AGENDA ITEM: CONSIDER APPROVAL OF A REPORT REGARDING THE CR 21 AND
ARCADIA INTERSECTION PROJECT
DISCUSSION: Introduction
The purpose of this agenda is to receive direction from the City Council
regarding the improvement of the CR 21 and Arcadia Avenue Intersection
in 2011.
History
In 2005 the Scott County Board and Prior Lake City Council approved a
corridor plan for CR 21 between CR 82 and CR 87. That plan identified
several improvements required to address access to the downtown and
anticipated traffic volume increases.
In 2008 volumes at this intersection exceeded 10,000 trips per day and are
expected to grow to more than 27,000 trips per day by 20?~0. Currently the
Main Avenue Intersection backs up significantly during peak traffic times.
In anticipation of this growth the City of Prior Lake completed a feasibility
study for the improvement of the CR 21 and Arcadia Avenue intersection in
2008. Based on that study and the opening of the CR 21 Extension to the
north expected in late 2011 the City Council identified this project for
construction in 2011.
The 2010 CIP identified $500,000 for right-of-way acquisition and design
for the CR 21 and Arcadia Avenue Intersection Improvements. Staff
recommended delaying those services in order to minimizE~ tax levy
bonding impacts. The 2011-2015 CIP included this funding change.
Current Circumstances
The City of Prior Lake is in the process of evaluating options for the future
improvements of CR 21 through the downtown. The options being
considered include the 2005 Corridor Study option, a bridge at Main
Avenue and the potential realignment of CR 21. In order to properly
evaluate these options the City has contracted with Maxfield Research to
properly evaluate the economic impact of each option.
The impact of that decision on the CR 21 and Arcadia Intersection
Improvements is related to construction. Regardless of the option selected
this intersection will need to be upgraded at a minimum on an interim basis.
The impacts to downtown Prior Lake by the CR 21 Extension are not yet
fully understood. However it is anticipated that traffic will increase thus
continuing to impact the existing Main Avenue intersection. Currently
Scott County does not have a project planned for this section of CR 21.
The County expects depending on the outcome of the current City CR 21
Options Study to discuss a project as part of the 2011 Transportation Plan
process. However based on current funding it is unlikely the County will
undertake a project in the next 10 years. It is very possible based on
potential traffic increases and current issues at CR 21 and Main Avenue
that the intersection will need to be closed to right in right out access only
prior to a County Project.
In order to construct the CR 21 and Arcadia Avenue Improvements in 2011
it is necessary for the City to consider beginning certain design aspects
immediately. The City does not have in-house survey, signal design staff
or available resources to complete the project.
Conclusion
Staff recommends soliciting Requests for Proposals from the City's
Professional Services Pool for completion of the project design.
ISSUES: The potential outcome of the CR 21 Downtown Options Study will only
impact the nature of the Arcadia Intersection improvements. The changes
would mainly impact the type of signal equipment and streetscaping. The
actual design costs and right of way acquisition will have minimal changes
regardless of the option selected.
If the City does not begin the design process, specifically the survey work
as soon as possible the design will be delayed. Additionally completing a
survey in late December and January will increase costs due to weather
conditions. Without proceeding with certain aspects of the project design at
this time it may not be possible to complete construction in 2011 prior to or
concurrent with the opening of the CR 21 extension.
FINANCIAL The City has identified this project for construction in 2011. The required
IMPACT: funding to begin design is available from the City's State Aid and Street
Oversizing accounts.
Scott County has identified $750,000 for the project in 201 1. Should the
City decide not to proceed this funding may be reallocated to a different
project by the County.
ALTERNATIVES: 1. Direct staff to obtain RFPs for Professional Design Services for the CR
21 and Arcadia Avenue Intersection Improvement Project.
2. Table this resolution for a specific reason.
3. Deny the resolution.
