HomeMy WebLinkAbout8B - Cooperative Fund TH13 DATE: AGENDA #: PREPARED BY: REVIEWED BY: AGENDA ITEM: DISCUSSION: CITY COUNCIL AGENDA REPORT November 5, 2001 8B Bud Osmundson, Director of Public Works Frank Boyles, City Manager CONSIDER APPROVAL OF RESOLUTIONS REQUESTING COOPERATIVE AGREEMENT FUNDING FOR TRUNK HIGHWAY 13 INTERSECTION IMPROVEMENTS History: In June this year the council authorized staff to work with WSB & Associates for the purpose of applying for federal and state funding for TH 13 intersection improvements identified in the City's 2002 - 2006 Capital Improvement Program (CIP). The CIP identifies future improvements to four intersections of city and/or county streets with state Trunk Highway 13, which total over $5 million in improvements. These improvements are projected for the years 2004 and 2005 and include the Boudin / Commerce street intersection; the 150th Street intersection; the Main Street / CSAH 44 intersection; and the CSAH 23 (Panama) / Five Hawks intersection. Each of these intersection improvements is dependent on significant funding from the Minnesota Department of Transportation (MnDOT). The purpose of this agenda item is to provide an update on the status of these funding requests and to pass two resolutions requesting cooperative agreement projects with MnDOT for two of the proposed improvements. Current Circumstances: As stated in the June agenda report, the State has only limited plans for improving TH13 south of CSAH 42. MnDOT considers TH13 a "preservation route" in their current funding guidelines. This means that there are no scheduled improvements to upgrade the road to a three or four lane highway in the current State Transportation Improvement Plan (STIP), MnDOT wants to preserve the route. As part of this preservation, MnDOT has a mill and overlay project of TH 13 from CSAH 42 to CSAH 21 scheduled for 2003. This preserves the roadway but does not expand it or address existing intersections. The various funding programs which are open for solicitation from local agencies include: Federal or TEA 21 (Transportation Efficiency Act for the 2151 Century) Funding for construction in 2005 or 2006; Transportation Revolving Loan Fund (TRLF); MnDOT Cooperative Agreement / Access Management Funds for the State 2003 fiscal year; and Federal Hazardous Elimination / Safety Funds (HES). (952) 440-9675 / Fax (952) 440-9678 AN EQUAL OPPORTUNITY EMPLOYER r: .- After collecting accident and traffic data for each intersection, we met with three representatives from MnDOT to analyze which funding programs we should apply for. The HES program requirements include having a minimum cost/benefit ratio of greater than one. None of intersections met that criteria, so we did not apply for funding from the HES program for any of the four proposed projects. Although the proposed improvements will provide significant safety improvement to TH 13 and the side streets, they would not be considered as high hazard locations in MnDOT's ranking. It was felt that the three remaining funding sources could be applied for, with the Commerce/Boudins and CSAH 23 intersection improvements the most likely to score high enough to be considered for funding. The TRLF requires payback of a loan so our strategy was to apply for the other sources first, then apply for TRLF funds as a last resort. Following is a brief overview of the funding application status on the four proposed projects: I f 1. Commerce/Boudins: Estimated total project cost: $2,563,000 Fed/TEA 21 Funding applied for: $1,400,000 Cooperative Agrmt. Applied for: $0.5m to $1.0m Federal or TEA 21 funding was applied for, for this project on August 31; we are also applying for MnDOT Cooperative Agreement funding, and request that the City Council pass a resolution requesting Cooperative Agreement funding at tonight's meeting. The process for scoring the TEA 21 projects has just begun and won't be complete until January 2002. This project fits into a category with 21 other projects. In the 1999 solicitation round, this category had four projects chosen for Federal funding, so it has a slight chance of being chosen this year. We will have a better idea in a month when the scoring of each project is complete. Staff feels this project has an excellent chance in the Cooperative Agreement / Access Management category, especially in some combination with the MnDOT scheduled overlay project. 2. 150th Street: Estimated total project cost: unknown City Share: $200,000 We did not apply for TEA 21 funding for this project due to a number of Issues, and we are recommending to not apply for Cooperative Agreement funding at this time. MnDOT personnel did not feel this project would score well in the TEA 21 process. A large majority of the improvements are needed on the Savage side of TH 13, and at the present time, Savage needs to take the lead in the necessary redesign of the intersection. Savage is working on a study of 150th street from CSAH 27 to the west, and city staff will work with Savage on the 150th Street/TH 13 intersection over the winter of 2001-2002, and report back to the City Council when that study is complete. 2 X:\Osmundson\Federal Funding Application 200J\Agenda App for Coop Agr4,DOC 3. Main StreetlCSAH 44: Estimated total project cost: $1.0 m Estimated MnDOT Share: $100,000 Estimated County Share: $100,000 We did not apply for TEA 21 funding for this project again for a number of reasons. We are also recommending to not apply for Cooperative Agreement funding at this time. Again, the intersection improvement project would not score well in the application processes at this time. In addition, we need to work on a long term design solution for this intersection including the Main Street design, plus need to work closely with Scott County on their desires for the CSAH 44 design. 4. CSAH 23 (Panama)/Five Hawks: Estimated total project cost: $2.5m Fed Funding applied for: $1,440,000 Estimated County Share: $400,000 Co.Agrmt. Applied for:$0.5 to $0.65m We applied for Federal or TEA 21 funding for this project on August 31; we are also applying for MnDOT Cooperative Agreement funding, and request that the City Council pass a resolution requesting Cooperative Agreement funding at tonight's meeting. The process for scoring the TEA 21 projects has just begun and won't be complete until January 2002. This project fits into a category with only 6 other projects. In the 1999 solicitation round, this category had two projects chosen for Federal funding, so it has a chance of being chosen this year, depending on the relative scoring. We will have a better idea in a month when the scoring of each project is complete. Staff feels this project has a good chance in the Cooperative Agreement/Access Management category. We have been working with the County on the acquisition of the ponding site that is needed for both this project and the Ring Road. 'l \ CONCLUSIONS: Staff is hopeful of landing some funding for either the Boudins/Commerce or CSAH 23/Five Hawks projects. Although the odds are not that good at this time for TEA 21 funding, we believe we have a good shot at getting some funding from MnDOT for the Boudins/Commerce project for 2002 through the Cooperative Agreement process. FINANCIAL IMPACT: Staff believes the Council may need to make a decision in the coming months on the amount of funding that the city would contribute to make one of these projects happen. Funding for all transportation projects in the state is getting extremely tight, and we may be faced with having to utilize more City funds to procure some State funding for a project. ALTERNATIVES: Staff is trying to be aggressive in securing funding for these important projects and this is our recommendation on how to best secure the funding. The alternatives for the City Council to consider: 1. Deny this item for a specific reason and provide staff with direction. ACTION REQUIRED: A motion and a second to adopt the Resolutions stated above. Staff will keep the council apprised of the status of our funding applications. Once we have a received the application results, we will ask trounCil how they would like to proceed on these projects. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, Minnesota, that the City of Prior Lake requests the Minnesota Department of Transportation to participate in the proposed improvements on State Trunk Highway 13, and BE IT FURTHER RESOLVED, that the City of Prior Lake, Minnesota is willing to participate in a Cooperative Agreement project with the Minnesota Department of Transportation and share the cost of the needed improvements.
