HomeMy WebLinkAbout4G - AFSCME Labor Agreement MEETING DATE: AGENDA #: PREPARED BY: AGENDA ITEM: DISCUSSION: _ FINANCIAL IMPACT: CONCLUSION: ALTERNATIVES: RECOMMENDED MOTION: CITY COUNCIL AGENDA REPORT MARCH 19, 2001 4G Susan Walsh, Assistant City Manager I 0/ --- 2-5 CONSIDER APPROVAL OF A RESOLUTION' AUTHORIZING THE MAYOR AND CITY MANAGER TO EXECUTE AN AGREEMENT BETWEEN THE CITY OF PRIOR LAKE AND COUNCIL 14, LOCAL 3884, AMERICAN FEDERATION OF STATE, COUNTY AND MUNICIPAL EMPLOYEES (AFSCME), AFL-CIO Historv: The AFSCME bargaining unit representing secretarial, clerical, maintenance and technical employees of the City of Prior Lake was formed in 1993. The present agreement, previously approved by the City Council for the years 1999-2001, provides for a re-opener for negotiating employer health insurance contribution for 2001. Current Circumstances: Attached for City Council consideration and approval is an Agreement between the City and AFSCME that states that the City's maximum contribution for health insurance shall be $470 a month. This is a $35 a month increase from the Year 2000. This amount is consistent with the employer contribution for the city's three other bargaining units and for nonunion employees. The Agreement stems from negotiations that occurred over the past month. As noted above, the current labor agreement with the AFSCME bargaining unit expires at the end of this year, and I will begin negotiations for a new labor agreement with this union some time in July 2001. The 2001 operating budget has adequate funds to administer the health insurance contribution increase. Labor agreements typically do not provide complete satisfaction to either party. However, they do provide an equitable conclusion of bargaining between the two respective groups. 1. Approve a Resolution ratifying the Agreement with AFSCME for Employer Health Insurance Contribution for the Year 2001 2. Deny the Resolution 3. Defer action on the Agreement subject to receipt of additional information. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA that it hereby ratifies the Agreement between the City of Prior Lake and the American Federation of State, County and Municipal Employees for employer health insurance contribution for 2001; and BE IT FURTHER RESOLVED that the Mayor and City Manager are hereby authorized to execute the above referenced agreement. (612) 447-4230 / Fax (612) 447-4245 AN EQUAL OPPORTUNITY EMPLOYER AGREEMENT between CITY OF PRIOR LAKE and COUNCIL #14, LOCAL 3884, AMERICAN FEDERATION OF STATE, COUNTY AND MUNICIPAL EMPLOYEES, AFL-CIO REFERENCE: Re-opener for health insurance for the period of January 1,2001 to December 31,2001. The current Labor Agreement between the City of Prior Lake and AFSCME Council #14, Local 3884 contains the following language: "Not withstanding any other provisions to the contrary, the exclusive representative may provide the City with a notice of its desire to reopen negotiations only on the following subjects: Article 30.1: Employer Contribution to the Premium for Health Insurance for the period from January 1,2001 to December 31,2001." The City and the Union have discussed this issue by way of negotiations between the two parties. The City and the Union agree to increase the employer contribution to the premium for health insurance to $470 per month, and the change will have an effective date of January 1, 2001. In doing so, the City and the Union agree to amend Article 30.1 of the current Labor Agreement between the City of Prior Lake and AFSCME Council #14, Local 3884 to read as follows: Article 30.1 The EMP LO YER will provide group health insurance with aggregate benefits equal to those that presently exist for the duration of this AGREEMENT. The EMPLOYER will pay a sum not to exceed the following amounts per month for single and dependent coverage. 1999 - $425 2000 - $435 2001 - REOPE."fER !SS[JE $470 IN WITNESS WHEREOF, the parties have signed this Agreement on the dates indicated.
