AGENDA ITEM:
CONSIDER APPROVAL OF A REPORT REGARDING REVISIONS TO THE
2020 VISION AND STRATEGIC PLAN.
DISCUSSION:
Historv. In 2002, a group of 65 Prior Lake area residents and community leaders
met four times to define a 2020 Vision and Strategic Plan to guide the community
over the next 18 years. In August of 2002, the City Council approved the Strategic
Plan and directed that the staff proceed toward its implementation. At that time,
the Council confirmed that the document would need to be updated periodically to
assure that it conforms with current community values and desires.
Current Circumstances: On October 8, 2003, about 70 persons met to review the
progress toward implementation of the plan and to determine what revisions
might be needed to keep the plan current. After approximately three hours of
work, the committee had suggested modifications to the Vision Statement and
eight Vision Elements. In fact, a new Vision Element was added which focuses
upon sharing the plan with the community.
The staff and City Council then met on October 9th to discuss how the October 8th
thoughts and ideas modify the existing plan. Following this half day session, each
supervisor was assigned a Vision Element or the Vision Statement itself to
propose revisions, including 2004-2008 Vision Elements and 2004 Objectives.
The draft revisions have now been received. They are being incorporated into the
Strategic Plan document and the entire revised document will be shared with City
supervisors for one final review.
After the last revisions have been made, we will ask the City Council to conduct a
work session on the revised document and then the item will be scheduled for
formal C;;ity Council adoption.
ISSUES:
In an effort to share the progress on the 2020 Vision and Strategic Plan, we are
placing our Powerpoint presentation on this topic on the Cable Channel 15. In
addition, we conducted two employee chat sessions last Friday and shared the
Powerpoint presentation. We are also meeting with local civic groups to share our
story .
The 2020 Vision and Strategic Plan videotape is being modified as well, so that
the pictures and narrative show our progress and reflect the current plan. I
continue to be impressed with the value of this tool. I have shared it with new and
existing residents and businesses. In 15 minutes it teaches more about Prior Lake
than can be absorbed in a lengthier presentation.

ALTERNATIVES: The purpose of this agenda item is to share the progress we are making with
updating the plan. The Council may wish to share their thoughts about the
process we are following, particularly if changes are desired.
