CONSIDER APPROVAL OF A RESOLUTION APPROVING THE PLANS AND
SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR BIDS FOR
FOUR (4) SETS OF PLAYGROUND EQUIPMENT
History: The purpose of this agenda item is to request the City Council to approve the
plans and specifications and to authorize staff to advertise for bids for four (4) sets of
playground equipment as identified in the 2001 Capital Improvement Program (C.I.P.)
Parks and Trail Projects.
Each year the City Council adopts the c.I.P. which involves funding for various park
improvement projects. Authorization to prepare the plans and specifications for
playground equipment at the following parks was approved by the Council on March
19,2001:
Playground Equipment Sites
1. Glynwater Park
2. Island View Park
3. Wilds Park
4. Thomas Ryan Memorial Park
Current Circumstances: Island View Park will have existing equipment replaced with
new modular equipment. Glynwater, Wilds and Thomas Ryan Memorial are new parks
and will be receiving equipment for the first time.
The play structures that will be installed at these four parks will meet the most current
Americans with Disability Act (A.D.A.) Accessibility Standards and Consumer Product
Safety Commission (C.P.S.c.) Guidelines. The new playground equipment will be
modular, meet the most current safety standards, provide improved accessibility and
will be durable and attractive.
The city maintenance crews will remove existing equipment (if required), complete all
grading and prep work including hauling of sand, preparation of the base work for the
curbing, and complete all finish landscaping and sodding. We will contract separately
for the concrete curb placement.
In accordance with City Council input, the plans and specifications for the playground
equipment were developed so as not to state the dollar amount budgeted for each
playground set.
The specifications prepared for the play structures state that there must be a minimum

of 15 play events. The events specified are as follows:
1. One two bay/four swing unit
2. One spiral slide exiting from a six foot deck
3. One wave slide exiting from a four foot deck
4. One sand digger
5. One spring ride
6. One talk tube
7. One activity panel
8. One track ride
9. One crawl tube
The remaining events are left up to the vendor to incorporate into their design. These
remaining events must be climbing or overhead experiences.
It is the vendor's responsibility to design the play structures to meet the most current
A.D.A. Accessibility Standards and C.P.S.C. Guidelines. Vendors are asked to propose
a design and install equipment which meets or supersedes the specifications.
The project will be awarded to the lowest responsible bidder whose bid is consistent
with the specifications. The successful contractor(s) must complete all installations
prior to October 1,2001.
The bids are to be opened at 1:00pm on May 16,2001 and brought to Council on June
4, 2001 for award.
Budeet Impact: Sufficient funds are set aside for the equipment and resilient surfacing
in the C.I.P. Funds for this acquisition are to be drawn from the Capital Park Fund
portion of the C.I.P.
The alternatives are as follows:
1. Approve Resolution 0 I-xx approving the plans and specification and authorizing
the advertisement for bids for four (4) playground sets as identified in the 2001
Capital Improvement Program.
2. Table this item for a specific reason.
3. Deny this agenda item for a specific reason and provide staff with direction.
Alternative number 1 is the recommended action by staff.

The following parks are scheduled for playground equipment as identified in the
Capital Improvement Program:
1. Glynwater Park
2. Island View Park
3. Wilds Park
4. Thomas Ryan Memorial Park; and
Authorization to prepare plans and specifications was approved by Council on
March 19,2001; and
The new equipment will be modular, meet safety standards and provide
accessibility as required by the Americans with Disabilities Act; and
The City of Prior Lake is committed to providing recreational activities for people
of all ages; and
Playground equipment is considered a high priority in the development of the Prior
Lake park system.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA, that the plans and specifications for playground equipment are approved and that
staff is authorized to proceed with the advertisement for bids for said project.
