History: The purpose of this agenda item is to approve a change order to the contracts for the construction of the Thomas Ryan Memorial Park restroom/concession building. The original contracts were awarded on October 16, 2000. Attached is the original approving resolution. However, theproject was held up due to various issues related to the annexation of the property, and permit fee matters. Staff and City Council have discussed the issues with Spring Lake Township representatives over the past year. Earlier this year an agreement on annexation of the park property from the township to the City was completed, and the State Planning Board approved the annexation of September 14, 2001. As of October 15, 2001, the park property is within the City limits. Current Circumstances: To save money on the construction of this building, we are acting as our own general contractor and we bid the sub-contractors individually. Staff recommends that the change orders be authorized. Should the Council authorize the change orders, construction will start in the next two weeks. Footings and subgrade . work is anticipated to be completed before "freeze up" and the remainder of the building will be constructed during the winter months. The key issue to whether the Council believes that a savings greater than the $10,498 can be achieved by rebidding the project. A second consideration is the likelihood that rebidding the project will likely delay opening this park next year. The staff believes that the change order requests are not unreasonable and will allow winter construction to occur barring extreme weather in the near future. The only remaining issue affecting the concession/restroom facility is the sewer extension which is estimated to cost $45,000. We are working on a design for this and will return to the Council as soon as possible for final approval. This issue does not affect construction of the concessionlrestroom facility. Budget Impact The total cost of the building with the proposed increases will now be $186,546.00. Conley Tile Lonsdale Painting, Hayes Electric, Pumper Plumbing and Heating, Kully Supply Co.; and the City is responsible for certain portions of the construction including fountains, concession windows, and concession equipment that will not exceed a cost of $6,400.00. Motion By: JP Second By: M~ WHEREAS, as part of the amenities for Thomas Ryan Memorial Park, a concession/restroom facility is to be constructed; and WHEREAS, the City is to act as general contractor for this project; and WHEREAS, bids were solicited and contracts awarded for this project on October 16, 2000; and WHEREAS, project construction was delayed for one year by the annexation process and contractors were bound to maintain their bid amount for 45 days; and WHEREAS, each contractor has committed to complete their contractual obligations provided requested change orders are approved; and WHEREAS, the City Council believes it most prudent to revise the contracts by change order since the increase in cost is reasonable, re-bidding the project would further delay project completion without assuring better prices, and the opening of the park would be further delayed if this work is not initiated this year.
