HomeMy WebLinkAbout9B - Snowmobile Trail on Crest AvenuePRID~ ti U trJ ~~INNES~~/ 4646 Dakota Street SE Prior Lake, MN 55372 CITY COUNCIL AGENDA REPORT MEETING DATE: NOVEMBER 1, 2010 AGENDA #: 9B PREPARED BY: STEVE ALBRECHT, DIRECTOR OF PUBLIC WORKS PRESENTER: STEVE ALBRECHT AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING A SNOWMOBILE TRAIL ON THE WESTERN BOULEVARD OF CREST AVENUE BETWEEN CR 42 AND THE SAND POINT BEACH PARK ROAD DISCUSSION: Introduction The purpose of this agenda is to consider approval of a resolution authorizing a snowmobile trail on the western boulevard of Crest Avenue between CR 42 and Sand Point Beach park road. History Snowmobiles are permitted to utilize Crest Avenue and the Sand Point Beach park road to access Prior Lake. When the streets have been plowed, snowmobiles often straddle the shoulder/boulevard of Crest Avenue. This activity creates enforcement issues for City Police and the County Sheriff. At the July 2010 Snowmobile Task Force meeting, a recommendation was made that the City Council consider authorizing a trail to be maintained by the Prior Lake Snowmobile Club on the western boulevard of Crest Avenue. This area is not plowed by the City during the winter for pedestrian use. At the August 2, 2010 City Council meeting, the City Council directed that the Traffic Safety Committee (TSC) review this issue at their next meeting. On September 30, 2010 the TSC held an informational hearing on the proposed trail. Residents adjacent to Crest Avenue received written notification of the meeting. Two residents spoke and expressed concerns about potential damage to fences and speed. A representative and resident with the Prior Lake Snowmobile Club also spoke. The TSC expressed concerns about unfenced properties along the route. Current Circumstances The TSC recommended that the City Council authorize the recommended trail for one year to determine if there will be unforeseen impacts to neighboring properties. They also recommend that: 1) The Snowmobile Club sign and maintain the trail in accordance with other City snowmobile trails; and 2) adjacent residents with unfenced yards be contacted regarding the Snowmobile Club installing safety fence along their properties. C:1Documents and SettingslcgreenlMy DocumenislSharePoint Draftsl5nowmobile-Crest Agenda.doc Conclusion The TSC and City Staff are recommending the City Council approve a resolution authorizing the use of the Crest Avenue western boulevard as a snowmobile trail between CR 42 and the Sand Point Beach park road. ISSUES: The primary resident concerns were speed and fence damage. The City snowmobile ordinance regulates the maximum speed at 10 mph on City streets. Staff recommends this trail be signed by the Snowmobile Club at 10 mph also. The TSC believes aone-year trial period is suitable to evaluate whether there will be any issues with adjacent properties. The Snowmobile Club currently maintains trails on the CR 21 and CR 82 boulevards adjacent to fences. Staff is unaware of any fence damage due to snowmobile traffic. The safety of unfenced resident properties was also identified as an issue. The TSC proposes that temporary safety fences be installed by the Snowmobile Club to address this issue. There are three to five properties that may require fencing to keep snowmobiles off of their properties. There is a four-foot concrete sidewalk along the western side of Crest Avenue. Portions of the proposed trail will cross over the sidewalk. The use of concrete sidewalks and bituminous trails does result in increased wear to that infrastructure. However, City staff believes that the Snowmobile Club has done a good job of minimizing damage to other City trails and sidewalks by monitoring snow conditions and closing trails as needed. FINANCIAL The proposed fencing and signage will be provided and maintained by the IMPACT: Snowmobile Club. The City's potential costs would be related to any boulevard and sidewalk damage. ALTERNATIVES: 1. Approve an resolution authorizing the western boulevard of Crest Avenue between CR 42 and Sand Point Beach Park Road as a snowmobile trail on a trial basis for the 2010-2011 winter snowmobile season. 2. Deny this item for a specific reason and provide staff with direction. 3. Table this item until some date in the future. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. Unfenced yards adjacent to the trail shall have safety fence installed at the Snowmobile Club's cost if requested by property owners. 3. The Traffic Safety Committee shall review the trail in 2011 for property issues and forward the findings to the City Council prior to the 2011-2012 snowmobile season.
