CONSIDER APPROVAL OF A RESOLUTION
1. AMENDING THE 2001-2002 CAPITAL IMPROVEMENT PROGRAM
RELATING TO KNOB IDLL PARK BASKETBALL COURT AND FISH
POINT PARK TRAIL AND
2. AUTHORIZING THE PREPARATION OF PLANS AND
SPECIFICATIONS FOR TRAILS AND A BASKETBALL COURT AS
IDENTIFIED IN THE 2001 CAPITAL IMPROVEMENT PROGRAM
History
This agenda item is for Council consideration to accelerate the construction of a
trail at Fish Point Park and a basketball court at Knob Hill Park. These projects are
identified in the 2002 Capital Improvement Program (C.I.P.). It also seeks
approval to prepare plans and specifications for the amended projects and the trails
and basketball court that are identified in the 2001 c.I.P.
Current Circumstances
The projects and the year that each project is identified in the c.I.P. are as follows:
Trails Basketball Courts
Deerfield Park - 2001 Deerfield Park - 2001
Glynwater Park - 2001 Knob Hill Park - 2002
Fish Point Park - 2002
The work to be performed for each project is summarized below:
1. Amendment of CIP to move the following projects form 2002 to 2001:
A. Fish Point Park:
The Fish Point Park trail is identified in the c.I.P. for 2002. At the October 16,
2000 Council meeting, a new modular play structure was approved for installation
in spring 2001.
Staff would like Council approval to move the installation of this trail to 2001 and
complete it at the same time the play structure is installed.
Currently there is a gravel trail leading to the existing playground equipment from
Fish Point Road. The intent is to blacktop this trail; this would define the park
access and allow the neighborhood easy, accessible entry to the park and the new
play system.

B. Knob Hill Park Basketball Court:
Now that Knob Hill is developed, residents in this development are anxious for us
to complete the park. In 2000 the trail was installed from Hummingbird Trail
through Knob Hill Park to Carriage Hills Parkway.
In 2001 a modular play structure and a shelter will be installed. A basketball court
is identified in the C.I.P. for 2002. It makes sense to construct this court in 2001 to
finish the park.
Staff would like Council approval to construct the court in 2001.
2. Authorize Preparation of Plans and Specifications:
A. Deerfield Park Trails and Basketball Court:
As identified in the Comprehensive Plan, trail connections between neighborhoods
are essential. The Deerfield Trail section will become one of the most scenic trails
in Prior Lake, connecting The Ponds and Wilderness Ponds neighborhoods to the
Deerfield development.
In addition to the trails, the C.I.P. identifies the installation of a basketball court to
serve the Deerfield and Wilderness Ponds residents.
B. Glvnwater Trail:
The Glynwater trail is identified to be completed in two phases. The first phase
was completed in 2000. The portion of trail to be installed in 2001 will connect
Glynwater to Island View Park. To complete this connection a small pedestrian
bridge will need to be installed over the creek that runs between Glynwater and
Island View Park.
C. Knob Hill Basketball Court and FishJJoint Trail:
If the Council authorizes acceleration of these projects, plans and specifications
would be prepared for this work as well. The plans and specifications, once
completed, will be brought back to the Council for their review and approval and
for authorization.
Conclusions
Staff is requesting that the Council approve the attached resolution so that we may
prepare the plans and specifications for the trails and courts for Council approval.
The plans and specifications will be presented to the City Council for approval
prior to bidding.
Issues
The specifications for the trails and basketball courts are typically not complicated
as it is easy to quantify the length of trails and the quantities needed for their
construction.
Design of these projects will be done in-house as a cooperative effort between the
Parks and Engineering divisions. By doing so, the city will save on design costs
and allow a full commitment of the funding to construction costs.
The subgrade excavation, backfilling and seeding will be performed by city

The following is a break-down of the cost estimates for the courts and trail projects:
1. Deerfield and Glynwater Trails
2. Fish Point Trail
3. Knob Hill and Deerfield Courts

The funds for these projects will be drawn from the Parks Dedication Fund portion of
the Capital Improvement Program. The total estimated cost for these proj ects would be
$148,000.
The alternatives are as follows:
1. Approve Resolution 0 I-xx approving the amendments to the Capital Improvement
Program and authorizing staff to prepare plans and specifications for trails and
basketball courts.
2. Table this item for a specific reason.
3. Deny this agenda item for a specific reason and provide staff with direction.
Alternative number 1 is the recommended action by staff.

The following bituminous trails and basketball court are scheduled for
construction as identified in the 2001 Capital Improvement Program
1. Deerfield Trail
2. Glynwater Trail
3. Deerfield Basketball Court
Total cost $103,000; and
The 2002 Capital Improvement Program identifies a bituminous trail to be
constructed at Fish Point Park and the installation of a basketball court at Knob
Hill Park; and
The city staff has determined that the Fish Point Park trail should be completed in
conjunction with the installation of the new play structure for an estimated cost of
$37,000; and
The residents of Knob Hill Park have requested the installation of the basketball
court in 2001, for an estimated cost of $8,000; and
The City of Prior Lake is committed to providing trails in accordance with the
Comprehensive Park and Trail Plan; and
Trails are an essential link between neighborhoods and business areas and parks;
and
Basketball courts provide our residents the opportunity to enjoy our city parks.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA, that the following are hereby adopted:
1. The 2001 - 2002 Capital Improvement Program is amended by accelerating the Knob
Hill Park Basketball Court and the Fish Point Park Trail from 2002 to 2001.
2. That staffbe authOlized to proceed with the preparation of plans and specifications for
trails and basketball courts improvement projects as set forth.
