consideration
and approval at a Board meeting in early December. Included with this packet is a listing of all
community requests and a spreadsheet of staff recommendations that were presented to the Board.
Also enclosed is a list of transportation study needs, and a transportation studies information sheet. We
would appreciate your review and comments on these study needs as well.
As a reminder, the unspecified category of projects, approximately $1 million per year, was established to
provide flexibility in the program due to the growth we are experiencing. It is a significant portion of the
CIP but has allowed the County to respond to projects and developments that impact County Highways.
To date, in cooperation with the cities in Scott County, we have obligated all of these funds to projects.

Scott County
Transportation Studies
In an effort to be proactive in response to the dramatic growth and development that the County
is experiencing, the Transportation Plan component of the County 2020 Comprehensive Plan
Update contains a number of Transportation Planning policies and goals. Some of the most
important include:
~ Promote the development of a comprehensive roadway system.
~ Preserve highway rights-of-way.
~ Preserve and improve the functional capacity of all highways within the system.
~ Address existing and future transportation issues and traffic needs.
In order to meet these goals and policies, Scott County has identified numerous transportation
studies that need to be completed. A full listing of these studies is attached. All of these studies
will need to be completed in partnership with other agencies, including cities, townships,
MnDOT, and developers. Scott County has 10 studies in progress, and has identified a need for
11 additional studies. These study needs were developed consistent with issues identified in the
Transportation Plan and in cooperation with City Engineers. Due to resource constraints these
study needs will require prioritization. The criteria we have used so far to identify and prioritize
these studies are as follows:
~ Safety
~ Land Development Opportunity
~ Funding Opportunities and Partnerships
~ Continuity and Development of an Efficient System
~ Traffic Growth and Volume
~ Level of Service / Congestion
