CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING
FA<;:ADE IMPROVEMENT ASSISTANCE FOR THE HAIR
MATE AND KAPANN REALTY BUILDING.
DISCUSSION:
Historv: In 2002, the City Council authorized the use of up to
$150,000 from Downtown TIP account finds to fund a fayade
improvement program for the area covered by the Downtown zoning
district. Staff has worked with several Downtown businesses to
implement the fayade improvement program. Recently, two
Downtown businesses applied for these funds as they began work on
their respective projects. Little Lakers has been approved for $33,000
and Speiker and Company $25,000. The balance remaining in the
fayade improvement account is $92,000. Since then, staff has received
an application from Harry and Gina Tupy for fayade improvement
funds to assist in the renovation of the Hair Mate building and the
Kapaun Realty building on Main Avenue.
Current Circumstances: Mr. Tupy has submitted plans for the
renovation. The improvements include placing brick on the lower
portion of the Kapaun building and standing seam metal on the upper
portion that will match the green metal on the commercial portion of
Lakefront Plaza. The upper portion of the Hair Mate building will also
receive the standing seam metal treatment. Mr. Tupy's application
contained a cost estimate of $9,792.50 for the work. Consequently, the
maximum amount that can be reimbursed under the current policy is
$4,896.25.
The 2020 Vision and Strategic Plan contains a Vision Element called
Downtown Redevelopment. The second item in this element is
"hnplement partnering program with Downtown businesses to
facilitate building fayade improvements." The Tactical Action Plan for
2002 to 2005 has two components directly related to this element. One
is to "Identify businesses for fayade improvement" and the other is to
"Work with identified businesses to complete fayade improvements."
The requested action in this case is directly related to, and in support
of, these elements.

Issues: The primary issue here is whether the City Council wishes to
provide the requested assistance. As noted above, both projects appear
to be consistent with the 2020 Vision and Strategic Plan and comply
with design guidelines for the Downtown. Staff has requested more
detailed drawings. The Council should decide whether the information
presented is adequate for the purpose of authorizing the expenditure of
fayade improvement funds.
The two buildings are comparatively small. The Council should
determine if the buildings are the type that should be preserved since
the facade improvements will extend the useful life of each. The
Council may also wish to address the question of signage. Both
buildings possess internally illuminated signs which are not permitted
under the present ordinance. The Tupys are reluctant to replace the
signs since they continue to achieve their intended purpose and
represent an investment to the building owner. Would the Council like
to extend the fayade improvement assistance to replace the signs?
This could be offered as a suggestion to the building owner or as a
precondition to receiving the fayade improvement funds. We have not
had the opportunity to broach this subject with the property owners.
Conclusion: Staff has concluded the project for which assistance has
been requested appears meet the applicable criteria and recommends
approval of the requested funding levels.
The City Council has the following alternatives:
I. Approve the funding assistance as requested.
2. Approve a level of funding assistance different than the level
requested.
3. Deny the requests for funding assistance.
4. Continue this case to a date certain.

RESOLUTION OF THE PRIOR LAKE CITY COUNCIL
MOTION BY:

WHEREAS: On June 17th, 2002, the City Council adopted resolution 02-99 establishing
a matching grant program to encourage Downtown building fa<;:ade improvements and
providing funds for the program, and
WHEREAS: The City Council has determined there is a need for a program of
incentives to encourage businesses in the Downtown area of the City to renovate building
facades, and
WHEREAS: The City Council has determined such a program is in the public interest
and serves a public purpose by encouraging the revitalization of the Down town
commercial area, and
WHEREAS: The City Council has adopted design guidelines for Downtown
development in the City's zoning ordinance, and
WHEREAS: Projects to be funded with the grant funds must be consistent with the
design guidelines, and
WHEREAS: Harry and Gina Tupy have applied for a grant not to exceed $5,000 and
have submitted plans to the City for their improvements, and
WHEREAS: The City has reviewed the plans for the improvement and has found them
to be in compliance with the design guidelines in the City's zoning ordinance and
consistent with, and supportive of the applicable sections of the City's 2020 Vision and
Strategic Plan, and
WHEREAS: There are adequate funds available to fund the application.
THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PRIOR LAKE, MINNESOTA,
1. The recitals set forth above are incorporated herein.
2. The grant amount of up to $5,000 for Harry and Gina Tupy is hereby approved for
the properties at 16203 and 16197 Main Avenue.
3. The grant amount is to be paid in an amount up to 50% of demonstrated costs
related directly to fa<;:ade construction. In any case, the amount paid to the
applicant shall not exceed the amount listed in 2. above. The City shall reimburse

the applicant for actual costs incurred as demonstrated by paid invoices, cancelled
checks, lien wavers or such other evidence of payment of eligible costs as the City
in its sole discretion may require.
