STAFF AGENDA REPORT MEETING DATE AGENDA #: PREPARED BY: AGENDA ITEM: JANUARY 8, 2001 9C RALPH TESCHNER, FINANCE DIRECTOR CONSIDER APPROVAL OF 2001 CITY OF PRIOR LAKE OFFICIAL FEE SCHEDULE DISCUSSION: Introduction: The purpose of this agenda item is to consider approval of the 2001 City of Prior Lake Official Fee Schedule. Current Circumstances: Attached is the proposed 2001 City of Prior Lake Official Fee Schedule that lists all license fees and service charges. Fees proposed for increase are indicated in bold alongside their present amount. Those proposed fee changes are summarized and identified below: Fee Description 2000 Amount 2001 Amount 1. GIS cd format N/A $200.00 CD As the City Council is aware, a stormwater trunk acreage charge fee study has just been completed. The new fees as proposed by the study have been incorporated into the 2001 fee schedule. @ During the past year, the City Council adopted a no phosphorous ordinance that requires commercial applicators to be licensed by the city. The fertilizer license fee is proposed to be $50.00. <ID The 1997 UBC code is the most recent available building code update. While the City of Prior Lake adopted the 1997 UBC for building code purposes in 1999, the Council at that time chose to retain the 1994 UBC fee schedule. In surveying our neighboring communities, the cities of Bumsville, Lakeville, Savage, and Shakopee as well as Scott County all use the 1997 UBC fee 16200 Eagle Creek Ave. S.E., Prior Lake, Minnesota 55372-1714 / Ph. As a result, building contractors are already familiar with the 1997 UBC fee schedule. Adopting the 1997 UBC Code would generate an approximate 12% increase in building permit revenue (see attached table - the percentage increase has been penciled into the 1 sl column). This revenue adjustment has been incorporated into our projected building permit revenues within the 2001 Operating Budget. @ Presently the City requires, by ordinance, a right of way permit for any work i.e., electric, gas, telephone, cable etc. that is performed in city right of way. But no prior fee had been established for this permit. Engineering staff recommends that the right of way permit fee be established at $250.00. @ The MCES sac charge increase of $50.00 is required by the Metropolitan Council Environmental Services. The fee helps pay the capital costs of construction of the Metropolitan sewer interceptor system. This rate has increased by $50.00 each year for the past 10- 15 years. @ Now that the City has begun the development of a geographical information system (GIS) that implements both city and county data, we anticipate requests from the public for this information in the form of a compact disc. The proposed charge for a GIS cd format is $200.00. This year's proposed 2001 fee schedule is more comprehensive in that for the first time contain numerous Recreation charges that are presently being charged but have not previously been listed within the official fee schedule. In some cases the fees charged recognize the contributions made by specific organizations to the park system. The remaining city fees are fairly typical and fall in the range of what other cities charge according to the most recent Association of Metropolitan Cities' "Municipal License & Permit Fee Survey" conducted every two years. The following alternatives are available to the City Council: 1. Adopt the 2001 City of Prior Lake Official Fee Schedule as presented. 2. Approve the 2001 City of Prior Lake Official Fee Schedule subject to specific Council amendments. 3. Delay action on the fee schedule if the Council requires additional information. Parks and Recreation has numerous fees that it charges for services provided to the public. The fees for 2001 have not changed, however the detail listed on the fee schedule has. For 2001, the fee schedule details all of the individual rental categories by group and rates, along with listing groups we do not charge for facilities. Rationale for no charges to groups includes: . Financial contribution to park projects and improvements. . Youth-sponsored activities involving more than 50% of Prior Lake residents. . Park adoptions through our Adopt-A-Park program. . Routine maintenance that is not beyond the hours or scope of regular park maintenance duties. The fees charged are consistent with surrounding communities with similar facilities. Please refer to the attached list to be included in the 200 I fee schedule.
