CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING STAFF TO
SOLICIT BIDS FOR TRAILS AND BASKETBALL COURTS
Historv: The purpose of this agenda item is to authorize staff to solicit bids for trails
and basketball courts identified in the 2001 Capital Improvement Program (C.I.P.)
Parks and Trail Projects.
Each year the City Council adopts the c.I.P. which involves funding for various park
improvement projects. The Council app~d the plans and specifications for the
following projects on February 27,2001:
1. Deerfield Park Trail
2. Glynwater Park Trail
3. Fish Point Park Trail
4. Deerfield Park Basketball Court
5. Knob Hill Park Basketball Court
The work to be performed for each project is summarized below:
A. Fish Point Park: Currently there are two gravel trails leading to the existing
playground equipment from Fish Point Road and Maves Trail. A new modular play
structure will be replacing the old piece in spring 2001. The intent is to blacktop these
trails; this would define the park access and allow the neighborhoods an easy accessible
entry to the park and the new play system.
B. Glvnwater Park Trail: The Glynwater Trail is identified to be completed in two
phases. The first phase was completed in 2000. The portion of trail to be installed in
2001 will connect Glynwater Park to Island View Park. To complete this connection, a
small pedestrian bridge will need to be installed over a creek that runs between
Glynwater and Island View Park. The bridge will be constructed prior to the
construction of the trail and will be funded from the c.I.P.
C. Deertield Park Trails and Basketball Court: As identified in the comprehensive
plan, trail connections between neighborhoods are essential. The Deerfield section of
trail will connect The Ponds Park and Wilderness Ponds neighborhoods to the
Deerfield development.
In addition to the trails, the c.I.P. identifies the installation of a basketball court to
serve the Deerfield and Wilderness Ponds residents.

D. Knob Hill Park Basketball Court: Now that Knob Hill Park is developed, residents
are anxious for the City to complete this park.
At the February 27, 2001 council meeting, the c.I.P. was amended to accelerate the
construction of a basketball court in the c.I.P. from 2002 to 2001.
Current Circumstances: The funding source for these parks and trails projects will
come from the c.I.P. The trail sections are identified in the Parks and Trails
Comprehensive Plan.
The following is a break down of the cost estimates for the park trails and basketball
courts:
Deerfield and Glynwater Park Trails
Fish Point Park Trail
Knob Hill and Deerfield Basketball Courts

Issues: The bidding of the trails and basketball courts are typically not complicated, as
it is easy to quantify the length of trails and the quantities needed for their construction.
Design and specifications for these projects were done in-house as a cooperative effort
between the Parks Maintenance and the Engineering departments.
The sub-grade excavation, backfilling and seeding will be performed by city
maintenance crews.
Conclusion: Staff is requesting that the Council approve the attached resolution so that
staff can start the bidding process.
Bids will be received at 10:00am on May 16, 2001. City Council will be asked to
award a contract for these items at the June 4,2001 Council meeting.
Budf!et Impact: The funds for these projects will be drawn from the Parks Dedication
Fund portion of the Capital Improvement Program. The total estimated cost for the
projects will be $148,000.
The alternatives are as follows:
1. Approve Resolution 01-xx authorizing the solicitation of bids for trails and
basketball courts.
2. Table this item for a specific reason.
3. Deny this agenda item for a specific reason and provide staff with direction.
Alternative number 1 is the recommended action by staff.
