HomeMy WebLinkAbout9A - Amend Muni State Aid Stree CITY COUNCIL AGENDA REPORT MEETING DATE: AGENDA # PREP ARED BY: AGENDA ITEM: February 20, 2001 9A BUD OSMUNDSON, PUBLIC WORKS DIRECTOR CONSIDER APPROVAL OF A RESOLUTION MODIFYING THE CITY'S MUNICIPAL STATE AID STREET SYTEM DISCUSSION: Historv The city is provided funding by the state from state gas taxes to construct and maintain the city Municipal State Aid Street (MSAS) system. The city has a list of streets designated to be its Municipal State Aid System. The purpose of this item is to designate additional streets to be on the MSA system and to remove some streets from the MSA system. The MSA funding is allocated to cities based on a formula which takes into consideration a city's population and what are called "needs". These "needs" essentially are the cost to construct or reconstruct the city's MSA system from its current condition up to a "like new" condition. In addition, the mileage added each year to the overall city street system due to growth allows each city to add to its MSA system. Due to increased mileage in new subdivisions in the past number of years, we can presently add about 1.3 miles to the city's MSA system. Presently Prior Lake receives an annual "construction" allocation of approximately $360,000, and about $100,000 in its "maintenance" allocation. The construction allocation can only be used on the construction or reconstruction of the MSA system, and the maintenance allocation is directed into the general fund for the maintenance of the MSA system. ISSUES: The attached drawing shows the recommended additions and deletions to the city's MSA system which are also summarized as follows: Additions: 1. 2. 3. 4. 5. 6. "McKenna Road" from CSAH 42 to CSAH 82 2. Raspberry Ridge from above to CSAH 21 7920 ft. (1.5 miles) 1000 ft. (0 .19 miles) Some of these additions to the MSA system, such as the Ring Road, McKennna, and Main Street, will allow the city to use MSA funds to construct streets identified in the Capital Improvement Program in the next few years. The addition of Fountain Hills Drive and old McKennna south of CSAH 42 may be constructed in the next few years as these properties develop and will be oversized streets in commercial areas. The deletions are being recommended due to the terrain of the Jeffers property, which will not require collector type, wider streets and due to the development of the Wensmann First Addition on the south end not really lending itself to collector type roads which are typical for MSA designation. BudJ!et Imvact As stated, MSA funds will be required to complete the Ring Road and Main Street projects. These streets need to be on the MSA system to be eligible for MSA funding. To maximize the "needs", it is always better to designate MSA streets that will be constructed in the future, and not newly constructed streets. Otherwise there is no budget impact of these designations. The alternatives are as follows: 1. Approve a Resolution approving the recommended changes to the Municipal State Aid System and authorizing the City Engineer to forward these requests to the Commissioner of Transportation. 2. RESOLUTION 01-xx RESOLUTION ESTABLISHING AND REMOVING CITY STREETS FROM THE MUNICIPAL STATE AID SYSTEM MOTION BY: SECOND BY: The City Council of Prior Lake, Minnesota desires to designate several particular streets as Municipal State Aid Streets, and to remove said designation on other particular streets, under the provisions of Minnesota Laws, Chapter 162. WHEREAS, NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that the roadways described as follows, to wit: 1. Ring Road between Toronto Avenue and Tower Street 2. Main Street between Pleasant Avenue and CSAH 44/TH 13 3. McKenna Road - new alignment north of CSAH 42 4. Fountain Hills Drive from Pike Lake to CSAH 21 5. Old McKenna Road south of CSAH 42 6. Fountain Hills Drive from CSAH 21 to Old McKenna Road extended south of CSAH 42 7. Carriage Lane between Carriage Hills Pkwy & Fountain Hills Drive 8. "McKenna Road" (Foxtail Trail) from CSAH 42 to CSAH 82 2. Raspberry Ridge from above to CSAH 21 7920 ft. ( 1.5 miles) 1000 ft. (0.19 miles) Are hereby removed from the Municipal State Aid Street System of said City, subject to the approval of the Commissioner of Transportation of the State of Minnesota. B IT FURTHER RESOLVED, that the City Engineer is hereby authorized and directed to forward two certified copies of this Resolution to the Commissioner of Transportation for consideration, and that upon his approval of the designation and removals of said roadways or portions thereof, that same be constructed, improved and maintained as a Municipal State Aid Street of the City of Prior Lake, to be numbered and !mown as a Municipal State Aid Street or removed from the Municipal State Aid System as is requested. 116~~nA~~1~~h~~t.
