HomeMy WebLinkAbout8B - Park Dedication Fee CITY COUNCIL AGENDA REPORT MEETING DATE: February 5, 2001 AGENDA#: 8B f\, PREPARED BY: Frank Boyles, City Manager X AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION APPROVING A PARK FEE STUDY REPORT AND AUTHORIZING A NEW PARK DEDICATION FEE FOR INCORPORATION INTO THE 2001 FEE SCHEDULE. DISCUSSION: History: The City Council has authorized the completion of a Park Fee Study by. Ingraham and Associates, Earlier this evening, the Council heard a report from Mr. Ingraham on this subject. Current Circumstances: The report recommends that a new park dedication fee be implemented of $1685 per new residential dwelling unit and $3550 per acre for new commercial 1 industrial development. This compares with our current $1300 per acre park dedication fee and $850 per unit park support fee. The new fees are based upon projected park land acquisition and development costs divided by the forecast number of new dwellings and new acres of commercial/industrial development. The fees are proportional to the demand placed upon the City's park and trail system by new developments, The new fees factor in the substantial variance in land values to be acquired for park (i,e, lakeshore versus rural residential), The residential fee is based upon dwelling unit because it is the best proxy for the number of persons (i,e, park users) associated with new residential development. The new fees are intended to fund the full price of land acquisition and construction of nine new neighborhood parks, additional conservation and open space and 40 miles of trails by the time the City is fully developed. The new fees will partly fund one community park and two other parks (one each contemplated on the Vierling and Jeffers properties) since development of these parks is attributable only in part to new development. The study incorporates utilization of the existing Park Fund balance. It also acknowledges that park development which is not attributable to development will need to be funded through other sources (i.e. General Fund budget, Referendum, etc.). Implementation of the new fees would apply immediately to any subdivision which has not yet provided an application deemed complete by the staff. The proposed fee does compare well with per unit fees in other communities. The projections for parks needed is based upon the City's Comprehensive Plan and Master Park and Trail Plan which are our best indicators of how property in the community will be developed, The assumptions in the study have been conservatively made in an effort to assure that sufficient funds are collected to meet park needs created by development. 1,:1 ALTERNATIVES: (1) Defer action on the new park fees and direct the staff to prepare additional information or schedule a workshop. (2) Approve a resolution approving the study, adopting the new fees and directing incorporation of the fees into the 2001 fee schedule.. Motion By: lr, L YuY\ Second By: lj~~ WHEREAS, the City Council wishes to assure that its Park Dedication policy is in accordance with state statute and generates sufficient funds to acquire land and construct parks and trails created by development; and WHEREAS, the City Council has authorized Ingraham and Associates to complete the Park Fee Study; and WHEREAS, the study calculates the amount of land and construction required to provide parks and trails to developing areas of the community; and WHEREAS, the study proposes a residential and commercial industrial fee which is proportional to the need for parks and trails created by new development; and WHEREAS, the City Council believes that the proposed residential per unit fee of $1685 and commercial I industrial fee of $3550 per acre is appropriate based upon the analysis set froth in the Ingraham study. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA that: 1. The recitals set forth above are included at this point as Findings of Fact. 2. The Park Fee Study prepared by Ingraham and Associates and dated February 5, 2001 is hereby approved, 3. The per dwelling unit fee of $1685 per residential unit and $3550 per commercial I industrial acre are hereby approved. 4. The staff is directed to incorporate these fees into the 2001 Fee Schedule to be effective immediately for any development petition which has not yet been accepted by the City as complete.
