DISCUSSION: History: The City Council's subcommittee of Mayor Mader and Councilmember Petersen prepared a draft set of objectives for me and my staff for 2001 and reviewed them with the Council at the last meeting. Based upon input received, minor modifications have been made to the objectives for final City Council consideration on tonight's consent agenda. ALTERNATIVES: (1) Adopt 2001 City Manager Objectives as part of a motion and second to approve the Consent agenda. (2) Remove the item from the Consent agenda for discussion. '" PROPOSED CITY MANAGER'S PRIORITIES AND OBlE TIVES FOR YEAR 2001 (Perfor~nce Evaluation Criteria. as Proposed for final Counci approval on April 2,2001 ) PURPOSE To assure that the City Manager is focusing energy and resour es on priorities that respond directly to those concerns regularly and frequently ex res sed by the majority of our residents, and by the City Council. . ' 1. FISCALLY RESPONSIBLE MANAGEMENT OF CI Y ASSETS AND RESOURCES ce will be evaluated. To establish 2001 criteria by which the City Manager's perfo PRIORITIES AND OBJECTIVES (Priorities are listed numer ally and Objectives are listed alphabetically.) Citizen feedback in Prior Lake as well as nationwide, en indicates that taxpayers' number on,e concern is Jack of fiscal respon ibility in government. Citizens expect to pay taxes, but they also expect gave nent to use the dollars wisely and efficiently. Fiscally responsible manageme t of taxpayer dollars has been established by the City Council as its number 1 p iority. B. Prior Lake Transit Service: Plan to be in place by sealnless transition from MVT A provided service, The City provided service will equal or exceed than would have been incurred by the City if it re ear-end, 2001 to allow City provided service. FIN ANCIALL Y PRUDENT ECONOMIC DEVELOP Economic Development can provide four benefits to a responsibly managed: (1) a stronger tax base; (2) jobs goods and services that can be purcha.sed by local resi and (4) potential clean up of blighted areas. When mis naged, the bill for economic development falls on the shoulders of curren taxpayers. The City Council has made economic development a p iorit)', with a condition that the property tax burden for current residents will t increase. A. Ring Road Behind Priordale Mall: All commit ents in place by year-end, 2001 to allow construction to begin not later t year 2002. B. Purchase of Property for Redevelopment: Co ueto purchase land for redevelopment purposes as approved by the Cit Co~cil C. Business Advisory Council: To be organized b end of April, 2001. . D. Design/zoning Standards for Downtown Redev lopment: To be completed by July 31, 2001, or earlier ifrequir to support a specific project. E. Incentive Plan for Downtown. Businesses to U Propenies: Plan to be developed by year-end, 001. The plan would include a provision for the City to recover any. vestment it makes within a period not exceeding 10 years. 3. SENIOR HOUSiNG There are many senior citizens in Prior Lake who ve lived here much of their lives, and who contributed much to the devel ment of the community that we enjoy today. Many of them have expresse their desire to continue to live in Prior Lake even after they no longer wish to maintain their current homes. The City Council has made it a priority to encourag development of senior housing that would provide for both independent assisted living. A. COMMUNITY IMPROVEMENT AND CLEAN UP " It is a common theme that government is often mor interested in developin.g new projects and programs, than it is in solving c t problems. The City Council has made it a continuing priority t ad4ress current problems without regard to wh.o caused them and why. A. Private Encroachment on Public Right-of-ways: Develop and implement a plan to eliminate these encroa.chmtts- B. Trail from Downtown to Lakefront Park: Trail 0 be redesigned and/or relocated to remove steepness. Plan for recons uction to be approved by 2001 year end for implementation in 2002. C. Highway 13 Access to Boudin and Commerce: btain state commitment by year-end for temporary or permanent traffic . ght to be installed. 5" ORGANIZATIONAL PROFICIENCY Government is often guilty of resisting change, ofbem coritent with the status quo, or of refusing to manage government like a busin ss. La.<;t year, the City Staff and City Council made some fundamental chang s tbat were both productive and cost effective. The Council wants to e courage the City Manager and Staff to continue to exercise initiative to make org nizational improvements. -. A. Supervisory Development Program: Initiate and. plement a program to expand Supervisors' participation in citywide goal setting, achievement, and reward. B. Organizational Refmements: Make additional org izartional ref1llements to further increase efficiency and productivity of S . Staff additions can be made within budget guidelines, or ol,ltside ofbudg t guidelines when justified and approved by City Council. 6. COMMUNICATION WITH RESIDENTS While the public news media is often accused offocus g on negative news, with some disregard for accuracy, government is often accu cd of exaggerating accomplishments and hiding failures. Last year's objectives placed high emphasis on the im oitance ofthe Council receiving accurate and factual infonnation from the Ci y Staff. '"-, Based upon considerable and positive feedback from 0 rresidents, the Council is asking for continued emphasis on accurate factual repo ingto Prior Lake citizens. The standard for accuracy will be "if you can't prove i don't report it". A. Cable TV: Continue to improve and expand (qual y and quantity) the use of Cable TV to communicate important City informal Oil to residents. This should include at least monthly reports on City Co cil matters, and at least monthly reports on City Staff activities. A 30 min te report on a regular weekly schedule would be desirable. B. Wavelength: Continue to improve and expand the use of the Wavelength to get accu.rate and factual information to our residen . At a minimum, the Wavelength should be published at least every oth momh. 7. ADMINISTRATIVE A. Subdivision Ordinance: Complete revised sulxiivi ion ordinance by September 30, 2001. B, Engineering Design/Standards Manual: Complete evised Design/Standards Manual by year-end, 2001. C. Litigation: Manage the following litigations in a timely conclusion. (It is recognized that courts co -Vierling -Markley Lake -Soderman er that achieves a 01 conclusion dates.) D. General Functions of City Management: To admi. .sterthe functions of City Management in 8 professiona~ efficient, and citize friendly manner, and to achieve additional goals or objectives as may be as igned by the City Council throughout the year. IMPLEMENTATION Quarterly Performance Reviews: The City Council may at its iscretion, conduct . quarterly performance reviews with the City Manager, and the City Manager may request an appraisal of his performance periodically. Year-end Performance Evaluation: The City Council will con uct a performance appraisal and salary review during the first week in December Information from this meeting will be used by the City Manager Evaluation Subcom ittee to fonnulate a salary recommendation for consideration by the Council at the last eting in December.
