HomeMy WebLinkAbout10C -Contract for 2010-2011 Monitoring Well Project MEETING DATE: AGENDA #: PREPARED BY: PRESENTER: AGENDA ITEM: DISCUSSION: 4646 Dakota Street SE Prior Lake, MN 55372 CITY COUNCIL AGENDA REPORT OCTOBER 18, 2010 10C STEVE ALBRECHT, DIRECTOR OF PUBLIC WORKS STEVE ALBRECHT CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE MAYOR AND CITY MANAGER TO EXECUTE THE CITY'S STANDARDIZED CONTRACT FOR PROFESSIONAL SERVICES FOR THE 2010- 2011 MONITORING WELL PROJECT Introduction The purpose of this agenda is to seek authorization for the Mayor and City Manager to execute the City's Standardized Professional Services Contract for the 2010-2011 Monitoring Well Project. Historv As part of the City's continuing Wellhead Protection Plan (WHPP )it has been identified that the City should install between 2-4 monitoring wells depending on cost. The purpose of these monitoring wells is to identify and monitor the interaction between surface water runoff infiltration and the City's Water Supply Aquifers. The City's Wellhead Protection Area (WHPA) contains several potential areas with the potential to infiltrate hazardous substances to the groundwater. The WHPA is the area where surface activities can directly impact the City's water supply. The City's Industrial Park is in the WHPA and includes properties that still utilize wells and septic systems. Wells and septic systems can increase the potential for contamination especially in areas where potential sources of contaminates are present at a higher density. Markley Lake and the stormwater pond located in Cardinal Ridge Park also naturally infiltrate and have the potential to convey contaminates. The City's Capital Improvement Program includes design and construction of these wells in 2010/2011. Current Circumstances In order to provide the most project value City Staff is proposing to construct the individual monitoring wells as one project. City Staff believes it is important, based on the existing potential contamination sources in the WHPA, to install the wells at this time. These wells will allow the City to proactively monitor for issues before there is an impact to the wellhead. This will allow the City to modify management strategies and develop contingency plans in case of a potential or actual impact. This is a specialty service and Barr has been involved in development of the City's WHPP and its implementation. Barr has also completed all of the groundwater modeling for the City. This type of specialized engineering is not something the City has the capabilities to complete in-house. Barr has provided the City with a proposal for design and construction services associated with well bidding and construction. The proposed cost is $35,000 to complete these services. The estimated cost of the monitoring well construction is $75,000. Conclusion Staff recommends the City Council authorize the Mayor and City Manager to execute the City's Standardized Professional Services Contract for the 2010-2011 Monitoring Well Project with Barr Engineering. This work is consistent with the natural resource goals and objectives contained in the 2030 Vision and Strategic Plan. Currently there are several properties and waterbodies within the City's WHPA that could contaminate the City's water supply. These wells will help the City better determine the interaction of infiltration and monitor it prior to the wellhead for Wells 3, 4, 5 and 7. Once Barr has completed the design and specifications for the monitoring wells the staff will return to the City Council with a request to solicit bids subject to public notice for the completion of this project. The City's CIP includes a project budget of $110,000 for 2010 and 2011 for location, design and construction of the monitoring wells. The source of funding is $90,000 from the Water Utility and $20,000 from the Water Quality Utility. The alternatives are as follows: 1. Approve Resolution 10-XX authorizing the Mayor and City Manager to execute the City's standardized contract for professional services with Barr Engineering for the 2010-2011 Monitoring Well Project 2. Table the Resolution for a specific reason. 3. Deny the Resolution. Alternative 1. C:\Documents and Seltings\cgreen\My Documents\SharePoint Drafts\Monitoring Wells Agenda.doc 2 4646 Dakota Street SE Prior Lake, MN 55372 RESOLUTION 10-xxx RESOLUTION AUTHORIZING THE MAYOR AND CITY MANAGER TO EXECUTE THE CITY'S STANDARDIZED PROFESSIONAL SERVICES CONTRACT FOR THE 2010-2011 MONITORING WELL PROJECT Motion By: Second By: WHEREAS, The City's Water Supply is provided by groundwater and protection of the City's Wellhead is a priority to ensure a sustainable and safe water supply; and WHEREAS, The Wellhead Protection Plan and Capital Improvement Program identify the protection of the wellhead and installation of monitoring wells for that purpose; and WHEREAS, The City does not have the in house expertise to locate, design and oversee construction of groundwater monitoring wells; and WHEREAS, The City solicited a proposal for design and construction management services from Barr Engineering the City's groundwater consultant; and WHEREAS, The cost to complete the required well location study, design and construction services is $35,000. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. Barr Engineering is hereby authorized to provide professional design and construction services for the 2010-2011 Monitoring Well Project in the amount not-to-exceed $35,000.00. 3. The Mayor and City Manager are authorized to execute the City's Standardized Professional Services Agreement with Barr Engineering on behalf of the City. 4.
