DISCUSSION:
History
At the December 4, 2000 meeting, the City Council awarded a contract for the
construction of Well No.6 to Keys Well Drilling of St. Paul. Keys is currently
drilling the well at the chosen site adjacent to the booster station on Wilds
Parkway. As you may recall, the project is divided into two separate projects:
the drilling and development of the well, and the construction of the pumphouse
including all of the mechanical and electrical equipment needed to operate the
well. The purpose of this agenda item is to approve the plans and specifications
for this second phase, the pumphouse construction. If the plans and
specifications are approved at tonight's meeting, bids will be let on May 15 and
brought back to council for award on May 21. We are also working a parallel
track for a CUP through the planning department for the pumphouse which, if
approved by the planning commission on April 23, will be brought to the City
Council for approval on May 7.
Current Circumstances
Attached are three sheets from the proposed plans for the pumphouse, prepared
by WSB & Associates, including the site plan, the building elevations and floor
plan, and the pump and header plan. The exterior of the building is planned to
be very similar to the existing booster station on the site, including brick exterior
with accent block and hip roof. As part of this project we are proposing to
modify the electrical wiring in the existing booster station to increase the
utilization of the existing emergency generator housed in the booster station.
This modification will enable the emergency generator to power both the booster
station pumps and the new well in the event of a power outage. This is adding to
the cost of the project now, but is more economical than adding an additional
backup generator in the future for well no. 6.

Delays caused by the bad winter weather and in receiving the Department of
Health permit, put the drilling of the well behind schedule. The drilling should
now be complete in June instead of May this year. After award of the
pumphouse contract, there is a 6 week lead time in ordering the equipment
needed for the pumphouse. Construction of the pump house would probably
begin in July and be complete and the well on line by late October or early
November.
FISCAL IMPACT: Bud~et Impact
The estimated cost for the pump house construction including all the mechanical
and electrical components is $400,000. This estimate includes a $36,000
contingency.
The total project cost for the two phases including all engineering and
construction is now estimated to be $740,000. A breakdown is as follows:

The Capital Improvement program had earmarked $600,000 for completion of
the entire project. The Trunk fund is the source of the money.
The total project cost is higher than anticipated due to the following items:
. Wiring modifications for emergency generator.................. $25,000
. DNR requirement - larger hole for possible drilling to FIG. . . $23,000
. DNR requirement - monitoring wells........................... .,$40,000
. Industry wide general building construction cost increases... .$20,000
. Contingency for pumphouse....................................... .$36,000
$144,000
After the bids have been received for the pumphouse we will have more concrete
numbers. Staff believes that the cost of the wiring modifications is money well
spent for power outage emergencies. This will allow the city to provide water to
residents in the event of a power outage.
The $63,000 in extras due to DNR requirements is to protect the Savage fen. We
are working with the DNR to find out if we can lower the cost of the two
monitoring wells. We do know that Savage did not get any cost reductions from
the DNR for all their extraordinary water system costs associated with the fen.
However, Savage did go to the legislature and was successful in obtaining some
funding for extra water system costs.

ALTERNATIVES: The alternatives are as follows:
1. Approve a Resolution approving the plans and specifications and authorizing
the advertisement for bids for Well No.6 Pumphouse and Appurtenant work.
2. Table this agenda item for a specific reason.
3. Deny this agenda item for a specific reason.
RECOMMENDED
MOTION:
Staff recommends alternative number 1. A representative from WSB and
Associates will be resent at the meeting to answer questions the City Council
may have.

RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS AND
AUTHORIZING THE ADVERTISEMENT FOR BIDS FOR WELL NO.6 PUMPHOUSE
AND APPURTENANT WORK, CITY PROJECT NO. 02-00

WHEREAS,
authorization to prepare plans and specifications for a new well and
pumphouse were approved by Council on May 15,2000, and
WHEREAS,
the consulting engineer retained for this project has prepared plans and
specifications for the new pumphouse for Well No.6, and all appurtenant
work, and
WHEREAS,
Such plans and specifications have been presented to the Council for
approval.
WHEREAS,
The estimated cost of such improvements is $400,000 and shall be drawn
from the Trunk Fund.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA:

1. That the plans and specifications for Well No. 6 Pumphouse, a copy of which are
attached hereto and made a part hereof, are hereby approved.
2. The City Manager shall prepare and cause to be inserted in the official paper and in the
Construction Bulletin an advertisement for bids for the making of the improvement
pursuant to the attached plans and specifications. The advertisement shall be published
not less than 10 days prior to the bid opening, shall specify the work to be done, and
shall t at t e will be received by the City Manager until 10:00 a.m. on
y, May 15, 2000, which time the bids will be publicly opened at the City
Main 17073 Adelmann Street SE by the Public Works Director. No
bids will be considered unless sealed and filed with the City Manager and accompanied
by a cash deposit, cashier's check, bid bond, or certified check payable to the City of
Prior Lake in the amount of five (5) percent of the amount of such bid.
