AGENDA ITEM: Consider Approval of a Resolution Appointing Two City Council
Members to Serve on the Economic Development Authority.
DISCUSSION: Introduction
The purpose of this agenda item is to appoint two Councilors to the
Economic Development Authority (EDA).
History
The City Council has amended the EDA enabling resolution and approved
new bylaws for the EDA. At its last meeting the City Council approved an
appointment process and time line (attached). Under the terms of these
guidelines, the two Council members are to be appointed at the November
15 meeting.
Current Circumstances
Mayor Myser asked fellow Councilors to express their interest in serving on
the EDA to him no later than November 10. I believe that at least two
Councilors have expressed an interest in becoming EDA members.
Conclusion
If the Mayor and Council believe they are prepared to proceed at the
November 15, 2010 meeting it would be appropriate for the Mayor to
recommend each Councilor to serve on the EDA and the Council to ratify
the Mayor's recommendations by roll call vote.
ISSUES: In order for the selection process for the new EDA to procE~ed on schedule,
the City Councilors serving on the body should be selectecl so they can
serve on the "screening committee" for appointment of the three "citizen"
members.
FINANCIAL The 2011 budget includes expenses associated with the reconstituted
IMPACT: EDA.
ALTERNATIVES: 1. Fill in the attached resolution as appropriate and adopt it.
2. Take no action at this time.

A RESOLUTION APPOINTING CITY COUNCILORS TO SERVE ON THE ECONOMIC DEVELOPMENT
AUTHORITY

WHEREAS, The City Council places a high priority on economic development and redevelopment; and
WHEREAS, The City Council added numerous goals and objectives to the 2030 Vision and Strategic
Plan related to economic development; and
WHEREAS, On October 15, 2010 the City Council adopted a revised enabling resolution and EDA
bylaws in an effort to achieve the goals and objectives; and
WHEREAS, The new EDA is to consist of two City Council members and three "citiz'en" members; and
WHEREAS, All members of the EDA are to be recommended by the Mayor and affirmed by the City
Council; and
WHEREAS, The Mayor has recommended the two Council members set forth below and the
associated terms of office.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The Council members and terms they are appointed to as set forth below are hereby approved.

November 1 City Council adopts selection process and timeline.
November 6
Ads placed in Prior Lake American, Website, Newswire, Chamber Email Blast,
Weekly Update to solicit applicants for three public positions.
Letters and emails sent to businesspersons.
City Council invite persons known to them to apply for public positions.
City Council members interested in applying for two Council seats invited to submit
applications to the Mayor.
November 10 Deadline for Council members to express their interest in serving to the Mayor.
November 15 Mayor recommends and City Council affirms appointment of two Council members to
the EDA.
November 24 Applications for three citizen representatives due at City Hall.
Interviews completed for all those who apply for public positions by screening
December 3 committee composed of the Mayor, one City Council representative to the EDA and the
City Manager.
December 6 Mayor and City Council conduct public interviews with each candidate including five-
minute presentation.
December 20 Mayor recommends to City Council the names and terms of the three applicants for the
public member seats on the EDA subject to City Council affirmation.
December 21 Orientation of new EDA members begins.
