AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE
ACQUISITION OF ENTRY MONUMENTS FOR FOUR COMMUNITY PARKS.
DISCUSSION: Historv: The City has previously acquired and erected entry monuments at key
intersections entering the City. The monuments emphasize our lake-based
community and feature the City logo.
ISSUES:
Prior Lake citizens have recently invested considerable resources in the
development of the following community parks:
· VFW Memorial Park
· Lions Sand Pointe Beach Park
· The Ponds Park
· Thomas Ryan Memorial Park
· Lakefront Park
A monument has already been received for Lakefront Park in conjunction with
this recent improvements to this park. This agenda item proposes to complete
the acquisition of monuments for the four remaining community parks from the
Capital Park Fund.
Current Circumstances: When we started the entry monument program, a
considerable amount of time was spent designing the monument and evaluating
sizes and materials. The monument selected by the Council embodies (1) a
lake/recreational theme; (2) identifies the community through its logo; (3) is
permanent; and (4) requires no on-going maintenance expense.
I recommend that we order a remaining five monuments (two for The Ponds, one
at each entrance, and one for each of the other parks) to complete the remaining
community parks. The cost of each monument was $4502.82. By ordering the
monuments together, the cost each is $3963.93.
Our community has invested millions in community parks improvements. We
have also named numerous of our parks to recognize the unselfish contributions
of Prior Lake veterans, living and deceased, and community organizations such
as the Lions and VFW. It is fitting, therefore, that the community invest in
permanent monument markers for these parks which will adequately memorialize
these contributions.

The monuments, in addition to being permanent, are composed of natural
materials, are maintenance free, and contribute to our on-going community
identity efforts.
FISCAL IMPACT: The "retail cost" of the monuments is $4502.82. By ordering five at once, the cost
is reduced to $3963.93 per monument or a total cost of $19,819.65. Installation
will be accomplished through a combination of private contract and force labor.
Installation costs will be drawn from the 2001 budget. Funds for purchase of the
monuments should be drawn from the Capital Park Fund.
ALTERNATIVES: (1) Adopt a Resolution authorizing the acquisition of maintenance-free
permanent monuments to identify four community parks.
(2) Take no action.

A RESOLUTION AUTHORIZING THE ACQUISITION OF
FIVE COMMUNITY PARK ENTRY MONUMENTS

WHEREAS, the taxpayers of Prior Lake have made a considerable investment in improving community
parks; and
WHEREAS, the City Council desires to acquire entry monuments for the City's five Gommunity parks
which are natural, permanent, promote community identity and do not require on-going
maintenance expense; and
WHEREAS, the installation of entry monuments is desirable to appropriately acknowledge the names
of each park and memorialize the contributions of area civic groups and armed forces
personnel; and
WHEREAS, the cost for acquiring the entry monuments is less expensive by purchasing all five
together.
Now THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA that:
1. The recitals set forth above are incorporated in their entirety as if fully set forth herein.
2. The acquisition of five community park entry monuments from Little Falls Granite Works for the
following parks is hereby approved at a cost not to exceed $19,819.65: The Ponds (2), Thomas
Ryan Memorial Park, Lions Sand Pointe Park, VFW Memorial Park.
3. Funds for this purchase are hereby allocated from the Capital Park Fund.
