CITY COUNCIL AGENDA REPORT
JANUARY 22, 2001
4F
DOUG HARTMAN, PUBLIC WORKS SUPERVISOR
CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE
EXECUTION OF THE 2001 JOINT POWERS AGREEMENT (JPA) FOR
TRAFFIC MARKINGS, STREET SWEEPING, CRACK SEALING, AND
SEAL COATING.
HISTORY
Many south suburban communities have been participating in the above
referenced JPA in past years. Prior Lake participated for the first time in
1995. This arrangement has streamlined the process of contracting for
these street maintenance services through the sealed bid process. By
combining the quantities of each community, contractors have been able
to discount the unit bid price which has a net effect of lower prices for all
participating communities. The language of the agreement is identical to
last year's. A copy of the agreement is attached for your review.
Since 1997 the prices for these services has remained stable. A
summary of the bid prices since 1997 is included in the following table.
1997 1998 1999 2000
Traffic Marking Street $12.45/9al $12.45/9al $12.00/9al $12.50/9al
Symbols $75.00/9al $75.00/9al $85.00/9al $90.00/9al
Parking Lots $80.00/9al $80.00/9al $80.00/9al $90.00/9al
Sweeping $59.00/hr $58.00/hr $61.00/hr $63.00/hr
Crack Sealing $0.2146/lf $0.2210/lf $0.2268/lf $0.234/lf
Seal Coating $0.39/sy $0.452/sy $0.452/sy $O.477/sy
The City of Burnsville administers this program and charges a sliding
scale fee of 1 % - 2% for this service based on dollar volume of work.
Based on our 1999 experience ($40,000 for seal coating, $10,000 for
crack sealing, $10,000 for traffic marking) this fee amounted to $901 for
the City of Prior Lake. We have not yet received an invoice for the year
2000.
For the year 2001 Street Maintenance Budget (43100) we have $72,000
budgeted for a combination of seal coating, striping, crack sealing, and
possibly sweeping. The fees are expected to be $1080 for 2001. This
amount has been budgeted.

ISSUES
This Joint Powers Agreement is cost effective for City taxpayers. This JPA
will continue to streamline our contracting for these services and will result
in a cost savings. The state legislature places a high priority on cities
combining their talents to accomplish day to day responsibilities. This is
an excellent example of this practice.
