CONSIDER APPROVAL OF A RESOLUTION APPOINTING INDIVIDUALS TO
FILL VACANCIES ON THE PLANNING COMMISSION AND LAKE ADVISORY
COMMITTEE.
Historv:. Annualiy on October 31", the City reviews the terms and terrn limits of its
advisory committee rnembers. This year, certain members of the Lake Advisory
Committee and Planning Commission have either reached their term limit or the
end of their present term. The City Council bylaws provide that the City will
advertise the openings, conduct interviews and make recommendations to the
City Council.
Current Circumstances: For the Planning Commission, Commissioners Stamson,
Vaughn and Atwood have expiring terms. They have not reached their term limits
and are eligible for reappointment. Commissioner Bili Criego is not eligible for
reappointment. because he has only two years remaining on his term limit and
therefore cannot serve a three year terrn. As a result, there are four vacancies on
the Planning Comrnission.
For the Lake Advisory Committee. there are two vacancies. Chair Braddy and
Committee member Gengler have not reached their term limits, but due to other
commitrnents do not wish to be reappointed.
Ads were placed in the Prior Lake American, on the web page, and on cable
channel 15. We received five applications for Planning Commission, and three
applications for Lake Advisory Committee. Interviews of the applicants were
conducted on October 14th and 15th. Lake Advisory Committee interviews were
conducted by Councilmember LeMair as liaison to that group. staff liaison and
City Engineer Sue McDermott, and me. Interviews for the Planning Commission
vacancies were conducted by Council liaison Zieska, Jane Kansier and me.
Conclusion: All eight interviews revealed that we had very qualified candidates. It
is the interview cornmittee's recommendation that the foliowing persons be
appointed to the Planninq Commission: Anthony Stamson, Vaughn Lemke,
Margi Atwood, and Paul Perez. Each of these individuals has been a long-
standing community resident and has demonstrated an interest in serving their
community.
In the case of the Lake Advisory Comrnittee, the interview committee
recommends the appointments of Donna Mankowski, and Marv Mirsch. Both
have a long-standing history of participation in lake issues.

The attached resolution sets forth the terms to which each candidate is to be
appointed together with their term limit and other relevant information.
ALTERNATIVES 1. Adopt the attached resolution filling in the names for appointment to
each body as recommended.
2. Take no action and direct staff accordingly.

WHEREAS, terms and term limits have expired for certain members of the Planning Commission and
Lake Advisory Committee; and
WHEREAS, applications have been solicited and interviews conducted; and
WHEREAS, recommendations for appointment have been made and considered by the City Council in
accordance with bylaws of the respective bodies.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA that:
1. The recitals set forth above are incorporated herein.

Over the las! twelve-plus years, I've had the opportunity to manage people, processes,
and projects. Included in these management positions comes the task of making
decisions. The Planning Commission position function is heavily tied to making
decisions based on many variables. Although many of my experiences are no! directly
tied to the subject matter handled by the Planning Commission, I believe this can be
easily leamed, whereas effective decision making skills cannot be. One principle I have
leamed in my years of management is that every decision has the potential to affect other
areas, sometimes detrimentally. That is why big picture thinking is required, otherwise
stated, "If you have plan, all decisions made should suppoli this plan. If it does not
support your plan, then your decision is easy." I have also come to the realization that
whenever decisions are made not everyone will be happy.
What skills do you possess which will be beneficial in serving on this advisory body?
Obviously decision-making skills are a must-have attribute. When making any decision,
you have to look at all the variables involved; you have to ask good questions and look
the impact of each and every decision. In my position as Team Relations Manager one of
the duties was to investigate grievances. We had to gather all the information from
multiple sources, including face-to-face interviews, and make decisions based on
corporate policies and past practice and with the good of the company involved while
minimizing the risk of liabilities. You cannot be afraid to make a decision as long as you
have all the facts and stay within the "plan." It is when we get away from the plan that
we get in trouble
This position requires someone who is detailed oriented, has integtity, and high ethical
standards. I feel I have these skills and attributes and have demonstrated this.

Having been in Prior Lake for about eight years, my interest is in serving my community;
ifI am going to live here, why wouldn't I want to be an active participant? This is just
one of many ways (see resume for other examples of community participation). I feel I
have the skills and background to successfully complete the duties of this position at a
high level.

I have been a full time Realtor for Edina Realty in Prior Lake for 12 years. Prior to that, I worked in
the Accounting and Personnel Management fields for 17 years. I do not have a current resume at this
time. I have a 2 year degree in Accounting and Business Management. My volunteer experience
includes 14 years as a Board Member and Past President of the Prior Lake Association. I have served
on many committees with the Prior Lake Spring Lake Watershed District including the Lake Friendly
program. In addition I have been a past President of the American Business Women's Association, Vice
President of the Mitchell Pond Home Owners Association, and a Foster Mom and volunteer for Adopt A
Husky. t am also very involved in adult recreation sports in Prior Lake.

I have lived in Prior Lake since 1987.11 got involved in the Prior Lake Association when I realized that there
were many things that could be accomplished if we worked together to improve our lake. Water quality
and safety are very important issues to me. As President of the PLA I testified to the MN EP A with the
Prior Lake/Spring Lake Watershed gr4>up when they went for the Clean Lakes Water Grant back in the mid
90's. We were successful in receiving that grant. That grant has given the Watershed District funds to
accomplish many things that have improved the water quality on both Spring and Prior Lakes. By serving
on the Lake Advisory Committee I c04Jld continue my involvement in improving the lake to make sure it
stays the beautiful natural resource ~hat it is.
