DISCUSSION: HISTORY Previously this year the city council approved a feasibility report and ordered the preparation of plans and specifications for the first phase of the Ring Road project. This project is identified as City Project No. 01 - 01 and is in the approved 2001-2005 Capital Improvement Program. As the council is aware, city staff has been working with the developers of the proposed Crystal Care project and have received the preliminary plat submittals for this project. The Crystal Care project will include the construction of the eastern phase of the Ring Road between Franklin Trail and the Borka property adjacent to the Park Nicollet Clinic. A couple of months ago, Crystal Care representatives met with the Prior Lake Spring Lake Watershed District (District) staff requesting District requirements for their proposed project. The District's new rules would have required extensive stormwater ponding on their site, and neither city staff or Crystal Care representatives were happy with the site plan in regards to ponding. Staff then requested WSB & Associates to analyze the feasibility of a regional pond for this area in lieu of each lot being responsible for their own ponding, since any onsite ponding would affect the storm sewer system design on the Ring Road. Staff initiated a meeting with District staff to investigate alternatives to the ponding design for the Crystal Care site. We cooperatively and tentatively agreed to a concept plan for a regional stormwater ponding system on a county owned parcel in lieu of the extensive ponding on the Crystal Care site which is feasible from 162~@'.€aWe'€r~e~oAw:;oS~€~,?"Prior Lake, Minnesota 55312-1714 / Ph. The District requested that the City show that we would move forward with the regional ponding concept. The purpose of this item is ta have the Council approve the concept far a regional pond in lieu of the District's required ponding on the Crystal Care site, to incorporate the pond design and construction with the Ring Road project, City Project No. 01 - 01, and to approve the use of WSB & Associates to do the necessary engineering. CURRENT CIRCUMSTANCES / ISSUES Attached is the District permit application for the concept plan for the regional ponding, which has already been submitted to the District. The District asked that the City show that it is committed to this project before they would allow Crystal Care to proceed without the previously described ponding on the Crystal Care site. Hence, this agenda item and resolution approving the concept plan. The proposed pond will be on the corner of existing Panama A venue (County Road 23), State TH 13, and Tower Street. This property is currently a mixture of dump, overgrown brush, volunteer - weedy trees, and wetland. It is currently owned by Scott County and was acquired as tax forfeiture property. The existing site currently collects storm water from areas east, west, and south of the site including overflaw from Crystal Lake just south of 1 70th Street. This site drains north through a culvert under TH 13 to a drainage ravine east of Creekside Circle and west of Anna Trail, meandering northerly crossing under Priorwood Street, then westerly through the Cates Street channel to Prior Lake. It should be noted that this entire channel is proposed to be stabilized to prevent erosion through two separate projects in the approved five year CIP. The proposed pond will be designed with the existing culvert under TH 13 as the limiting factor for flow. In other words, the channel will not required to be upgraded in capacity. The proposed regional pond will be designed to accommodate the storm water runoff from areas east and west of the pond, including the future CSAH 23, 170th St. and Tower Street improvements west of the site, the County Market site and vacant parcel to the west of County Market, the proposed Ring Road east of the site, the Crystal Care site and the newly created lot just west ofthe Crystal Care site. This includes the entire watershed which currently drains to this site. This pond will act as a retention basin, water quality treatment basin, and infiltration basin. The water currently coming from Crystal Lake will bypass the proposed pond since it is considered relatively clean and does not require treatment. The estimated cost for the design, penmttmg, and constructing the proposed regional pond is $100,000. The attached letter from WSB & Associates shows their quote for the engineering services to be $7,500. X:\Osmundson\RingRoad\Agenda Approve Reg Ponding Concept.doc 2 CONCLUSION In summary, the proposed regional ponding is beneficial to the city and to the developing areas such as Crystal Care. This pond construction would need to be accomplished with the third phase of the Ring Road project. The County has been working with us to give the tax forfeiture property to the City which is where the ownership should be, since it serves mainly the City. By constructing the pond with the Ring Road project we will have a more efficient project and should see the benefit of lower construction costs than a stand alone project. The proposed pond construction will clean up the proposed site and improve the aesthetics of the area. Finally, it will benefit the buildable lots in the area which is an economic consideration or benefit to these parcels. If the proposed resolution is approved, this project would be combined with the previously approved Ring Road project. After the appraisals for assessments are complete and the Council decides on it's course of action in regards to assessments, this proposed ponding project and the proposed assessments will need to be added to the previously approved feasibility report prior to a public hearing on the project. The council may recall that the city sponsored a similar regional pond project north of CSAH 42 and west of Pike Lake Trail. The regional ponding concept has worked well in this and we expect similar results from the proposed Ring Road pond project. FINANCIAL IMPACT: The project is proposed to be financed by the trunk reserve funds since it is a trunk facility, less any other possible funding sources that staff can secure such as the County, Prior Lake Spring Lake Watershed District, Municipal State Aid, MnDOT, or others. The city collects trunk area charges from new development in lieu of special assessments to pay for regional "trunk" storm water facilities such as the proposed pond. AL TERN A TIVES: The alternatives are as follows: 1. Approve a Resolution approving: (1) the concept plan for a regional pond for the Ring Road area in lieu of the PLSL WD required ponding on the Crystal Care site and other sites; (2) the incorporation of the proposed regional pond design and construction with City Project 01-01; (3) the use of WSB & Associates to perform the engineering for the pond design and construction. 2. This project includes the construction of Ring Road and a regional stormwater treatment pond as sho\Vll on the attached figures. This regional stormwater facility is proposed to be constructed within an existing wetland located east of CSAH 23 between THl3 and TGwer Street (see Figure 2). Outlined below, please fllld the information required by th~ PLSL WD for a permit under Rule D, Rille E, and Rille G for the Ring Road and regi:)a,tl ponding site construction. 1. Stonnwater Treatment The regional ponding area is anticipated to provide treatment and rate COnLiO! fer Ring Road as well as future development within the subwatershed as shown on Figure 1. This future development includes the TH 13/CSAH 23 interchange anti the Crystal Care site. While it is anticipated that separate permits will be required for the TH 13/CSAH 23 and Crystal Care project, information related to stormwater ponding for these sites is included here for purposes of demonstrating the amount of treatment that would be required. As per the PLSL WD rules, dead pool from the runoff from a 2.5 inch-24 hour storm event is required. The Ring Road, Crystal Care Center, and the TH 13/CSAH 23 interchange project is anticipated to generate 1.3 acre-feet of runoff from this event thus requiring 1.3 acre-feet of dead pool storage for treatment. It is anticipated that the proposed pond will provide between 3 to 4 acre-feet of dead water storage me. therefore additional treatment will be available for future development. T!:e size of the pond will be maximized to reasonably utilize the entire parcel. In addition, there is potential to provide a separation between the water from the Crystal Lake Outlet, which runs through the site, and the treatment pond. Minneapolis. St Cloud. Equal Opportunity Employer 2. Stonnwater Rate Control The storm water discharge rate from the eyisting outlet of the wetland is estimated a.t 113 cfs. This includes the immediate suhwatershed as well as the additional water that is directed to the Crystal Lake ()utl~t and other areas that run through the wetland. This rate win be verifi.ed b3.3ed un survey data for the area. The proposed outlet for the ponding area will limit the discharge rate to existing conditions. Best Management Practices The BMP's to be used during and after construction of Ring Road and the regional pond include silt fence, bale checks, and seeding and mulching. Outlined below, please fInd information regarding the use of BMP' s as required by the PLSL WD: Vegetated swales: The use of vegetated swales is not possible for the construction of Ring Road due to space limitations. Pond outlets above groundwater: The proposed pond outlet is anticipated to be above the groundwater elevation. Roof drainage to pervious area: This BMP does not apply to the Ring Road project. Depressed casual storage areas: The proposed ponding area will provide storage for much of the area. . Minimization of the number and width of parking stalls: This BMP does not apply to the Ring Road project. The design of Ring Road precludes on-street parking. Rural section roads with road width minimization: The City has considered this option for Ring Road and has determined that since this is an urban area, a rural section road is not feasible and would not be in-the public's best interest. Mitigation of disrupted soils: Soil disruption will be minimized to the greatest extent feasible. Because this is a road construction project, areas outside of the road surface will receive minimal compaction. 4. InfIltration Based on the PLSL WD Rules, the project must provide infIltration for the impervious surface area created by the development for 0.5 inches of runoff. The infiltration volume required by PLSL WD Rules for Ring Road and TH13/ CSAH 23 reconstruction proj ect is 0.16 acre-feet based on the 3.9 acres of increased impervious surface. The surface area of the pond is anticipated to be approximately 2.0 acres. Using an infiltration rate of 0.03 inches/hour, the pond is anticipated to provide 0.36 acre-feet of infiltration over 72 hours. Each buildable lot in the watershed will also be required to provide infiltration, as is feasible. 5. Wetland Impacts The proposed regional ponding area is anticipated to be located within a wetland. The wetland delineation report is attached for your review. This is a Type 2, F:I WP WIMI 283-001042301p/s/v.d. "1'd April 23, 2001 Page 3 flowthrough wetland with the Crystal Lake Outlet channel running through it. The wetland is primarily reed canary grass with a few shrubs. The wetland currently provides stormwater storage and treatment and has been impacted by adjacent residential and commercial disturbance. It is anticipated that this project will not adversely affect the function and public value of the wetland. The City is requesting approval of this application.
