AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE PURCHASE
OF TWO (2) 2001 FORD CROWN VICTORIA SQUAD CARS THROUGH THE
STATE COOPERATIVE PURCHASING PROGRAM.
DISCUSSION: Historv: The Police Department requests the Council's approval to order squad
cars that have been approved and adopted in the 2001 Budget. Each year, with
the purchase of new squads, the Police Department rotates two of its older
models to other City departments; i.e. Building Inspections and the Fire
Department, thus getting extended use from the vehicles. Two older vehicles are
then disposed of.
ISSUES:
As with most metropolitan area communities, the City purchases these vehicles
through a State Cooperative Purchasing Contract. Under this arrangement, the
State prepares specifications, which reflect the needs of the metropolitan police
agencies, and solicits bids. Once the bid is awarded, the participating cities
purchase their vehicles using the State bid pricing. Again this year, Superior Ford
has received the government bid for the Crown Victoria Police Interceptor
vehicles. These specially designed police cars are manufactured once a year
with a normal deadline for ordering occurring in late February.
The full-sized Crown Victoria has proven to be well suited to policing needs. It is
large enough in the driver's area and trunk to allow for the installation and
storage of the various equipment needed on the street. The vehicle also allows
for the installation of our mobile computer terminals and weapons.
Some years ago, we experimented with keeping squad cars for a longer time
period (10-24 months). Our findings were that vehicle dependability and cost
were greatly impacted. We have therefore developed a regular schedule of
replacement for squads. The traded-in vehicles are then used by other
departments whose usage is substantially less strenuous. After the cost
effectiveness and reliability of the twice used vehicles have been exhausted, they
are traded or sold.
FISCAL IMPACT: The new Crown Victoria Police Interceptors for 2001 are $21,253.00 each, for a
total of $42,506.00, an increase of $359.00 per vehicle from last year. The
Department budget contains $45,000 for the purchase of the two vehicles.

ALTERNATIVES: (1) Adopt Resolution 01-XX authorizing the purchase of two 2001 Ford Crown
Victoria Police Interceptors using the State Cooperative bid.
(2) Reject Resolution 01-XX and direct staff accordingly.

WHEREAS, the police budget for 2001 provides for the acquisition of two replacement police squads;
and
WHEREAS, bids have been solicited and received by the State of Minnesota Cooperative Purchasing
Program for full-sized 2001 Ford Crown Victoria squad cars; and
WHEREAS, because of production decisions by automotive manufactures, it is essential that the City
place its order for squad cars now.
Now THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA that it
hereby awards bid to Superior Ford in accordance with the State of Minnesota Cooperative Purchasing
Contract and directs the staff to place an order for the purchase of two 2001 Ford Crown Victoria
squad cars in an amount not to exceed $42,506.00.
