HomeMy WebLinkAbout5B Election Judge Appointments4646 Dakota Street SE Prior Lake, MN 55372 CITY COUNCIL AGENDA REPORT MEETING DATE: OCTOBER 4, 2010 AGENDA #: 5B PREPARED BY: JANET RINGBERG, ACCOUNTING CLERK PRESENTER: FRANK BOYLES, CITY MANAGER AGENDA ITEM: CONSIDER APPROVAL OF ELECTION JUDGE APPOINTMENTS FOR NOVEMBER 2, 2010 GENERAL ELECTION DISCUSSION: Introduction The purpose of this agenda item is to consider approval of election judge appointments for the general election which will be held on Tuesday, November 2, 2010. HiStOrY At its July 19, 2010 meeting the city council considered appointment of judges for both the primary and general elections. An individual addressed the Council during the Forum questioning whether the city was following the statutorily prescribed process for selecting election judges. That evening the Council approved selection of judges for the primary election only, with the understanding that our process would be examined and a proposal for election judge selection for the general election would be on a subsequent agenda. This agenda -item would appoint judges to serve at this year's general election. Current Circumstances The general election scheduled on November 2, 2010 is being held for the purpose of electing candidates for the following offices: Federal United States Representative State Governor Secretary of State Attorney General State Senator State Auditor State Representative County County Sheriff County Attorney Soil & Water Conservation District Supervisor http:/lfinance1lteams(am/October 4 2010/October 4, 2010(2010 General Election Judge Appointment Agenda {2},doc Judicial District Court Judges City of Prior Lake Two Council Members School District Four School Board Members As part of the election process, the City Council must authorize the appointment of election judges to conduct election day activities. The polling places for the eight (8) voting precincts are located as follows, along with their current registered voter count: Precinct Location Registered Voters #1 Prior Lake City Hall 1,693 4646 Dakota Street SE #2 St Paul's Lutheran Church 1,262 5634 Luther Road SE #3 Prior Lake Baptist Church 2,331 5690 Credit River Road SE #4 Friendship Church 2,212 17741 Fairlawn Avenue #5 Fire Station #2 1,974 3906 Station Place NW #6A Holy Cross Church 1,523 14085 Pike Lake Trail NE #6B Living Hope Lutheran Church 1,254 8600 Horizon Drive, Shakopee #7 Shepherd of the Lake Lutheran Church 1,590 13760 McKenna Road NW Total Register Voter Count 13,839 Conclusion The polls shall be open from 7:00 A.M. to 8:00 P.M. Included with this agenda report is a listing of all judges and the precincts they have been assigned to. Judges with the symbol ©next to their name indicates they are a chair for their precinct. The judges will report to their assigned precinct location one hour prior to the poll opening for set-up preparation. ISSUES Twenty-six letters and applications were sent out to all names on the lists of people interested in being an election judge that we received from Scott County that still required training. We received back four applications, all of whom attended the required training on September 22, 2010. There was no additional training .offered for head judges. The City has historically required previous experience for head judges. For this general election we will have ten new judges and thirty- eight judges with previous experience in Prior Lake. In addition, four individuals are available as alternates in the event of cancellation by those individuals assigned to specific precincts. Per State Statute each precinct must be represented by both parties. As indicated by the attached list of judges, precincts with an even number of judges have an even split between parties. Precincts with an odd number of judges are split as evenly as possible. http:(/finance1fteams/am/October 4 2016(October 4, 2010!2010 General Election Judge Appointment Agenda {2).doc 2 In the event of cancellation, the City may reassign a judge to a different precinct in order to maintain party representation. FINANCIAL Judges are paid $8.50 per hour as approved within this year's operating IMPACT: budget. For a smaller election (non-presidential) we usually have forty-four judges at an approximate cost of $6,647.00. Due to additional interest in participating in the election process as a judge, the City has assigned the four additional individuals to specific precincts. The estimated cost for having four additional judges is approximately $578.00. ALTERNATIVES: 1. Approve the attached list of election judges by precinct. 2. Table this item for a specific reason.
