AGENDA ITEM: CONSIDER APPROVAL OF AN ORDINANCE AMENDING SECTION 901 OF
THE PRIOR LAKE CITY CODE WITH RESPECT TO WINTER PARKING RE-
STRICTIONS
DISCUSSION: Introduction
The purpose of this report is for the City Council to consider an ordinance
amending Section 901.207 of the Prior Lake City Code related to Winter Parking
Restrictions.
History
On November 1, 2010 the City Council approved a report with regards to the
Winter Maintenance Policy and a draft amendment to Section 901.207 of the
Prior Lake City Code.
Current Circumstances
Staff has prepared an ordinance amendment to Section 901.207 of the City Code
"Winter Parking Restrictions" for City Council consideration.
ISSUES: It is possible that snow events can occur outside the November 1 to March 31
timeframe. It is also possible that a snow event is significant enough that plowing
occurs at various times during the day. In these cases the ordinance has been
clarified to allow for the Street Superintendent or their designee to declare a
snow emergency.
The City Council expressed concerns about how the snow emergency would be
communicated. The City will use all available media channels to publish the
emergency including the City website, local radio, local television news, and ca-
ble television.
ALTERNATIVES: The alternatives are as follows:
1. Approve an ordinance amending Section 901.207 related to Winter Parking
Restrictions.
2. Deny this item for a specific reason and provide Staff with direction.
3. Table this item until some date in the future.

ORDINANCE NO. xxx -xx
AN ORDINANCE AMENDING SECTION 901 OF THE PRIOR LAKE CITY CODE
The City Council of the City of Prior Lake does hereby ordain that Section 901 of the Prior Lake
City Code is hereby amended to add the following language:
901.207 Winter Parkins Restrictions In order to expedite the prompt and efficient
removal of snow from City Streets, the following vehicle parking restrictions apply:
(1). It is unlawful for any person to stand or park any vehicle or permit any vehicle
to stand on any street within the City between the hours of two o'clock (2:00 a.m.)
and six o'clock (6:00) a.m. from November 1St until March 31 of the following year.
(2). At all other times of the year it is unlawful for any person to stand or park any
vehicle or permit any vehicle to stand on any public street within the City between
the hours of two o'clock (2:00) a.m. and six o'clock (6:00) a.m. after a continuous
or intermittent snowfall during which there has been an accumulation of two inches
(2 ") or more of snow on any street.
(3). The Street Superintendent may declare a snow emergency. If the Street
Superintendent or their designee has issued a snow emergency, it is unlawful for
any person to, stand or park any vehicle or to permit any vehicle to stand on any
public street until the snow has been plowed or removed to the full width of the
street. Snow emergencies will be communicated through the City website, local
radio, local television news, and cable television.
(4). Any vehicle parked in violation of this Section 901.207 may be towed pursuant
to Minnesota Statutes §169 -041. A violation of this subsection shall be a petty
misdemeanor.
This ordinance shall become effective from and after its passage and publication.
